I. GENERAL
The scope of thÎs specification covers a turnkey job including, but not limited to,
excavations; vapor fTeeing; tank opeIJÏI}g; abrasi~ blasting; safe removal and lawful disposal of
bottom sediment, water and tank residue; coating / lining application; inspections; sealing
manways; and final testing.
Sessions Tank Liners, Inc. certifies that all supervisors to be used on this work are familiar
with and, except as may be specified otherwiSe, will comply with the procedures established in the
folloWÍ09; publications:

Sessions Tank Liners, Inc. will provide an on-site supervisor at a1t times who understands .
the health and safety requirements for this work and who will be responsible for mainflUning a safe
environment in the work area; Sessions will have on hand at least two (2) properly maintained and
tested portable fire extinguishers; Sessions will provide appropriate personal protective clothing and
equipment including positive pressw-e-full face piece air masks and combustible toxic gas
measuring devises. ' '
Sessions Tank Liners, Inc. shall obtain all required State and local pennits and approvals of
all regulating authorities.
'The owner shall remove the liquid product from the tank leaving the bottom sediment and
water for removal by Sessions. Bottom sediment, water and tank residue are to be disposed of in a
safe and lawful manner acceptable to local and State regulatory agencies.
Before any work is done which might release vapors, the work area shall be banicaded and

appropriate accident prevention signs shall be posted. All sources of ignition are to be eliminated
ftom the area where flammable vapors may be present or may travel. The area shall be kept ftee
of sources of ignition during the work period.
n. DEFINfTIONS
"Confined space" means all areas or pieces of equipment where, (1) existing ventilation is
insufficientto remove dangerous air concentrations and/or oxygen deficiency may exist or develop,
ød. (2) the ready access or egress for the removal of a suddenly-disabled worker is difficult due
to the location or size of the opening.
"Enclosed space" means any area, enclosure or piece of equipment where a dangerous air
concentration and oxygen deficiency does IIot exist BUT the ready access or egress for the
removal of a suddenly-disabled worker is difficult due to the location or size of the opening.
Note: All enclosed spaces shall be considered confined spaces until tests verify the
space is safe for entIy.
"Dangerous air concentration" is an atmosphere that may cause injury, or illness, due to the
presence of flammable or combustible vapor, or toxic substance in excess of the safe limits.
"Oxygen deficiency" exists if the atmosphere contains less than 19.5% oxygen.
"Supervisor" refers to the person who oversees the operation of the facility where the work
is being performed. This may be the facility supervisor or his written designate.
"Person in charge" refers to the person who has been designated to direct the work of the
other employees involved in perfonning a specific task.
"Standby" refers to the person who is assigned to maintain surveillance on workers inside
an enclosed or confined space and assures that blinds or other equipment are not altered which
could affect the safety of the persons inside the space.
"Backup~ refers to the person who can be easily contacted and immediately respond to
provide assistance to the standby person.
"Des~ted tester" refers to the person who has received training and has a demonstrated
ability in perfonning tests for flammable/toxic vapors and oxygen deficiency.
m. RESPONSffill.lTIES
The supervisor is responsible for verifying that the employees are adequately trained in safe

