inventory for the MCI facility located in Bakersfield. This plan has not been revised since
1989 and it appears to contain some inaccurate information. I have highlighted the
sections which definitely need additional information and have noted some corrections
in red. The California Health and Safety Code requires you to review and revise a
hazardous materials business plan at least once every two years.
Please review the plan and mark any necessary changes directly on the printout.

1. Quantities for RMPP compliance are "equal to or greater than" the minimum criteria and apply to chemicals handled
"at anyone Ûlne".
2. Businesses handling reportable quantities of Acutely Hazardous Materials that have not submitted a business plan
MUST contact local Administering Agencies. The business plan submission date will assure the Administering
Agency that a business plan has been submitted and is on file. This will also immediately identify businesses that
have not submitted business plans.
3. "Process Designation" is provided as a reporûng option (with the approval of the Administering Agency) for
facilities that can most easily report by process. Thus, facility RMPP registration data could be submitted in a

4. Refer to the EPA list of Extremely Hazardous Substances from the Federal Register (Volume 52, No. 77, p. 13397
~,April22, 1987). Each chemical has a threshold planning quantity. This list may be changed by EPA on
an annual basis. Updates of this list may be available early in 1988. To comply with this element, you may attach
a copy of the inventory submitted to your Administering Agency from your business plan and highlight all Acutely
Hazardous Materials. It is recommended that facilities list ill extremely hazardous chemicals handled in quantities
equal to or in excess of 1) 500 pounds, and 2) any EPA threshold planning quantity l~s than 500 pounds.
5. Do not include Trade Secret information in these descriptions.

For emergency response purposes, it would be desirable to describe the following to the Administering Agency:

EFFECTS OF OVEREXPOSURE:
ACUTE: Tissue destruction upon exposure and dehydration.May cause
third degree burns.Direct contact may cause blindness. Ingestion

CHRONIC:Inhalation of mist can cause irritation of upper respiratory
system, lung irritation and in some cases- pulmonary edema.
EMERGENCY AND FIRST AID PROCEDURES:
SKIN or EYES: Immediately flush with water for at least 15 minutes. Remov
contaminated clothing and continue to flush if medical attention is not
immediately available.
INGESTION: QQ NOT induce vomiting. Drink large amounts of water (milk if
available), to dilute acid. Seek immediate medical attention.
INHALATION:Remove to fresh air. Give CPR if breathing has stopped.If
breathing is difficult, give oxygen. Seek medical attention.
STEPS TO IE TAKEN IN CASE MATERIAL IS RELEASED OR SPILLED:
Neutralize spill with alkali material such as soda ash or lime. Adequate
ventilation is required for soda ash due to release of carbon dioxide gas.
For major spills, keep unprotected persons away. Protected persons should
contain the acid by diking ~ith clay or soil.
An, release to the environment may be subject to state, andlor federal
report1na requirements. Check with the appropriate agencies.

EFFECTS O~ OVEREXPOSURE:
ACUTE: Tissue destruction upon exposure and dehydration.Hay cause
third degree burns.Direct contact may cause blindness. Ingestion

CHRONIC:Inhalation of mist can cause irritation of upper respiratory
srstem, lung irritation and in some cases- pulmonary edema.
EMERGENCY AND FIRST AID PROCEDURES:
SKIN or EYES: Immediately flush with water for at least 15 minutes. Remov
contaminated clothing and continue to flush if medical attention is not
immediately available.
INGESTION: QQ !Q! induce vomiting. Drink large amounts of water (milk if
available), to dilute acid. Seek immediate medical attention.
INHALATION:Remove to fresh air. Give CPR if breathing has stopped.If
breathing is difficult, give oxygen. Seek medical attention.
STEPS TO IE TAKEN IN CASE MATERIAL 1$ RELEASED OR 5'ILLED:
Neutralize s~ill with alkali material such as soda ash or lime. Adequate
ventilation is required for soda ash due to release of carbon dioxide gas.
For major spills. keep unprotected persons away. Protected per~ons shoulj
contain the acid by dikina with clay or soil.
