This Workplan is submitted in response to a request from the State of California Regional Water Quality Control Board - Central Valley Region (RWQCB) in their letter dated August 26, 2003. 1.1 Site Description The Site is a currently operating car wash (Whitewater Car Wash) located in Bakersfield, California, at 1700 Stine Road between Stine Road and Hasti Acres Drive (see Figure 1 for Site Location Map). The Site encompasses approximately 1.7 acres and is located approximately 200 feet south of Ming Avenue. The Site is located in Section 11, Township 30 South, Range 27 East MDBM. Three (3) 12,OOO-gallon gasoline underground storage tanks (USTs) were located as shown on Figure 2 (Site Plan). The USTs were removed in April 2003. The fuel dispensers under the canopy area have also been removed along with the associated piping. One (1) 2,OOO-gallon waste oil UST is still located at the Site as shown on Figure 2. The surrounding area is a mixed commercial and residential area along Stine Road and Hasti Acres Drive. The Stine Canal (irrigation and runoff) traverses the Site from northeast to southwest between the carwash building and Stine Road. The canal continues beneath the Site as a concrete pipe culvert which extends from north of Ming Avenue to the southern boundary of the Site. The canal is an unlined channel to the south of the Site. 1.2 Site Hydrogeology Regionally, the depth to groundwater had been estimated at approximately 190 feet bgs according to the 1996 Water Supply Report published by the Kern County Water Agency. During March 2003 drilling activities, first encountered groundwater was found at a depth of approximately 163 feet bgs. 1.3 Site History A detailed Site History was discussed in the June 17,2003 report, 'Site Characterization Report of Findings, Report of Surrounding Area Well Survey, SVE System Installation and Pilot Test Report of Findings & Workplan to Implement Remedial Action, Former Niagara Car Wash, 1701 Stein Road, Bakersfield, California' (IRAP). In March 2003, E2C installed one (1) groundwater monitoring well to assess groundwater conditions at the Site. In addition two (2) dual completion VE wells and one (1) single completion VE well were installed. Finally, two (2) 40-foot soil borings were advanced on either side of the dispenser islands. Upon completion of the well installations, trenches were excavated and the wells were plumbed to a manifold by the equipment area. Upon completion of plumbing, the trenches were backfilled and completed with concrete caps. Based on the results of this work, the RWQCB has requested additional groundwater characterization. E2C Remediation I I I I I I I I I I I I I I I I I I I Proiect Number 1812BK04 SeDtember 22. 2003 2.0 WORKPLAN TO PERFORM ADDITIONAL GW CHARACTERIZA TlON In accordance with the RWaCB letter dated August 26, 2003, E2C proposes the following Scope of Services: · Install two (2) groundwater monitoring wells with collection of soil and groundwater samples; · Analyze soil and groundwater samples at a State of California DHS-Certified analytical laboratory; · Report the findings in a Technical Report; and · Submit a Workplan to perform additional groundwater characterization, if warranted. Please Note: The reference to performing groundwater air sparging at the Site was in error. At this time, E2C does not recommend air sparging. Please disregard any reference to groundwater air sparging in the IRAP. Schedule E2C anticipates beginning work the week of October 5, 2003. It will take approximately three (3) days to install the two (2) proposed monitoring wells. After installation, the wells will be developed and groundwater samples will be collected. Upon receipt of the analytical data a Report of Findings will be issued. If warranted, a Workplan to Perform Additional Groundwater Characterization will be submitted as part of the Report of Findings. 2.1 Well Installation Methods and Procedures Well locations (MW-2 and MW-3) are depicted on Figure 2'. 2.1.1 Soil Boring Methods and Procedures A soil boring will be advanced to the desired depth at each well location. Each soil boring will be advanced using an air rotary drill rig with casing advance. Soil samples will be collected as follows: MW-2 MW-2 will be located between VES-B and B-8 an area previously defined (see Attachment A, Cross-Section A-A'). As such, soil samples in MW-2 will be collected at 20-foot intervals to 120 feet below ground surface (bgs). From 120 feet bgs to total depth, approximately 180 feet bgs), soil samples will be collected at 5-foot intervals. MW-3 MW-3 will be located between B-3 and B-6. Soil samples will be collected at 10-foot intervals to depth, approximately 180 feet bgs. Soil Sampling Methods and Procedures Samples will be collected using a split-spoon sampler (California Sampler) containing three brass or stainless steel sleeves. Drilling operations, soil sampling and field monitoring for the presence of hydrocarbons will be performed under the supervision of a California Registered Geologist. A hydrogen flame ionization detector (FID) will be used during the drilling process to detect the presence of hydrocarbons (note: these are only qualitative tests not to be construed to represent a certified laboratory analysis). All soil samples will be labeled, capped and placed in a cooler with ice at a temperature of 4° C for possible analysis. A maximum of ten (10) soil samples from MW-2 and