The Handbook identifies various types of chemical hazards and will help you find and understand the information you need to properly handle potentially hazardous chemicals. The Handbook is part of Albertson's Corporate Safety Program that complies with the following Federal and State Hazard Com- munication Standards: OSHA 29 CFR 1910.1200 (Federal) Title 8, Section 5194 (California) OAR 437, Division 155 (Oregon) WAC 296-62-054 (Washington) Hazard Communication is also referred to as the "Right- to-Know Law," meaning, you have a right-to-know about the potential hazards associated with the chemicals you work with. Both YOU and Albertson's share the responsibility to make this program work. Albertson's is ,responsible for providing a safe workplace along with providing information about potentially hazardous chemicals. YOU have the responsibility to study the chemicals you work with and to follow the proper safety proce- dures. To make this program complete, in addition to the Handbook you should also review Albertson's Written Hazard Communi- cation Program and the Material Safety Data Sheets (MSDSs) for the chemicals used in your work area. This data, along with a copy of the applicable Hazard Communication Standard for your state, is maintained in the Chemical Safety 'Right-to-Know' Manual in each store and distribution center. ALBERTSON'S CARES ABOUT YOUR SAFETY AND HEALTH! .~ _ ___m__'_______ IDENTIFYING 'HAZARDOUS CHEMICALS Under the Hazard Communication Standard, a chemical is con- sidered "hazardous" if greater than 1% of its makeup consists of ingredients listed by the Occupational Safety & Health Ad- ministration as hazardous (OSHA 29 CFR Part 1910, Subpart Z). In the case of carcinogens, a chemical is "hazardous" if the concentration is 0.1 % or greater. It takes a very small amount of a listed ingredient to label a finish- ed product as "hazardous." This is why many commonly used products are covered under the Hazard Communication Stan- dard. TYPES OF CHEMICAL HAZARDS Chemicals are a way of life. We are all exposed to various chem- ical products every day. In fact, many household products can be more hazardous than the chemicals used on the job. There are three different types of chemical hazards: 1. Health Hazards Health hazards refer to the toxicity of a chemical or its abili- ty to cause harm when it is breathed, swallowed or gets on the skin. A TOXIC CHEMICAL CAN HARM YOU ONLY IF IT IS NOT USED PROPERLY! To determine if a chemical may be hazardous to you, it is important to evaluate how much of the chemical you use and how long you use it during a work day. The concept of "how much" and "how long"is also referred to as the Dose. · Acute exposure is too large a dose which can cause im- mediate response such as nausea, tissue irritation, skin burns and anesthetic effects. Effects of an acute exposure are ordinarily recovered from quickly. - 1 - W' · Chronic exposure is generally pro'Ionged or repeated ex- posure, even to low doses, where the cumulative effect on the body is harmful. Almost any chemical can have harmful effects if the dose is large enough. The body can eliminate or detoxify most chemicals if the Dose is not too high. 2. Flammability Hazards Flammability hazards refer to the fire and explosion poten- tial of a chemical. Some chemicals are extremely flammable anq will give off flammable vapors, even at room temperature, while others need to be heated to very high temperatures before they will burn. 3. Reactivity Hazards Reactivity hazard means a chemical can change or combine with other chemicals in a hazardous way. Reactive chemicals can explode or produce a toxic gas when mixed with other materials. An example is the mixing of bleach and ammonia resulting in the release of chlorine gas. DETERMINING YOUR EXPOSURE TO CHEMICAL HAZARDS There are two sources you can use to determine the potential hazard of a chemical: (1) the label on the container, and (2) a Material Safety Data Sheet (or MSDS) which is a standard in- formation form supplied by the manufacturer or distributor of the chemical. 