entry procedw-es, rescue methods, testing requirements and safety requirements for each entry.
The supervisor shall issue pennits and entry tags. The supervisor shall ass\U"e that the
person-in-charge has the necessary protective and safety equipment on-site to do the job safely.
The person-in-cbarge is responsible for asswing that all requirements of this standard,
including pemùt requirements, are fonowed. He must personally oversee initial entry into a space,
and assess the hazards and conditions of the space to be entered prior to and dwing the work. He
must be available at the site dwing the enUre period that workers are inside a confined space.
Each individual involved in a confined or enclosed space entry is responsible for
confonning to the requirements of applicable pennits and the provisions of this standard.
Violations are considered a breech of safety rules and can subject the violator to disciplinary
action.
A method of rescuing a disabled worker must be established prior to entry. If a rescue
method cannot be established, entry is prohibited.
Any deviation from this standard must be approved in writing.
IV. PRE-ENTRY REQUIREMENTS
Provisions set forth shall be implemented before every entry into either a
confined or an enclosed space.
Before work involving entry into an enclosed or confined space begins, a plan for cleaning,
isolating and entering must be established by the person-in-charge. As part of this plan, the
appropriate Material Safety Data Sheets (MSDS) for materials workers may be exposed to must
be reviewed with all persons involved in the work.
An entry request must be completed as part of the planning phase of the work to be done.
This request is good for the dw-ation of the work unless conditions change.
After an entry plan has been established, the space to be entered must be isolated.
V. ISOLATING A SPACE
All lines to and from the space shall be isolated from the space by binding, disconnecting,
and plugging, or equivalent means. Threaded mes shall be discolUlected and plugged as close to
the space as possible. Any bleeders or drain connecûons between the blind and the space must be
capped or plugged.
Dated and signed CAUTION-DO NOT OPERATE tag shall be placed at each blind or
disconnected line. The locations of where tags are placed should be maintained on a log. The log
should be used to certifÿ that all blinds have been removed and Jines recolUlected prior to facility
start-up.
All rotating equipment in the space, such as mixers or motor-operated valves, shall be
electrically discolUlected or de-energized, locked and ,tagged with a CAUTION - 00 NOT
OPERATE tag according to established lockout procedw-es.
Steam or hot oil coils inside the space shall be disconnected or blinded with valves closed

and locked at the point where they enter the space. A CAUTION - DO NOT OPERATE tag is
also required.
If several pieces of equipment must be isolated as a wút, each piece of interconnected
equipment must be open to the atmosphere and made safe for entry.
Tanks are to be degassed per local requirements.
When a space has been opened, but not approved for entry, a DO NOT ENTER tag must
be hW1g at each opening.
When openings are left uncovered and unattended for more than a shift, additional
protection shall be taken to assure entry is prohibited. The opening(s) should be banicaded by a
positive means (e.g., chicken wire, hardwire cloth, etc. that does not block air flow).
VI. ATMOSPHERIC TESTING OF A CONFINED/ENCLOSED SPACE
After a space has been isolated, opened and ventilation established (either natw"al or
mechanical), it must be tested to establish what the conditions are within the space. DO NOT
ENTER tags shall be posted at each entrance into a space until tests verifý that conditions of a
space are safe and the appropriate ENTRY PERMIT tag has been completed and approved.
Testing should be done by the per8on-in-charge, or a designated tester.
The person conducting the tests should verify that the testing equipment is properly
calibrated and adjusted to assure accurate results. Testing equipment should be checked and
calibrated when circwnstances might cause suspicion concerning the equipments' accuracy (i.e.,
W1Ît dropped, etc).
.. With mechanical type ventilation stopped, the person-in-charge or a designated tester
should perfonn the tests indicated on the ENTRY REQUEST at the entrance of the space (e.g.,
manwayopening). Results of the tests should be recorded on the ENTRY REQUEST.
Tests must also be taken at low spots in a space, in areas adjusted to pipes and tubing
around irregular swfaces and mixers, and in areas away from openings where ventilation may be
restricted.
When aU areas in a space cannot be thoroughly tested from the outside, further testing
must be done within the space.
Note: Spaces are not to be entered when flammable vapor levels measured at
entrances are greater that 10% of the lower ßammable limit.
When a space is entered for the first tUne after having been removed from active service,
the person perfonning tests within the space must wear a supplied air or self-contained breathing
apparatus (SCBA) when entering the space. A standby person having an SCBA must be present
while testing is being conducted.
Tests for flammable or explosive vapors, oxygen deficiency, or carbon monoxide are to be
fWl eveI)' 4 hours, or if the space has been vaca~d for over 30 minutes, or per the
enclosed/confined space entry request if it calls for more often than 4 hour interval testing.
Hydrogen s~de, temperature, tetraethyl lead or hazardous materials testing, if required, will be

