Huey, Director, Office of Environmental Services SUBJECT: Tank Removal Cost for the Morosa Property located at 4800 Stine Road Per your request we have obtained updated quotes on removal of eight (8) underground storage tanks located at 4800 Stine Road. I have included both the 1998 and April 1999 estimates for your convenience. They are as follows: MP Environmental Services CALPI 1998 (9,500 to 11,500) $20,931 Current (April 99) $ 9,675 $21,575 For estimating purposes I would recommend using the most conservative number $21,575. However, I do believe both estimates adequately address the scope of the work required. The surface will not be repaved, but all excavations will be backfilled using conventional methods. We can also confinn that our office, (which is the local unified program agency and responsible for administration of underground storage tank regulations in the city), will issue a closure letter requiring no further action, mitigation or site assessment for this site, based upon the soils investigation already completed. Secure all bungs and openings tightly, leaving a 1/8 inch pressure relief hole at the top of each tank. Remove and transport tanks to a permitted facility for scrapping. A certificate of tank destruction will be generated. Dispensers will be disconnected and removed to allow subsurface samples to be obtained. Dispensers will remain property of client. Soil 'samples will be taken as directed by the Bakersfield Fire Department. Two sets of samples will be obtained below each tank. One set of samples from below each 550 gallon tank and one set from below each dispenser location and for each fifteen linear feet of piping. Each set will consist of samples from depths of two and six feet. KES's chain of custody procedures and forms will be utilized. Samples will be submitted! to a state certified lab for analysis. Bid price is based on a maximum of twenty-eight (28) soil samples. If additional samples are required analytical costs will be invoiced at cost plus twenty percent (20%). Soil which is not visibly contaminated will be placed back into the excavation. Due to the void created by removing the tanks, KES, will truck in clean backfill material. Tile site 'v.Ïll be backfilled and brought to grade upon completion of sampling activities. A written report with all documentation will be presented to you at the completion of this project. There are no provisions in the Scope of Work described above for any of the following items: Cave-ins, over-excavation due to unstable soil or site conditions. Structural conditions for adjacent buildings, structures and equipment. State and federal taxes expressly associated with disposal of hazardous waste. Shoring, sheeting, piling. Expedited turn-around of laboratory results. Security of excavation in the event contamination precludes timely backfill. Engineered backfill (i.e. compactions testing, increased efforts, etc.). Resurfacing. Delays or stoppages by owner, buyer or regulatory agencies. Strikes, act of God, adverse weather conditions. Removal and disposal of contaminated soil and/or groundwater. On-site treatment of contaminated soil and/or groundwater. Responsibility of waste material(s) upon receipt of same at client approved receiving facility. COSTS: KES's price for the above described Scope of Work is $29,859.00. Dear Ms. Morosa: As lam sure you are aware, all existing single walled steel tanks that do not meet the curr~nt code requirements must be removed, replaced or upgraded to meet the code by December 22, 1998. Your tanks do not currently meet: the new code requirements and therefore fall into the remove, replace or upgrade category. Your current operating permit expires on or before that date and of course will not be renewed until appropriate upgrade of your tank system is accomplished. An attached letter from the State Water Resources Control Board lists the approved financial responsibility mechanisms required to pay for corrective actions resulting from leaking underground fuel tanks. Remember, most tank owners only have to show financial responsibility for at least $10,000 of clean up liability. The Underground Storage Tank Clean Up Fund (USTCF) may be used as the mechånism to cover the remaining accidental release liability. The total amounts of financial responsibility required (check boxes from section A of form) are as follows: If you don't sell product from you tanks. and you pump less than 10,000 gallons per month, check "$500,000 per occurrence", Else, or if you are in the business of selling from your tanks, check "1 million dollars per occurrence", For owners of 101 or more petroleum underground storage tanks, check the "2 million dollar annual aggregate" box.
