preliminary assessment associated with the closure of the tanks located at the above
stated address.
Based upon laboratory data submitted, this office is satisfied with the
assessment performed and requires no further action at this time. Accordingly, no

Land use in the' Site 'area is. primarily commercial, 'with some light industrial activity. The
topography is relatively flat With an elevation of approximately 405 feet above mean sea level
(USGS, 1968). The Site is located approximately 700 feet west of the Kern Island Canal. Depth
to groundwater in the area is approximately 210 feet below ground surface (bgs) (KCWA, 1997).
FIELD ACTIVITIES
On February ! 91'1998, as approved by the City, the underground storage tank (UST) was closed
in place due t°. phy:sical constraints preventing' its removal. Two soil samples were collected
from below the. UST in the presence of a City inspector. Soil samples were collected from
depths 'app[oximhtely two feet (sample B1-8) and six feet (sample B 1-12) below the bottom of
the UST by a State of California-Registered Geologist.

soils were monitored by RAM for volatile organic vapors using a hand-held photoionization
detector.
Prior to filling the UST with cement, the UST was checked for combustible vapors.
Combustible vapors were not detected and the UST was filled with approximately six cubic
yards of a two-sack cement slurry.
ANALYTICAL RESULTS
Soil-samples were transported to Zymax, a state of California-certified laboratory,- following
appropriate chain-of-custody procedures. As required by the City, both soil samples were
analyzed for total petroleum hydrocarbons as gasoline (TPH-g) and benzene, toluene,
ethylbenzene and xylenes (BTEX) by EPA Method 8260 and gas chromatograph/mass
spectrometer (GC/MS) combination. Both samples were also analyzed for lead by EPA Method
6020.
TPH-g and BTEX were not detected in either of the soil samples analyzed. Lead was detected at
concentrations of 1.5 and 1.1 milligrams per kilogram (mg/kg) in soil samples B1-8 and Bl-12,

· included as Attachments to this Report.
RECOMMENDATIONS
On the basis of the findings presented in this Report, RAM recommends that no further action be
required for the Site. If the City is in agreement with our recommendation, RAM requests, on
behalf of our client, that a closure letter be issued for this Site.
STANDARD LIMITATIONS
All work was performed under the supervision of a registered geologist, as defined in the
Registered Geologist Act of the California Code of Regulations. The information contained in
this report represents our professional opinions and is based, in part, on information supplied by
the client. These opinions are based on currently available information and are arrived at in
accordance with currently accepted hydrogeologic and engineering practices at this time and
location. Other than this, no warranty is implied or intended.

Dear Mr. Underwood:
Please find attached the completed Permit Application for Removal of An Underground Storage
Tank (Application) for the above referenced facility. As we previously discussed on the telephone,
RAM Environmental Engineering Services, Inc. (RAM) requests that we be allowed to close the
underground storage tank (UST) in place. Our reasons for requesting closure in place include:
the UST's proximity to a telephone pole owned and operated by PG&E (see attached
sketch),
the UST's location relative to the property line and associated fences, and
the UST has not been used for many years and is empty (no vapors).
At your suggestion, RAM contacted PG&E regarding their position on excavating so near to their
pole. The PG&E representative recommended that we not excavate if at all possible, but he also
stated that it could be done with additional safety measures on their behalf. These safety measures
included holding the pole with a piece of their equipment while the excavation was open, possibly
overnight. These services could be provided by PG&E at a significant cost to our client ($1,500 per
eight-hour day minimum).
As an alternative to removing the UST to collect representative soil samples from beneath it, RAM
proposes to advance one soil boring to a depth of approximately 15 feet below ground surface
adjacent to the UST. Two soil samples will be collected from depths approximately two and six feet
below the bottom of the UST.
After collection of the soil samples, the UST will checked for combustible vapors. Upon approval
by the City Of Bakersfield, Office Of Environmental Services, the UST will be filled with a two-sack
cement slurry.

If combustible vapors are detected above an acceptable level, the UST will be rinsed prior to filling
with the cement slurry. Rinsate will be property disposed of off site.
RAM will deliver two soil samples under appropriate chain-of-custody procedures to a California
certified laboratory for analyses. The soil samples will be analyzed for total petroleum hydrocarbons
as gasoline (TPH-g) and benzene, toluene, ethylbenzene and xylenes (BTEX) by EPA Method 8260
and gas chromatograph/mass spectrometer (GC/MS) combination. Both samples will also be
analyzed for lead by EPA Method 6020.
Upon receipt of analytical results, RAM will prepare a brief letter report documenting closure
activities and analytical results.