specified for each particular job. Continuous may be used in place of periodic monitoring. Work
may continue while retesting is being done. Test results shall be recorded on the appropriate space
on the ENTRY PERMIT tag and initialed.
Following is a list of materialslconditions which may exist within a space and if present
must be evaluated as part of the entry process. The test results listed for each material/condition
are to be used to establish the type of entry requirements that must be met.
I. Flanunable or Explosive Vapors Test results - Above 10% Lower Flammable Limit
(LFL) - NO ENTRY AlLOWED; 5% to 10% LFL - SPECIAL ENTRY REQUIREMENTS
must be followed; Below 5% LFL - GENERAL ENTRY REQUIREMENTS must be followed.
2. Oxygen Test results - Below 16.1% - Entry allowed in El\tERGENCIES ONLY
using SCBA or other supplied air respirator equipment; 16.1% to 19.5% - SPECIAL ENTRY
REQUIREMENTS must be fc!lowed; Above 19.5% - GENERAL ENTRY REQUIREMENTS
must be followed.
3. Hydrogen Sulfide( 1I2S) Test results - Above 10 ppm - SPECIAL ENTRY
REQUIREMENTS must be followed; 10 ppm or less - GENERAL ENTRY REQUIREMENTS
must be followed.
4. T .iøht Hydorcarbons (gasoline-like vapors) - Test results - Above 300 ppm - SPECIAL
ENTRY REQUIREMENTS must be followed; 300 ppm or less - GENERAL ENTRY
REQUIREMENTS must be followed.
5. Temperature Test results - Above 100 degrees F- Entry allowed if cooling ventilation is
provided and time in the area is limited to no more than 30 minutes continuous with 15 minute
break between periods.
Vll. TANK. OPENING PREPARATION
Safety precautions - A combustible gas indicator shall be used to check for hazardous
vapors in the area. AU open flames and spark-producing equipment within the vapor hazards area
shall be shut down. Electrical equipment used in the area shall be explosive proof or approved for
the service.
Tank Isolation - Before any work on the exterior smace of the tank. begins, tanks shall be
inspected to detennine how the tank. is to be isolated. If a tank. is equipped with a vent manifold,
fill line or syphon assembly, necessary measures shall be taken to isolate each tank.. The vent for
the tank. being lined shall be isolated ftom vents of otheJ: tanks which may still be in service. TIùs
may require a temporary separate vent for the tank. being lined. AU electrical switches supplying
electrical CU1Tent to submerged pwnps and/or other equipment c01Ulected to the tank. shall be
disco1Ulected and locked.

Removal of liquid Products - As much product, water and sediment as possible shall be
removed using explosion-proof or air driven pwnps.
Degassing - 'This section shall be conducted in accordance with all applicable local
regulations. If local regulations require control systems for vapor fr~ei..'1g, the Itlethod to be used
shall be specified in the pennitting process.
A. The tank shall be thoroughly degassed with air to remove fJammable vapors. Residue
capable of producing flammable vapors shall be removed. The concentration of fJammable vapors
in a tank may go through the flammable range before a safe atmosphere is obtained. Therefore, it
is necessary that precautions are taken to eliminate the possibility of the discharge of
static electricity dwing the degassing procedW'es. Consideration shall be given to ensW'e that the
vapors are not vented into areas where they could produce a hazardous condition.
B. Pressure in the tank shall not exceed S PSIG. To prevent excess pressW'e, the vent line
shall be checked to make certain it is free from obstructions and traps prior to ventilating the tanks.
C. Ventilation of the tanks shall be accomplished by one of the fonowing methods:

1. IF SELECTED, an air or approved electrically driven eductor type air mover
shall be properly bonded to' prevent the possibility of static electricity generation and discharge.
When using this method, the fill (drop) tube shall remain in place to assW'e that the vapors will be
drawn tTom the bottom of the tank. An extension shall be used to discharge the vapors in the tank
a núnimwn of (12) feet above grade. Vacuwn in the tank shan not exceed 5.3" Hg.
2. IF SELECTED, a defused air-blower shall have the air diffusing pipe properly
bonded to prevent the discharge of a spark. Fill (drop) tubes may be removed to enhance
diffusion of the air in the tank. Air supply shall be ÍÌ"om a compressor, which has been checked to
ensure a clean air supply, ÍÌ"ee ÍÌ"om volatile vapors. Air pressW'e in the tank shall not exceed 5
PSIG.
3. IF SELECTED, a fan type air mover may be used to blow air into the tank through ,
, the fill opening of the tank. The fan shall be driven by' compressed air of an approved electric
-. motor. Thè fan shall be properly bonded to the tank. Fill (drop) tubes may be removed to
enhance diffusion of air in the tank. The tank vent shall be inspected to make sure it is free of all
obstructions. Air pressW'e in the tank shall not exceed 5 PSIG.
D. All equipment and ventilations systems used in the confined space shall comply with
Article 502 and S03 of the National Electric Code.
Testing Flammable Vapor Concentrations - An important phase of the operation is the
testing of the vapor t1anunability in the excavated area ~d in the tank. Such tests shall be made
with a combustible gas indicator that is properly catibrated with haxane in air, and thoroughly

checked and maintained in accordance with manufactw"ers instructions. Persons responsible for
testing shall be completely familiar with the use of the instrument and the interpretations of its
readings.
When purging is being perfonned by a diffused or fan type air mover, the tank vapor space
shall be tested by placing the combustible gas indicator probe into the fill opening with the fill
(drop) tube removed. Readings shall be taken at the bottom, núddle and upper portions of the
tank and the instrument shall be pwged with fresh air after each reading. Readings of 5% or less
of the Lower Flanunable Umit (LFL), as indicated in the tank and at the vent riser or eductor,
shall be obtained before the tank is considered safe for opening.
When purging is being perfonned by an eductor-type air mover, readings shall be taken by
placing the combustible gas indicator through a probe hole provided in the side of the eductor.
The probe access shall be located where the vapors being removed trom the tank are tested prior
to mixing with compressed air induced into the eductor ftom the air compressor. Readings of tank
vapors which are 10% or less of the LFL shall be obtained before the tank is considered safe for
opening.
vtn. TANK ENTRY REQUIREMENTS
Opening the tank - Entry into the tank, or any work upon the tank which could'result in
the ignition of tank vapors, is prohibited until testing of the tank atmosphere has detennined that
the tank vapors are less thari 5% LFL. Entry personnel shall wear a safety harness connectêd to a
safety line held by the standby man outside the tank. If no manhole and cover exists, an opening
with the minimwn dimensions of 22"x 22" or, in tanks where a pennanent manway is to be
attached, a circular access opening a minimwn of 22" in diameter shall be cut in the tank top
avoiding fabrication seams. A manhole-cover joint shall be provided with a trowel material
determined to be sllitabk for liquid to be stored and shall have a thickness of not less than 1/8
inch (3.2 mm). When cutting into a tank for entry, the tank wall section being removed shall be
marked with chalk. The tank vapors shall be conÛßuously tested by inserting the meter probe at
least 24" into the hole verifying the vapor concentration is less than 5% or the LFL before
proceeding with the opening procedure.
WARNING: Ventilation IIIId periodie teating/or jlamnuI/Jk vapors shall
continue througholÚ the entire lining operation.
Personnel shall never enter a tank without prior adequate ventilation, and ventilation shall
conÛßue while persons are in the iank. Dwing tank cutting operations, air pressure less than 5
PSIG shall be maintained to prevent a blowout when blowing air into the tank dwing the gas
treeing process. To lWoid bllild lip of ~ vapors, fIÎI' shall be drllWrJ from the tank
bottom througholÚ the lining operation.
The tank shall be cut using a cold chisel or snipper using lubricating oil to reduce friction,
heat and possible sparks. Prior to the final cut, the section being removed shall be, supported to
prevent its falling into the tank.