five (5) soil samples from MW-3 (total of 15) will be submitted for chemical analyses based on the field screening measurements. Samples will be transferred to a California State-certified laboratory under chain of custody control procedures. E2C Remediation 2 I I !I I II I I I I I I I I I I I I I I Project Number 1812BK04 SeDtember 22 2003 2.1.2 Soil Analytical Soil samples will be chemically analyzed at Halcyon Analytical Laboratories of Bakersfield, California (State Certification #1920) for the following fuel hydrocarbon compounds: · TPHg using EPA Method 5035/8015M; · BTEX and five (5) fuel oxygenates of MtBE, ethyl tertiary-butyl ether (ETBE), tertiary- amyl methyl ether (TAME), di-isopropyl ether (DIPE), and tertiary-butyl alcohol (a.k.a. tert-butanol) (TBA) using EPA Method 5035/8260b; and · The minimum detection limits will be BTEX - 0.1 mg/Kg, MtBE, ETBE, DIPE, and TAME - 0.1 mg/Kg, TBA - 0.5 mg/Kg, and TP/;-Ig - 0.1 mg/Kg. 2.1.3 Well Installation Methods and Procedures The two (2) groundwater monitoring wells will be constructed using 4-inch-diameter flush threaded Schedule 40 PVC casing with 20 feet of screen (0.020-inch slots) from a total depth of 180 feet bgs to 160 feet bgs. The water table was previously encountered at a depth of approximately 163 feet bgs. Filter pack sand (#3 size) will be emplaced from total depth to 158 feet bgs followed by hydrated bentonite chips placed by gravity feed from the top of the filter pack sand interval to approximately 155 feet bgs, approximately three (3) feet above the sand filter pack, creating a tight seal. Subsequently, the wells will be completed with a neat cement grout to the surface. Each wellhead will be set inside a steel traffic-rated box set in concrete to protect the wellheads from moving vehicles. Note: Wells will be constructed similarly to MW-1. Figure 6 of the IRAP depicts the As-Built diagram for MW-1. 2.1.4 Groundwater Monitoring Well Developing Methods and Procedures The groundwater monitoring wells will be developed using the 'surge block' and bailing method until purged water appears clear of suspended solids. 2.1.5 Compliance with AS 2886 After installation of the new monitoring wells, the elevations of all three (3) monitoring wells will be temporarily surveyed for wellhead elevation for the purpose of calculating a groundwater gradient and flow direction. If the installation of the two (2) new monitoring wells delineates the groundwater plume, all monitoring wells will be surveyed by a State of California-licensed Surveyor to comply with AB 2886. The surveyor will tie in wellheads using a local benchmark and the State plane coordinate system as well as latitude and longitude readings to sub-meter accuracy to comply with California Assembly Bill 2886 (AB 2886). Note: If further groundwater monitoring wells are warranted, the AB 2886 surveying will be held in abeyance pending completion of that investigative work. 2.1.6 Disposal of Soil Cuttings During drilling operations soil cuttings will be placed in lined transport bins. A composite sample of the soils will be collected and chemically analyzed for TPHg, BTEX, and MtBE. The soils then will be profiled for thermal treatment at TPS Adelanto, a State Certified disposal facility under the appropriate manifesting. 2.1.7 Disposal of Monitoring Well Development Purge Water Development purge water will be placed in drums for temporary storage on site. Upon completion and development of the of the new monitoring wells, the development water will be combined will well sampling purge water and will be transported by a properly permitted and licensed transporter to a properly permitted and licensed disposal facility. 2.2 Groundwater Monitoring After completion of well development activities, groundwater samples will be collected from all three (3) wells. Subsequent to the initial monitoring and sampling of the new wells, groundwater monitoring and sampling will be conducted on a quarterly basis. E2C Remediation 3 I I I I I I I I I I I I I I I I I I I Proiect Number 1812BK04 SeDtember 22. 2003 2.2.1 Groundwater Elevations The depth of freestanding groundwater will be measured to the nearest one-hundredth (0.01) of a foot using a Solinst water level indicator at the north side of the top of casing of each well. The Solinst water level indicator and attached measuring tape will be washed in Alconox and double rinsed prior to and after use. Groundwater level measurements will be used to calculate a groundwater gradient and flow direction for the Site. 2.2.2 Groundwater Sampling Prior to sampling groundwater, groundwater' will be purged from each well using a pneumatically operated pump until a minimum of three (3) casing volumes are removed from the well. A casing volume is calculated by multiplying the height of the freestanding water column in the well by the cross sectional area of the well casing. Groundwater parameters (temperature, pH, and conductivity) were measured as water was pumped to verify sufficient purging and stable measurements on field instruments. Purge data sheets are included as Appendix A. The pump and lines were washed in an Alconox solution and double rinsed in potable water prior to each use. Each groundwater sample will be decanted into two (2) 40-milliliter VOA vials. Care will be taken such that no headspace or bubbles exist and the vials will be sealed with Teflon-lined lids. The samples will be immediately labeled and placed in an iced cooler maintained at 4° Centigrade, accompanied by a chain of custody document for transport to the analytical laboratory. 