11. FACILITY MAPS
INTRODUCTION
The National Oil and Hazardous Substances Pollution Contingency Plan, as well as federal
regulations in 40 CFR, Part 112, state that the person responsible for the discharge of oil or
hazardous materials should take appropriate action for containment and recovery of such
material. Cleanup activities will be evaluated by an agency of the federal government. If
cleanup is judged inadequate, the agency will direct further operations, with the responsible
party to be liable for the resulting costs.
Union Pacific Railroad (UPRR) has the responsibility and authority to initiate and direct
respof,lse activities for the control of spills originating within facility boundaries. Specifically,
UPRR will assume such responsibility for spills related to on-site operation, filling, and
maintenance of the operating equipment for this facility.
Pursuant to Section 112 of Title 40 of the Code of Federal Regulations [40 CFR 112], a
facility that manages oil above specified levels and which has the potential for a release to enter
a navigable water (without consideration of any secondary containment that may be provided)
shall prepare a Spill Prevention, Control and Countenneasure (SPCC) Plan (plan). A Plan is
not required if(l) the underground buried storage capacity of the facility is 42,000 gallons or
less of oil, and (2) the storage capacity, which is not buried, at the facility is 1,320 gallons or
less of oil, provided no single container has a capacity in excess of 660 gallons, and (3) due to
its location, the facility could not reasonably be expected to discharge oil into navigable

.. accordance with the applicable sections of 40 CFR 112. The Plan identifies procedures,
methods and equipment to prevent the discharge of oil from onshore and offshore facilities into
or upon the navigable waters of the United States.
PLAN REVIEW AND AMENDMENT
Amendment bv Owner/Operator
Facility Change: If a change occurs in the facility design, construction, operation or
maintenance which materially affects the facility's potential for the discharge of oil into or upon
the navigable waters of the United States or adjoining shorelines, the SPCC Plan will be
amended. The Plan will be revised within six months of the change. The amended Plan will be
certified by a Registered Professional Engineer and facility personnel will be trained on the
changes, as necessary, to facilitate the effective response to an actual or imminent discharge.
Minor changes (e.g., personnel changes, telephone number changes or other changes that do
not increase the potential for or the size of a spill) will not require the Plan to be recertified.
Three-Year Review: The SPCC Plan will be reviewed and evaluated for completeness and
appropriateness at least once every three years. The review will include an evaluation of
whether new field-proven control technology exists which will significantly reduce the chance
of a spill event. The Plan will be amended to include such new technologies that are
detennined to be appropriate. Any amendments made as a result of the review will be certified
by a Registered Professional Engineer.

triggered the reporting requirement. Also, the infonnation will be sent to the appropriate state
authority.
NOTIFICA nON OF GOVERNMENT AGENCIES
Notification of appropriate government agencies is required by law for all spillage of oil and fuel, regardless of quantity,
entering navigable waters. .
If an uncontrolled spill originating within facility boundary threatens the general public or is beyond the control capabilities of
facility personnel, the Yard Master or his designate will immediately notify the local fire and police departments and the U.S.
Coast Guard Regional Response Center in addition to those personnel listed in the CONTACT LIST of the Emergency
Response Plan.
OUTSIDE ASSISTANCE AND SERVICES
Major spills or spills of particularly hazardous materials may require capabilities beyond the resourèes ofUPRR. Finns
specializing in the cleanup and disposal of oil and fuel and other hazardous chemicals are listed in the CONTACT LIST of

Desc: The Bakersfield Yard is a part of the Los Angeles Division Service
Unit, located at Milepost 313.00, Mojave Sub in Baf<erfield,
California. The majority of the yard is located souIIJ of Kentucky
Street, east of Beale Avenue, and Sumner Street The Bakersfield
Yard is situated in an area of mixed residential, commercial, and'
industrial activities. The eastlwest-oriented yard is bordered to the
north mainly by residential neighborhoods and toae south by
commercial and industrial businesses. The portiœ of the
Bakersfiedl Yard containing oil material storage The main functions
of the Bakersfield Yard include switching, car re~r, and locomotive
service. Engine servicing and fueling are accomilshed in Area 1.
Wastewater from the engine service pit is collecœd and treated in .
two inground oillwater separators near the northwest comer of area
1. The wastewater from these tanks is dischargezf: to the City of
Bakersfield waste water plant for disposal. All stœage tanks are
contained in secondary containment structures dlat have no
drainage structures. Additionally, the yard servesas an origin for
tank cars loaded with NO.2 diesel fuel which is tlstributed to other
servicing facilities on the Union Pacific. All diesel fuel is received via
pipeline from Santa Fe-Pacific. The receipt meter is located
adjacent to the Beale Avenue overpass near thewest edge of the oil
use area.