lX. CLASSIFICATION OF SPACE / ENTRY APPROVAL
After the atmosphere widún a space has been tested for the materials/conditions indicated
on the ENTRY REQUEST, the person-in-charge, together with the supervisor, should evaluate
the results, classifY the space as either confined or enclosed and establish the appropriate
requirements to be followed for the entry to continue.
1he person-in-charge will complete the required entry pennit.
The person-in-charge will double check to assme lines into and out of the space are
properly blinded or disconnected and tagged, and electrical equipment in the space is locked and
tagged out. He· will initial the ENTRY PERMIT tag in the space used to verifY that the area being
eul~red is properly isolated.
The person-in-charge will assme that there is a plan of rescue to be usèd in the event that a
worker becomes disabled and must be removed 1Ì'om the space. He will review the method with
all personnel involved with the operation prior to approving the ENTRY PERNfIT tag.

the apace. After the review, the person-in-c1wge will sign and date the tag in the space "This
equipment is safe to enter" and affix it to the space where people can enter.
A properly-completed and signed ENTRY PERMIT tag affixed to an entrance constitutes
approval for entry, provided the conditions listed in the ENTRY PERMIT are followed.
The ENTRY PERMIT tag is good for the dmation of the day. If work is to continue, the
tag shall be renewed. Renewal is accomplished by retesting and rechecking the conditions. If tests
and conditions are widún safe limits, the person-in-charge renews the "This equipment is safe to
enter" space and enter the new expiration date in the "pennit expires" space.
X. SPECIAL SAFETY Þ.ND PROTECTIVE EQUIPMENT
Whenever entry requires wearing of supplied air respiratory protection, persons entering
shall wear a safety harness with an attached line. The harness shall be the type capable of
suspending a person in the upright position. Wristlets shall not be ûsed.
The lifeline shall be rope of a minimwn 1/2 inch diameter and 2000 pOW1d test with the
free end anchored outside the space. For top entry, a mechanical hois1ing device shall be provided
for lifting persons out of the space.
Persons working in spaces which have last contained substances which could be hannful if
absorbed through the skin shall wear protective clothing as specified by the supervisor.
Only lighting and electrical equipment which has been approved safe for the area shall be
used. In addition, to minimize shock hazards, such lighting and equipment shall be operated at 12
volts or less or protected by an approved ground fault circuit inteITUpter to shut down electrical
power should a short-circuit be detected. .
A first aid kit shall be available in the immediate area outside the space.
A type of wanùng device shall be available immediately outside the space to SWIUnon
assistançe if the need arises. The requirement may be waived by the supervisor if there will be