2.2.3 Groundwater Analyses The groundwater samples will be analyzed at Halcyon Laboratories of Bakersfield, a State of California certified laboratory (#1920). Laboratory analyses will include BTEX, five fuel oxygenates (includes MtBE), 1,2-Dichloroethane (1,2-DCA), Ethylene Dibromide (EDB) (a.k.a. dibromomethane) using EPA Method 8260b, and TPHg using EPA Method 8015M. The Method Detection Limits reported by the laboratory will be 0.5 µg/L for BTEX, MtBE, DIPE, ETBE, and TAME, 2.5 µg/L for TBA, and 50 µg/L for TPHg. 2.3 Report of Findings After receipt of the analytical data, a Report of Findings (ROF) will be issued. The ROF will detail the methods and procedures used in installing the well, developing the wells, and sampling the wells. The ROF will also document disposal of soil cuttings and purge/development water. Groundwater flow and gradient information will be presented. If additional monitoring wells are warranted, a Workplan for additional groundwater characterization will also be presented. 2.4 Status Reporting On a quarterly basis, a report will be prepared by the last day of the next month following each quarter and will contain, at a minimum, the following: · Tabulated results of all previous and to date investigations; · Groundwater elevation and contamination contour maps; · Site map clearly indicating the areal extent of contamination plumes; · A summary of analytical data to date, equipment records, daily/weekly inspection records, and a discussion of remedial progress; and · In addition, the report will contain a conclusions and recommendations section clearly indicating what further actions, if any, are required. The report will be prepared under the supervision of, be reviewed by, and be certified by a State of California Registered Geologist. E2C Remediation 4 - I I I I I I I I I I I I I I I I I I I Proiect Number 1812BK04 SeDtember 22. 2003 3.0 QUALITY ASSURANCE PLAN This section describes field and analytical quality-assurance procedures to be followed during the investigation and remediation 3.1 Sample Collection and Handling Protocol Proper sample collection and handling are essential to assure quality of data obtained from a sample. Each sample, therefore, will be collected in a plastic tube, preserved correctly for the intended analysis and stored for no longer than permissible holding time prior to analysis. Protocol to be applied in this project was described earlier. 3.2 Protocol for Sample Identification and Chain-of-Custody Documentation Sample identification and Chain-of-Custody procedures are designed to assure sample quality and to document sample possession from collection time to the time of ultimate disposal. The container for each sample submitted for analysis will have a label affixed with the identifying number or the number will be inscribed directly on the container. The analytical laboratory will assign a separate sample number unique to that sample for internal sample coordination and identification. A description of the sample including the sample number and other pertinent information regarding its collection and/or geologic significance will be written in field notes and/or a geologic boring log being prepared by the site geologist. These field documents will be kept in a permanent project file. All samples will be analyzed by a state certified laboratory for the analyses requested. A properly completed Chain-of-Custody Form will be submitted to the analytical laboratory along with sample. The laboratory's assigned number will be properly entered on the form. A quality control officer at the lab will verify integrity of sample submitted, proper sample volume, correctness of containers used, and properly executed Chain-of-Custody Form. Pertinent information will be entered into a logbook kept by the laboratory. 3.3 Analytical Quality Assurance In addition to routine calibration of analytical instruments with standards and blanks, the analyst is required to run duplicates and spikes on 10 percent of analyses to assure an added measure of reliability and precision. Accuracy is verified through the following: 1. U.S. EPA and State certification of results; 2. Participation in inter-laboratory round robin program; 3. The quality control officer on a weekly basis submits "Blind" samples for analysis. These are prepared from National Bureau of Standards specifications of EPA reference standards; and 4. Verification of results with an alternative method. 3.4 Site Safety Plan The Site Safety Plan prepared for the initial hydrogeologic assessment work is still in force and will be adhered to during the work under this Workplan. The conclusions of this report are based solely on the Scope of Services outlined and the sources of information referenced in this report. Any additional information that becomes available concerning the Site should be submitted to E2C so that our conclusions may be reviewed and modified, if necessary. This report was prepared for the sole use of Mr. Frank Hobin and/or agent(s) and the RWQCS. E2C performed this investigation in accordance with the generally accepted standards of care existing in California at this time. It should be recognized that definition and evaluation of geologic conditions is a difficult and inexact science.
