Alfonic (BRM221) was replaced by the Stool CA 460 during 1990 when the Alfonlc became unavailable from our supplier. All Alfonic had been previously UJsed in manufacturing. Hazardous Materials Division 2130 G St. Bakersfield, CA 93301 Dear Ms. Brenner: Based on our best information, the final closure date of the Smithers-Oasis Bakersfield Facility will be on July 20, 1990. The following is our plan for the removal and/or disposal of all raw materials at our facility. The phenolic resins (BRM104 & BRM132) were totally used in the final manufacture of product. None of these materials remain at our facility The remaining raw materials were sent in their original drums by common carrier to our Dayton, Nevada facility. They were Tween 60 (BRM202), Silicone (BRM205), Steal CA-460 (BRM221), Phenolsulfonic Acid (BRM300), Methane Sulfonic Acid ŒRM301), Aquablak 115 (BRM602), Verona Basic Green M (BRM603). The N-Pentane (BRM402) in our bulk storage tank was transported by bulk carrier to our Dayton, Nevada facility. All drums of Hexane (BRM403) have been returned to our vendor for credit. All fulJ drums of Isopropyl Alcohol (BRM474) have been returned to our vendor for credit. All Witconate 90 flakes (BRM222) in bags have been shipped to our dayton, Nevada Facility. Tank size less than or equal to 1,000 gallons - a minimum of two samples must be retrieved from beneath the center of the tank at depths of approximately two feet and six feel. b. Tank size greater than 1,000 to 10,000 gallons - a minimum of four samples must be retrieved one-third of the way in from the ends of each tank at depths of 3pproximately two feet and sbc feel. c. PurginglInerting Conditions: a. Liquid shall be pumped from tank prior to purging such that less than 8 gallons of liquid remain in tank. (CSH&SC 41700) b. Tank shall be purged through vent pipe discharging at least 10 feet above ground level. (CSH&SC 41700) c. No emission shall result in odors detectable at or beyond propeny line. (Rule 419) d. No emission shall endanger the health, safety, comfon or repose of any person. (CSH&SC 41700) e. Vent lines shall remain attached to tank until the inspector arrives to authorize removal. RECOMMENDATIONS/GUIDELINES FOR REMOVAL OF UNDERGROUND STORAGE TANKS This depanment is responsible for enforcing the Kern County Ordinance Code, Division 8 and state regulations penammg to underground storage tanks. Representatives from this depanment respond to job sites during tank removals to ensure that the tanks are safe to remove/close and that the overall job perfonnance is consistent with pennit requirements, applicable laws and safety standards. TIle following guidelines are offered to clarify the interests and expectations for this depar1ment. 1. Job site safety is one of our primåry concerns. E.xcavations are inherently dangerous. It is the contractor's responsibility to know and abide by CAL·OSHA regulations. TIle job foreman is responsible for the crew and any subcontractors on the job. As a general rule, workers are not pennitted in improperly sloped excavations or when unsafe conditions e.xist in the hole. Tools and equipment are to be used only for their designed function. For example, backhoe buckets are never substituted for ladders. z. I>ropcrly licenscd contractors are assumed to understand the requirements of the pennit issued. The job foreman is responsible for knowing and abiding by rhc conditions of the pennil. Devialion from the pennit conditions may result in a stop-work order. 3. Individual contractors will be hcld responsible for their post-removal paperwork. Tracking fonns, hazardous waste manifests and analyses documentation are necessary for each site in order to close a ,.case file or move it into mitigation. When contractors do not follow through on necessary paperwork, an unmanageable backlog of incomplete cases results. If this continues, processing time for completing new closures will increase. Area (A)-Temperature Contro11ed Room TWQ (2)-300 gallon polyethylene tanks of Phenol Sulfonic Acid (PSA) are used as day tanks. 1-2 drums of Methyl Sulfonic Acid (MSA) & 2-4 drums of pre-blends are mixed and temporarl1y stored in this area. Area (B)-Mold Room Resin blends are stored in a 500 gallon day tank and maintained at 200C. When transfers ar.e to be made from drums to their respective process tanks, a written procedur'e is to be prepared in order to unequivoca11y determine the exact steps to be followed from ordering shipments to tank-level or inventory readings as well as for actual transfer. This wi11 also serve as a self-help training guide for both new and alternate personnel who may become involved with this activity. Training Haz Com training for all affected personne1 wil1 be provided. SPCC Requirements clearly indicate that affected personne1 are to be trained and updated annua11y, with documentation to that effect p1aced in their personnel files. Training is to include inspection of each potential spil1 area, review and instruction of un1oading/materials transfer procedures, as we11 as the use of cleanup aids to prepare wastes for disposa1. Inspect ions Frequency of inspections vary with usage.. e.g. Areas (C). (D). (E), and (G) are to be inspected and documented each time a major transfer via truck unloading is made. UNDER NO CIRCUMSTANCES SHOULD ENDANGERMENT TO LI FE OR LIMB BE DEEMED SECONDARY TO THE CONT AINMENT OF A SPILL. An important safety precaution to heed is that OIL AND OIL-SOAKED MATERIAL UNDER CERTAIN CONDITIONS CAN BE EXTREMELY FLAMMABLE. The important Procedures to Fol1ow Include: 1. Notification The Plant's SPCC Coordinator should be notified of all spills of 011 or chemicals, regardless of their size. A small spill or leak may indicate the potential of a major spill incident later. Although a total rupture of the acid storage tank could not be reasonably contained by plant personnel using bags of lime, a minimum of three (3) bags wlll be kept nearby, within ready access, at least for small leaks/spillage. II fl I ¡I II I II I TANK TRUCK_LOADING GUIDElINES/RESPO"'BILlTIES Receiving Plant Personnel Will: 1) Check/confirm that the storage tank can take the entire delivery. 2) Clearly explain to truck driver that he (truck driver) is responsible for the cleanup of any spins that occur. 3) Clearly identify the receiving line/hook-up tothe truck driver. 4) Check for adequate supply of 011 sorbent/sand in the area. 5) Check that all valves in line to the storage tank are open. 6') Check to see if truck unloading hose is secured to correct line. 7) Check that storage tank is adequately vented to accomodate displaced gas from the tank and any gas blown from the truck when the transfer is complete. 8) Check that all drains/valves are closed in the containment area. g) Operate and supervise the operation of plant equipment only; do not operate the truck equipment. 10) Close plant valves to storage tank after unloading has been completed. 11) Instruct truck driver to drain any hose connection drippings into a container provided in the immediate area. To ensure, as far as possible, this safety, we have developed this emergency action plan to be followed in the event of such emergency. It is expected that each employee wilt use his own judgement in following the plan and will take the course of action best suited to preserve his well being and that of his fellow employees. All employees not otherwise assigned showld proceed to the nearest safe exit. The MOLD OPERATOR should shut off the main power and the pentane line outside the building, then proceed to meeting point. The SAW OPERATOR should shut off the gas line outside the building, then proceed to meeting point. The MAINTENANCE WORKER should lead the fire fighting team (two persons who will be assigned) ånd fight the fire or deal with any other emergency if it can be done safely. The MANUFACTURING SUPERVISOR will be responsible for the head count, calls to safety or aid agencies. &nd for supervising other areas in need of help. The PLANT MANAGER will be responsible fo~ the valve shut offs and for actions to correct the emergency sUch as fire fighting. In the absence of the Plant Manager or the Manufacturing Supervisor the other will assume the duties o[ both.