ample people in the area in case of an emergency. ,
If welding fwnes are present inside, or if the temperatw"e in the space exceeds 100 degrees
F, the space must be ventilated by an eductor or blower. The eductor or blower should be
mOWlted on the roof or as near the top of the space as possible to maximize ventilation. Means
should be taken to reduce vibration noise by the eductor setting on metal swface (i.e. bolting it to a
tlange ).
Xl. STANDBY REQUIRE:MENTS
A standby is always required when entry is to be made into either a confined or enclosed
space.
During a confined space entry the standby must remain at the entrance as long as workers
are inside. At least one additional worker who may have other duties shall be within sight or call
of this standby. This person shall be known as a backup.
The standby shall be positioned outside the entry point nearest the workers( s) inside. He
must be aware of the natw"e of the work being perfonned and the possible hazards that might be
encoWltered. The standby is to assure no one removes blinds, or shuts off air blowers or other
equipment necessary for safe entry and is to be alert for changing conditions and hazards that
might affect the safety or persons inside the space.
The standby should 1ry to remain in visual contact and conununication with the person( s)
inside at all 1Ïmes. If this is not possible, a plan must be worked out that the standby will be
8SsW"ed the person(s) inside can get his attention if they are in trouble.
The standby must have SCBA inunediately available for the rescue of a disabled person or
other emergency.
When entry is into a confined space, either the standby or backup person must be trained
in first aid and cardiopuhninary resuscitation (CPR)
If cutting, burning, welding, grinding or chipping is being perfonned in the space or other
soW"ces of ignition are induced, the standby must have 2 rated fire extinguishers (and fire hose if
possible) and be trained in fire fighting.
If thé person(s) inside the space are wearing respiratory protection, the standby must have
with him respiratory protectton equipment which has a separate air supply. The respiratory
protection equipment shall be provided with a communication device if the person(s) inside are out
or the line of sight of the standby.
A standby may enter a confined space only in an emergency and only after alerting another
person outside of the intent to enter. If tlte emergency is the result of l1li ulISafe atnwsphere, a
SCRA must be worn by IIIl rescuers.
XU. CONTINUING PRECAUTIONS AND REQUIREMENTS
Air testing inside the space shall be conducted at sufficient inteIVals (no longer than 4
how-s) to ensW'e the atmosphere remains :tree of flanunable, hydrocarbons, toxins and/or oxygen
deficiency. If the space is left vacant for 30 minutes or longer, retesting is required ' before entry is

penniUed. All test results shan be recorded on the ENTRY PERMIT tag. If continuous monitors
with a1anns are used, test results need not be recorded.
If conditions inside the space change, retesting is required before work can continue.
Retesting of a confined space should be conducted and the results show that all
materiaJlcondition levels are within the acceptable ranges for General Entry.
Persons perfonning retests of enclosed spaces need not wear an SCBA because in order
for a space to be classified as an enclosed space, dangerous air concentrations and oxygen
deficiency must not be present.
The basic procedure in retesting an enclosed space is:
I. If available, atmospheric test equipment that can be equipped with telescoping
sha11 be used
2. Extend test probes to their full length, retest the space at its main entry point and
at all areas that the test probe can reach.
3. Record test results on existing entry tag.
4. If test results are within the acceptable range, slowly enter the space keeping test
probe fully extended wlùle giving the test apparatus time to respond to changing
conditions.
NOTE: When no other worker is present within a space dwing retesting, a standby person
must be Pi~¡;"ilt ou~idt the space.
Portable powered equipment should be located outside the space on the downwind side of
manway openings to prevent their exhaust or flanunable vapors ftom being pulled inside.
If an W1Safe condition arises or an emergency occurs at the facility, an persons inside shall
exit the space inunediately and ENTRY PERMIT tags shall be removed and replaced by DO NOT
ENTER tags,
At the end of each day, prior to the completion of the job, the space must be secw-ed to
prevent entry by unauthorized persons. ENTRY PERMIT tags ~haIl be removed and replaced by
DO NOT ENTER tags.

Safety requirements - Dwing the entire cleaning operation, the finmel must remain
operative to allow maximized &esh air into the tank. Great care must be taken when entering the
tank, taking extra measures to avoid standing in sludge or gasoline that is on the floor. Allow time
for light adjustment; if there is not adequate lighting, an explosion proof dr9P light may be used.