1. Labeling The Hazard Communication Standard specifically requires that all original containers of hazardous chemicals be labeled with an appropriate warning provided by the manufacturer. While this warning does not have to include all of the infor- mation contained on the Material Safety Data Sheet, it does have to convey enough information to tell the user the name - 2 - ---'., of the chemical, the' name and address of the manufacturer, emergency telephone number, the type of hazard that ex- ists, how to properly handle the chemical and type of pro- tective equipment to use (if necessary) and possible physical harm. Secondary containers (including spray bottles) of hazardous chemicals, filled from originals, must also be labeled. Ap- propriate labels for secondary containers are available from the Supply Department. An exemption to labeling a secon- dary container would be a transfer made by an employee for his own "immediate use." It is the responsibility of the department manager or super- visor that all containers in his/her area have labels. 2. Material Safety Data Sheets (MSDSs) Material Safety Data Sheets are generally two to four pages in length and are required to have specific hazard informa- tion for each chemical product. The typical format for a Material Safety Data Sheet is similar to OSHA's Standard Form (refer to the next section), although any format may be used as long as the required information is provided. The Hazard Communication Standard requires employers to have an MSDS on file for every hazardous chemical in the workplace. Your Store Director or Supervisor maintains an MSDS file. This file is available for employee review during each work shift. You are encouraged to read the MSDSs that pertain to the chemicals used in your work area. You also have the right to request from your Store Director or Supervisor a Material Safety Data Sheet for any chemical you use not already addressed by the Hazard Communica- tion program. - 3 - .. REVIEW OF THE MATERIAL SAFETY DATA SHEET (MSDS) Section I - General Information This section contains general information, including the manu- facturer's name and address, the trade or common name of the chemical, the chemical family and the telephone number to call in an emergency. Section II - Hazardous Ingredients This section lists the hazardous ingredients in the chemical pro- duct that account for 1% or more of its makeup. In the case of carcinogens, 0.1% or greater. This section also lists the airborne concentration a worker can safely be exposed to in an 8 hour day, day-in, day-out, without harmful effects. This is called the Threshold Limit Value (TLV). TLV is measured in parts per million (PPM). The lower the number, the more hazardous a substance is. The Threshold Limit Value is also called Permissible Exposure Limit (PEL). Section III - Physical Data This section deals with physical and chemical properties (other than toxicity), including the boiling point, vapor pressure, ap- pearance and odor. Section IV - Fire and Explosion Hazard Data This section contains fire and explosion hazard data and in- cludes the flash point, recommended extinguishing media, spe- cial fire fighting procedures and unusual fire and explosion hazards. It is important to know the flammability of chemicals. The "flash point" is the temperature at which a chemical will give off enough vapor to ignite upon contact with an ignition source. CHRONIC: An exposure to the human body that is generally prolonged or repeated, even to low doses, where the cumula- tive effect on the body is harmful. COMBUSTIBLE: Able to catch fire and burn. CORROSIVE: That which can weaken or destroy in a gradual process. DERMAL: By or through the skin. DOT: Abbreviation for the Department of Transportation. DYSPNEA: Breathing which is labored or difficult. EXPLOSIVE LIMITS: The range of vapor concentrations in the air under which a combustible or flammable gas or vapor will produce a flash fire. FLAMMABLE: Catches on fire easily and burns rapidly. FLASH POINT: The lowest temperature at which a liquid's vapor will ignite when in contact with an ignition source. IGNITION TEMPERATURE: The lowest temperature at which a substance will catch on fire and continue to burn. The lower the ignition temperature, the more likely the substance is to be a fire hazard. - 8 - ., ¡ INGESTION: Entry into the body through the mouth (swallow- ing). PYROPHORIC: Igniting spontaneously. REACTIVITY: The ability of a substance to undergo change, usually by combining with another substance or by breaking down. RENAL: Pertaining to the kidney. SOLVENT: A substance which dissolves another substance. Water is the most common solvent. SPECIFIC GRAVITY: The ratio of the weight of a liquid to an equal volume of water. TLV: Abbreviation for Threshold Limit Value; TLVs are figured on an average 8-hour occupational exposure limit and are cal- culated to be safe exposures for a working lifetime. ,.
