Based upon laboratory data submitted, this office is satisfied with the assessment performed and requires no further action at this time. This letter does not relieve you of any liability for past, present, or future operations. In addition, any future changes in site use may require further assessment or mitigation. October 27, 1992 United Parcel Service 8400 Pardee Drive Oakland, California 94621 SUBJECT: UST Closure Report for the United Parcel Service located at 3800 N. Sillect, Bakersfield, California - Permit #BR-0056 At the request of United Parcel Service (UPS), AquaGeosciences, Inc. performed soil sampling at the removal of one (1) 550 gallon used oil tank and one (1) 550 gallon bulk oil tank at the United Parcel Service facility located at 3800 N. Sillect, Bakersfield, California (Exhibit 1). The removed tanks were double-walled fiberglass constructed, approximately 2-3 years old. At the time of the tank removals, both tanks were observed to be in good condition. The associated product line was also in good condition and appeared to be tight. .. .. ". On September 9, 1992, Crisp Construction removed one (1) 550 gallon used oil tank and one (1) 550 gallon bulk oil tank. Mr. Ralph Huey from the City of Bakersfield Hazardous Materials Division was present to observe the tank removals and sample collections. r. Prior to the tank removals, the tanks were triple rinsed and purged using dry ice on- site. The triple rinse and dry ice vapor displacement was performed by Crisp Construction. MP Vacuum from Bakersfield, California was responsible for the hauling and disposal of the rinseate. The tanks were rendered non-hazardous on-site and were removed from the ground, under the direct supervision of Crisp Construction. The tanks were then crushed on-site using a backhoe and transported to the city dump by Crisp Construction. The associated piping was also removed by Crisp Construction and used as scrap iron. Documentation of the rinseate disposal, tank removals, transportation and tank disposal are enclosed as Appendix A. Photographs of the tank removals are also enclosed as Appendix B. On September 9, 1992, AquaGeosciences, inc. collected soil samples in accordance with City of Bakersfield guidelines after a tank removal. One (1) soil sample was collected at the base of the used oil tank excavation at 7 feet 9 inches below ground sur1ace and one (1) soil sample was collected 'at the base of the bulk oil excavation at 8 feet below ground surface. A detailed site map with dimensions of excavations, location of stockpiles, relative buildings and sample collection points are included as Exhibit 3. The soil samples were collected from a 2" diameter drive tube sampler immediately after soil excavation. The samples were stored in 2" x 6" brass tubes, sealed with teflon tape and plastic end caps. The brass tubes were labeled and promptly placed in an ice chest at 4° centigrade. A chain-of-custody document was initiated which accompanied the samples to the analytical laboratory. The soil samples were submitted to BC Laboratories, Inc., a State Certified Laboratory, for the analyses requested. In accordance with City of Bakersfield guidelines, the sample collected from the base after the used oil tank excavation was analyzed for Total Oil and Grease (TOG) using EPA Method 418.1, Total Organic Halides (TOX) using EPA Method 9020 and Total Lead using EPA Method 3050. The sample collected from the base after the bulk oil tank excavation was analyzed for Total Oil and Grease (TOG) using EPA Method 418.1. . The analytical results indicated that TOG and TOX were non-detect in the sample collected beneath the former used oil tank; however, Total Lead was detected at a low concentration of 2.5 ppm, which is indicative of background concentrations found in native soil. Additionally, TOG was detected at 40 ppm in the sample collected beneath the former bulk oil tank. The concentration detected is well below City of Bakersfield action levels. Copies of the laboratory reports and chain-of-custody are included as Appendix C. It is the opinion of AquaGeosciences, Inc. that no further subsurface investigation is necessary at this time. We recommend that a copy of this report be submitted to the City of Bakersfield Hazardous Materials Division.
