The annual review of your business plan and chemical inventory is due ~nce again. As the Certified Unified
Program Agency (CUP A) fo( Kern County, we are responsible for administering the requirements of the

Chemical IIlventory (known as business plans and chemical inventory) regUlations. These regulations require
businesses that handle specified quantities of hazardous materials to report any changes to their plan on an
annual basis. '
Compliance with the above statute's update requiremènts will be satisfied by: 1) reviewing your existing
plan (located onsite); and 2) deternùning if revisions are necessary.
If the business plan and chemical inventory information is still correct, please sign the enclosed "General
""--" Information" sheet, and return it for our review.
If you determine that revisions to the business plan or chemical inventory are necessary, make those changes
on your copy of the plan. as appropriate, and retum the entire revised plan. To assist us, please note where
and what, changes were made on the pl,an submitted for our review and sign the enclosed "General
Information" sheet. Additionally, all businesses must provide a facility plot plan indicating the location of
hazardous material's storage, utility shut-off's, and a site map to the facility in rurallocarions. All revisions
will be incorporated into your facility file upon receipt.
REMEMBER: Emergency response agencies dedicated to protecting your facility and neighbors will

or hazardous waste programs. These programs have now been consolidated as
part of the State's efforts to coordinate the regulated activities into one Unified
ProgTam at the local level. You mayor may not participate in all of these
programs and your pennit will indicate which programs or activities are
authorized at your facility, These activities include:

This packet contains important information regarding your business
and the requirements of Hazardous Materials Inventory Regulations.' Both
State and Federal laws may require that your business complete a
Hazardous Materials Management Plan (HMMP). Please read all the enclosed
information carefully, failure to comply with any portion of the Business
Plan requirements may result in Civil Liabilities of up to $2,000 for
each day in which the violation occurs.
WHAT BUSINESSES MUST COMPLY
If you handle, use, store or dispose, of Hazardous Substances at any
time during the year in excess of the minimum reporting quantities you
must submit a Plan.
Typical everyday Hazardous Materials you may find in your facility
may include, but are not limited to: compressed gasses; fuels - all
types including propane; solvents - most solvents would be Hazardous
Materials; oils new and waste; thinners; caustic or corrosive
materials; poisonous or toxic materials, and radioactive materials.
Minimum State Reporting quantities for all hazardous materials are:
55 gallons for liquids
500 pounds for solids
200 cubic feet (at standard temperature and pressure,
for gasses)
For all acutely Hazardous Materials the minimum reporting quantities
are found on the list of Extremely Hazardous substances on the current
EPA List (Vol 52 No 77 of the Federal Register.) This list is available
at the Hazardous Materials Division of the Bakersfield Fire Department,
2130 G STreet, Bakersfield, Ca. 93301.

burning, redness, drying and cracking of the skin, dermatitis and skin damage.
iNHALA TION/BREA THING: Exposure to oil mists or to excessive concentrations of vapors
generated when this material is heated may cause irritation of the nose, throat and
respiratory tract and signs of central nervous system depression, i.e., headache, nausea,
drowsiness and dizziness.
INGESTION/SWALLOWING: Accidentally swallowing this material can cause irritation of the
stomach and digestive tract. Larger ingestions may cause signs of central nervous system
depression, i.e., headache, nausea, drowsiness and dizziness. This material is an aspiration
hazard and may enter the lungs when swallowing or vomiting and cause severe lung damage.'
