Your facility has been identified as not having secondary containment on at least one of your underground storage tank components and as such falls under section 2637.(I) of the California Code of Regulations, Title 23, Division 3, Chapter 16; As an alternative, the owner or operator may submit a proposal and workplan for ,enhanced leak detection to the local agency, by July I, 2002; complete the program of enhanced leak detection by December 31, 2002; and replace the secondary containment system with a system that can be tested in accordance with this section by July 1, 2005. The local agency shall review the proposed program of enhanced leak detection within 45 days of submittal or re-submittal." Based on the "Preliminary Soil Report, Stockdale Industrial Park, Phase IV, easterly portion of the south half of Section 16, T.30S., R.27E., MDB&M" the soils in the vicinity~%re mostly silty sands to a depth of about 4 to 7 feet overlying sands. This information was obtained from test hole logs in the vicinity extending to a depth of about eleven .(11) feet. Changes in soil types and the thickness of layers can be expected between the test holes. The soil descriptions do not provide a warranty as to the conditions which may exist between or beyond the points of exploration.., The depth to groundwater is estimated to be about 150 feet. This depth is obtained from the "Water Supply Report, 1985" by the Kern County Water Agency, May 1986, Plate 4:Depth to Groundwater Unconfined and Equivalent Wells Used for Control. Our work was performed in accordance with generally accepted procedures of soil mechanics and foundation engineering in this or similar localities.
