PRELIMINARY ASSESSMENT RESULTS On May 13, 1992 a sample of sludge was taken from the collection pit next to the cement wash pad by Zalco Laboratories. The sample was tested for CAM metals, total petroleum hydrocarbons (EPA method 418.1), TPH diesel, TPH gas and volatile organics (EPA method 8240). See attachment "C" for analytical results. It was determined that the sample exceeded the hazardous waste toxicity criteria by the Kern County Environmental Health Services Department (KCEHSD). This was stated in a letter from that office, dated July 8, 1992 and addressed to Tri-Steel. Further characterization of the soil surrounding the dry well system was required by KCEHSD to determine the lateral and vertical extent of the contamination. In November of 1992, Tri-Steel excavated the corrugated pipe, the 55 gallon drum and the line connecting the two. The metal was cleaned by Tri-Steel and recycled for scrap. The visually contaminated soil was also excavated and placed on and covered with poly-sheeting. This covered material rests on the concrete wash pad awaiting transportation to an appropriate recycling facility. 2 ;,Jn~..., ~,..J""'I "... CA 93313 Tel: 805 836-9491 Fax: 805 836-1767 III. SOIL SAMPLING PLAN On November 23, 1992, two soil samples were collected by Advanced Cleanup Technologies, Inc. (ACTI) and delivered to Zalco Laboratories for analysis. These samples were collected in 8 oz. glass sampling jars, from the center of a backhoe bucket, packed tightly to ensure no heads pace was formed and stored on ice for transport. The first sample was taken approximately 2' below where the corrugated pipe had rested. The second sample was also collected from approximately 2' below where the bottom of the drum had rested. The collection was witnessed by Michael Driggs, a hazardous materials specialist from the Enviromental Health Services Department of Kern County. The samples were tested for the six suspect CAM metals that were detected in the original sludge sample which includes: arsenic, cadmium, chromium, lead, nickel and zinc. They were also analyzed for TPH (418.1), diesel, gas and aromatic volatile organics (EPA method 8020, BTX&E). Attachment "E" shows test results. Sample #1 showed only lead was above the STLC value at 13 mg/kg. STLC and TTLC values for this constituent are 5.0 and 1000. mg/kg respectively. Only toluene was at a detectable concentration in the aromatic organics test at .016 mg/kg. Drinking water standards for this constituent, as found in the 1992 EPA-Region 9 and KCEHSD, GUIDELINES FOR CLOSURE OF SHALLOW DISPOSAL WELLS, is set at 1.0 mg/l. Gasoline was not detected in sample #2, but diesel was found at 480 mg/kg and TPH (method 418.1) was at 430 mg/kg. SITE BACKGROUND This site was formerly named Amber Steel and operated under different ownership. The disposal well in concern was utilized by the former company for steam cleaning purposes. Exact date of origin or length of time used is unknown. Tri-Steel Co. took over this property in March of 1992 and has not utilized the well for any purpose. The disposal well in concern (see attachment "B") consists of a concrete wash pad with a grate covered drain approximately 3'X 3'X 3'. The collected rinsate would travel via 3" pipe under the concrete pad and into a collection pit in the soil adjacent to the pad. This pit consists of a 5' vertical corrugated pipe approximately 3' in diameter. The top of this pipe is approximately l' below the soil surface. This pit is connected to another collection area approximately 60' away. This area consists of a buried, bottomless 55 gallon drum, approximately l' below soil soil surface. The property is relatively flat with the soil type being silty sand. Depth to groundwater in this area is between 150 and 200 feet as per KCWA, WATER SUPPLY REPORT 1990, (September 1991).