A blower-type or positive-pressure airline hose should be worn by any person who enter a
leaded gasoline tank that has not been thoroughly cleaned and &eed of toxic vapors. This applies
not only to tank cleaners, but to all others who go into the tank for any purpose. The
hand-operated blower-type equipment 1" hose is conunonly used. Other types of positive-pressw·e
respiratory equipment may be used if it is recognized tank cleaning equipment and its use is fully
Wlderstood. Canister masks shall not be used.
Hose lines for air masks should be kept clean. If personnel notices any odor while wearing
the mask, he must leave the tank at once and not re-enter Wltil the condition is corrected.
In the event of any mdication of respiratory equipment not working properly, the personnel
should inunediately leave the tank.
All personnel shall wear clean clothing &om the skin out; also approved impenneable
gloves and boots of good quality, and in good condition.
Clothing shall be changed (and laWldered) and a bath shall be taken every day. If~ at any
time, the clothing gets soaked with gasoline or sludge, the personnel shall bathe at once and put on
clean clothes. At the end of the day, and after the job has been completed, respirators, boots,
gloves, and tools must be cleaned.
XIV ULTRASONIC TIllCKNESS GAUGING PROCEDURE
The objective of thickness gauging is to assure the average metal wall thickness through a
series of identified, average measurements of one-foot by one-foot sections. Ultrasonic testing
may also be perfonned on tanks with existing interior lining. Original wall metal thickness shall be
established by gauge measW'ements taken at the tank top manway.
After the tank has been emptied and the interior swface has been cleaned out, the tank
walls are divided into sections as follows:
1. Walls - Measurements for tank walls shall be divided into one-foot by one-foot
sections beginning at the fill end of the bottom of the tank and extending outward aroWld the tank
length. Any additional area of the tank wall which is, less than one-foot by one-foot shall be
measured and treated as an additional section.
2. Heads - Measurements for tank heads shall divide the head into foW' equal
sections by establishing a horizontal and vertical diameter line as an axis center point extending

, outwarit on"each axis line'. Any additional area of the tank head which is less than one-foot by
om~-foot shall be measwed and treated as an additional section.
Tlúckness gauging measurements shall be taken in the center if each section of the tank
wall and heads. Tanks shall be closed in accordance with Article 7 of the California UndergroWld
Storage Tank Regulations if the tanks' average metal thickness is less than 75% of the original
tlúckness or if the tank has any of the following defects:
1. Open seam or split longer than 3 inches
2. Perforaticnl!'!gcr than 1-1/2 inches in diameter \if belûw a gaUging opening at
the bottom of a tank where the perforation shall be no larger than 2-112 inches
in diameter
3. Five or more perforations in any one- square foot area
4. Multiple perforations of which any single perforation is
larger than 1/2 inch in diameter
To detennine adherence to these guidelines, perforations shall be brass ballpeen hammered
(before and after abrasive blasting) to remove thin metal and obtain structurally sOWld edges.
Perforations shall be reamed Wltil the edges of the hole are a minirnwn or 1/8" thick. Steel plates
may also be welded to the interior wall to maintain compliance with the acceptable wall thickness
in¡>erforated areas. Repair of seam splits may be repairs by welding. Welding shall be conducted
by persons familiar with hot work.
Repairs may be made to the tank if the tank meets requirements set forth in the CalifoßÚa
UndergroWld Storage Tank Regulations, subsection 2660 (k). Holes in steel tanks shall be plugged
using· self tapping bolts, boüer plugs, water-tight hydraulic cement, or by welding. In addition,
holes in steel and fiberglass tanks shall be repaired as follows:
Repair areas shall be covered with epoxy or isophthalic resin. The resin base shall be
compatible with the intended use of the tank.
Fiberglass cloth with a minimwn weight of 1.5 ollyd that is silane treated shall be worked
completely into the resin base. The resin base shall be applied a minirnwn of two inches beyond
the fiberglass cloth. .
All repairs shall include instaJlation of fiberglass cloth with a minirnwn dimension of 12 x
12 inches centered over the area to be repaired. Larger repairs shall require the cloth to be large
enough to provide cloth coverage of at least :five inches of cloth bonded to the tank wall, measwed
from the outennost edge of the repair area to the cloth's edge.
A second layer of fiberglass cloth, 1.5 o"lfyd, shall be installed directly over the prinwy
cloth layer and shall be cut to overlap the prinwy patch by 1.5 inches on all sides.
The repair shall be allowed sufficient cwe time, as detennined by the resin manufactw"er,
to provide an acceptable base for tank lining application.