Petroleum There are underground diesel fuel and lube oil pipefines in Area 1.
Transfer The fuel pipelines run in three segments. The first is from the fuel
Operations: meter at Beale Avenue overpass to the 2.3 Mgal. slDrage
tank(AST -2). Second, there is a pipeling from the slDrage
tank(AST-2) to the Locomotive Service Pits(VM-1). This supplies
0.8 Mgal of fuel per month at a peak 1,000 gpm to the locomotive
servicing operation. Finally, there is a pipeline from the storage
tank(AST-2) to the tank car loading track(MSH-1). This supplies 1.0
Mgal per month of fuel at a peak 1,000 gpm to outbound tank cars.
Also, there is a pipeline conhecting,the 10,000 gal lube oil
tank(AST-5) with the Locomotive Service Pits(VM-1). This pipeline
has a peak flow of 50 gpm. Pressure testing was last performed on
the pipelines in Area 1 in 1997. Pressure testing consisted of
pressurizing the pipes to 1-1/2 times the operating pressure for a
period of 10 minutes. All pipelines have no protective wrapping or
coating. When sections of underground pipelines are exposed, the
pipeline is examined and replaced if evidence of oorrosion is
observed. Aboveground pipes and associated visibre transfer
operation components are visually observed at least weekly.
Inspections This ·facility has a OP A-90 plan requiring monthly documented
& Records: inspections of the storage tanks and containment systems. These
documents are kept at the Manager Train Operations office. Visual
inspections are performed daily to weekly in oil use areas.

Security The Bakersfield Yard has no physical barricades preventing
Procedures: access. Oil outlet valves will be locked in areas not attended 24
hours a day. For security, oil pump starter controls in areas without
24-hour staffing or accessible to unauthorized personnel will be
locked. Lighting in the major oil use areas has been improved to
allow easy detection of oil spills and minimize the possibility for night
vandalism. Area 1 is well lighted.

Facility Drainage Drainage from the facility is generally managed in two ways.
Desc: First, spills, washwaters and contaminated slDrm water from the
locomotive service pits is collected into the No 20,000 gallon
oillwater separators. The water phase is discharged to the City of
Bakersfield sanitary sewer under permit. Seœnd, rainwater that
falls on the site generally pools in topographic lows. puring
extreme weather events runoff can reach stolm sewer drop inlets
along Kentucky Street to the north and Beale Avenue overpass to
the west. Runoff that reaches the storm sewers will continue on
south approximately 2.5 miles to a retention pQnd at the
intersection of Mòunt Vernon Street and QUa'ltico Avenue.

Containment Concrete-lined service pits(VM-1) are used for spot washing of
Structures Desc: locomotives, servicing and inspections. The pits are drained to a
pair of 20,000 gallon in ground oillwater separators where wash
waters are treated and discharged to the sanitay sewer. Oil is
skimmed out of these separators and discharged to AST -3. The
2.3 million gallon diesel fuel storage tank(AST ~l is contained
within an earthen dike of 2.5 Mgal capacity. The:dike'does have a
drainage system which is maintained by UP \MIter Service
personnel. The dike drain valve is to be kept dDsed at all times or
,the dike drain removed. The locomotive lubricalngoil(AST-5) is
constructed of steel and has been placed insicie a secondary
containment dike of concrete construction. The dike capacity is
11,000 gallons, which is sufficient to hold the laRk capacity
including 10% freeboard. The waste oil tank(UST-1) is located
adjacent to the oillwater separators near the northwest corner of
the site. The tank is recesseq into a topgraphil:low which limits
the probability of surface runoff. Overfill of this fank will cause it to
bypass back to the separators which could potentially discharge
oil to the sanitary sewer Prompt response to spitls which prevents
their leaving the property is of utmost urgency_
