Approximately 3 cubic yards of contaminated soil were removed after the leak was located and repaired. The affected soil was placed in a roll-off bin designated for petroleum contaminated materials for disposal at a later date. IC Project No. 052-01896 Mr. Wes Nicks Environmental Health Services Department Kern County 2700 M Street Bakersfield, California 93305 VIA FACSIMILE Re: Temporary Waste Transfer Southern Pacific Transportation Company Bakersfield Yard - 700 Sumner Street Bakersfield, California Dear Mr. Nicks: As discussed during our telephone conversation this morning, Industnal Compliance (IC), on behalf of Southern Pacific Transportation Company (SPICo), is hereby notifying the Kern County Environmental Health Services Department that non- RCRA hazardous waste will be transferred from overloaded rail cars to empty rail cars at the subject site. A Variance from the provisions of Chapter 14, Division 4.5, Title 22 of the California Code of Regulations (CCR) for this transfer has been granted by the California Department of Toxic Substances Control (DTSC). A copy of the Variance is enclosed. The transfer operation is scheduled to begin on Wednesday, September 15, 1993, and should be completed in approximately 3 days. The procedures to be used for the waste transfer are outlined in the attached Variance. The Variance requires IC to obtain and comply with all necessary pennits from Kern County; however, based our conversation this morning, no additional penn its or approvals are required. Hook of Industrial Compliance on behalf of your company. Southam Pacific Transportation Company (SPTC) is r~questing a variance from the provisions of Caltfornia Code of Regulations (CCR), Chapter 14, Division 4.5, Title 22. A review of your applica~ion provides the following information: o The requested variance 1s for a rail to rail transfer station at the SPTC Bakersfield Yard. o The hazardous waste generator is Southern Pacific Transportation Company. The waste comes from excavations aesooiatød wi~h the remediation of ~e SPTC Taylor Yar~ in Los Anqeles county. The excavation site is located at 2850 Kerr Street in Los Angeles. o The waste is from the railcar repair operations at the Taylor Ya:rd. The waste contains heavy petroleum hydrocarbons, such as diesel fuel and lubrication oil, and lead. o Waste analysis shows the primary contaminant of concern to be lead. The waste has been determined to be a non-RCRA waste. The total volume to be ~ansferred from the overloaded railcars to the additional railcars is estimated at 900 tons. This transfer activity will occur at the SPTC Bakersfield Yard where the overloaded railcars are now stored. Hook of Industrial Compliance on behalf of your company. Southern Pacific Transportation Company (SPTC) is requesting a variance from the provisions of California Code of Regulations (CCR), Chapter 14, Division 4.5, Title 22. A review of your application provides the following information: o The requested variance is for a rall to rail transfer station at the SPTC Bakersfield Yard. o The hazardous waste generator is Southern Pacific Transportation Company. The waste comes from excavations associated with the remediation of the SPTC Taylor Yard in Los Angeles County. The excavation site is located at 2850 Kerr street in Los Angeles. o The waste is from the railcar repair operations at the Taylor Yard. The waste contains heavy petroleum hydrocarbons, such as diesel fuel and lubrication oil, and lead. o Waste analysis shows the primary contaminant of concern to be lead. The waste has been determined 'to be a non-RCRA waste. The total volume to be transferred from the overloaded railcars to the additional railcars is estimated' at 900 tons. A clamshell excavator will scoop the waste out of the overloaded railcar directly into the empty railcar. c. It is still necessary to further address the contamination at the former gasoline storage tank location, in order to define the full extent of the contamination plume. Information provided to this Department prior to the tank's removal indicated that the dispenser island was located ten feet northwest of this tank. No samples were ever retrieved beneath this dispenser, as were required by the Permit to Abandon conditions. The lack of samples at the dispenser island is of special concern now since the northwestern samples retrieved beneath the tank at two and six feet show benzene contamination at levels of 20 and 200 parts per million respectively, while the samples taken from 14 feet below the tank indicate non-detectable lexels of benzene. As was specified in the letter sent to you by thi s Department January 10, 1989, the 1 atera 1 extent of the contami nat i on plume must be fully defined. Included in this investigation should be an assessment of the areas around the former product piping and dispenser island locations. A site characterization workplan, following the requirements set forth in the enclosed document, UT #35, must be submitted to this Department within 30 days.