Safety requirements .
Blast operators shall use U.S. Bmeau of Mines approved helmet connected to a somce of
clean, compressed air. Canister type masks may not be used.
Blast hoses shall be grOWlded to dissipate static charges.
Only nonferrous tools shall be used for cleaning surfaces of rust, sediment, etc.
Personnel working on tanks will wear rubber boots, fresh air masks, life lines and clean
clothing with no metal buttons or fittings.
Filter type air respirators should be worn by all others who are exposed to blast dust
environment. Adequate protection for personnel from flying p~cles shall also be provided in any
blasting operation.
Safety goggles shall be worn by all persons near any blasting operation.
Fresh air shall be supplied to the mask through a hose with a positive displacement air

Con-osion does not usually take the fonn of a wrifonn loss (i.e., general deterioration of a
sw-face area). Most cOlTo8Îon occurs by leaving a pitted appearance resulting in perforations. A
small perforation in a tank wall can result when the entire tank surfa::e h~:; lost .íl0 more than is
found in a 50 cent piece. Nwnerous perforations in a one foot area indicates localized con-osion.
l'he nwnber and size of perforations in a tank are the criteria used to evaluate if a tank can be lined
to give maximwn of a 20 year life exteru¡ion.
If a tank has perforations not exceeding the limitations, the tank is considered not to have
been structw-ally impaired. A tank with a perforation or leak can. in fact, have over 100 years of
l:It.ruct.urallife remaining before the tank is impaired to the point that the tank collapses.
Prior to the application of the lining material, a minimwn 1/4" thick steel reinforcing plate,
rolled to t.he contow-s of the tank, with minimwn dimensions of eight inches by eight inches shall
be installed Wider the fill (drop) tube and gauging tubes. The plate shall be covered with fiberglass
cloth embedded in resin.

There should be at least (2) men on all interior tank jobs. One should be outside
the tank, equipped with an approved air hood, plus a rope with safety harness.
Enough ventilation shall be provided to change the air insidç once every SIX
minutes. Air must be circulated into all parts of the tank.
Thickness shall be checked regularly with !be mil gauge.
The entire area shall be checked for pinholes with a holiday detector and any such
holidays shall be coated over.
The coating thickness shall be checked for pinholes before closing the tank, using

Lining shall be hardness tested using barcol hardness tester, or equivalent
instrument, to detennine that the lining hardness meets the above requirements.
XVUl. SEALING THE MANW A Y
The manway shall be closed with a 1/4" thick steel (but not less than original thickness) and
overlapping the hole at least two inches on each side. The cover plate shall be pre-formed to the
tank contow' and must fit snugly to the tank swf'ace at the plate edges.
The cover plate shall be abrasive blasted and coated as described in section XV.
Approved sealing compowuls that are compatible with the lining system· shall be applied to
the tanks mating swf'ace. The cover plate shall be securely fastened to the tank by bolts on 4"
centers. Sealing compoWld shall be applied over the cover plate outside the edge and bolts to
ensure proper sealing, with a 4" overlap on the tank and cover plate.
After the tank and cover plate compoWld have fully cw-ed, tank tightness testing shall be
conducted. A 5 lb. air test of the tank with the use of soap solution to check the lid shall be the
nùnimum tightness test.
XIX. V ACUUM TESTING
Testing bwied steel tanks for structural sOWldness may be accomplished by vacuum
testing, and when required by the authority having jwisdiction, shall be performed in the following
manner:
The tank shall withstand, without collapsing, a vacuum for no less that 1 minute. The
vacuum shan not exceed 5.3"Hg. The vacuum in the tank must not exceed V-(l/2 D + H) X 0.88
