Last summer, you answered a survey, concerning your underground storage
tank(s) stating that you would be (reïnov1n.g, replacing,upgtàding) your tank(s).

However, you did not give us a target date! In November, we invited you to a free
underground storage tank workshop, where State representatives discussed both the
regulations and alternatives that you as a tank owner will have. - - - - - - You did
not attend! - - - - - - We are concerned!
You will be receiving this letter on our about December 22, 1997. One year
from today, December 22, 1998, your current underground storage tank(s) will
become illegal to operate. Current laws and code requirements would require that
if your tanks are not (rëmov'ëi1,..rèpláced,upgraded) by that date, your permit to
operate would be revòked, ~" ~' it will bè illegal for any fuel distributer to deliver
fuel to your tank(s), - - and your tank(s) would then be considered illegally
abandoned and require that action be taken within ninety (90) days to remove the
tank(s):
Of course, we have no interest in pursuing this route. We would like to
have your tanks properly handled prior to this December 22,1998 deadline. Please
review your situation and reply within two weeks as to the current (realistic) plans
for your existing tank(s).
As we get closer to the December 22, 1998 deadline, I would expect
construction costs, as well as lead times to increase considerably. If there is
anything this office can do to assist you in your planning, do not hesitate to call.

Hazardous Materials Training
The following information is in response to your request for
materials for training Bakersfield Police Officers in hazardous
materials incident response. It is desirable for police officers to
achieve a level of hazardous materials training equivalent to "First
Responder Awareness". This training will equip officers, who may be
first to arrive on scene, to identify a hazardous situation, limit
exposures and communicate pertinent information to the operational
responders. Following is a listing of hazardous materials training
topics which will help to establish a first responder awareness among
police officers.
Types of hazards
Recognition of a hazardous material
Preliminary identification of a hazardous material
- DOT and ~FPA placarding
Routes of exposure and the consequences of exposure
Limiting exposures - area isolation, incident command

classes or additional training materials available at the Fire Training

at the Police Department Administrative Building and the Pistol Range.
While it is appropriate to include the garage on the Police Department's
hazardous materials business plan, I will address recommendations
regarding hazardous materials training, hazard communication and risk
reduction at the garage to the Bakersfield Equipment Division.
As I mention in the recommendations, the Hazardous Materials
Division is available to provide assistance in any of the areas noted.

HAZARDOUS MATERIALS INSPECTION

RECOMMENDATIONS:
BAKERSFIELD POLICE DEPARTMENT
GENERAL:
1. Establish a hazard communication plan which complies with the Cal
OSHA requirements. Use the OSHA employer's guide for reference.
The Hazardous Materials Division will provide assistance and review
if desired.
2. Document that employees who work with or may be exposed to
hazardous materials are trained regarding proper handling, personal
protection and clean up procedures. It is important to cover the
non-routine hazards which officers may encounter in the field.
3. Be certain that employees and officers understand that they should
not accept unwanted hazardous materials from the public. The
expense of disposal is prohibitive. If the police department can
safely dispose of munitions and explosives, it is appropriate to
accept these materials and to destroy them as soon as possible.
Review the procedure for collection of these materials to make
certain that officers are not in danger during transportation.
A list of service stations which will accept used motor oil is
attached. Refer other hazardous material disposal questions to
the Hazardous Materials Division 326-3979.
4. If hazardous materials are confiscated, the owner of t~e material
is responsible for the cost of disposal. If the responsible party
cannot be determined, the State of California has an Emergency
Reserve Account which may be able to fund dispogal. Information on
use of this fund is attached.
5. Representatives of the Bakersfield Police and Fire Departments
should meet to discuss the need for personal protective equipment
for police officers in the event that they must conduct crowd
control or evacuations due to the presence of a hazardous airborne
contaminant.

CRIME/PHOTO LABORATORY:
1. The reagents in the crime laboratory must be properly labeled when
they are transferred to other than the original containers.
2. MSDS sheets must be maintained for the hazardous materials used and
stored in the crime lab.
3. Both labs should make the effort to reduce the quantities of
of .chemicals on site by using up the older materials "-._ .Those
chemicals which cannot be used should be identified. Please send
a list of waste materials to the Hazardous Materials Division and
we will assist in developing disposal alternatives.
4. The eyewash station in the photo lab must be accessible for use in
an emergency. If the eyewash unit takes up to much counter space,
it should be replaced with a more streamline model such as a faucet
mounted eyewash station. See information attached.
5. The reagent carboys in the photo lab must be labeled.
6. The reagents used for the black and white wet process should be
evaluated using toxicological data to clarify the potential health
hazards associated with their use and to determine the need for a
fume hood or improved ventilation system. The Hazardous Materials
Division is available to assist with this review.
7. Laboratory coats should be worn so that chemicals do are not
absorbed into workers clothing. Contaminated clothing may expose
a workers home and family to chemical hazards.
8. Document the disposal the of waste silver by retaining invoices or
manifests from the recycler.

The practice of storing flammable materials in the same storage

hazards presented by the explosives onsite, use of this facility
for storage of flammable drug lab chemicals is discouraged.
Unless an approved liquid storage area is provided, the Fire Code
limits flammable materials storage to 60 gallons of a Class 1-A
liquid, 120 gallons of a Class 1-B liquid, 180 gallons of Class 1-C
liquids, or 240 gallons of any combination of Class I and II

Please provide the Hazardous Materials Division with a material
safety data sheet for the mace which the Police Department'uses.
It is my understanding, from the mace cartridges, that the active
ingredient is phenylchloromethylketone (.9%). The Range Master
indicates that the remainder is a kerosene base.
Based on this information regarding the chemical composition of the
mace, it is unlawful to dispose of outdated cylinders by dispensing
them on the range. The manufacturer of this product should be
consulted for ,information regarding recycling or disposal of their
product.

It is time to review the Police Department's hazardous
materials management plan and make any revisions necessary.
Attached i~ a copy of the plan which Bakersf~eld Fire currently has
on file for 1601 Truxtun Ave. Please review the plan and mark any
changes on the printout. Due to a change in reporting
requirements, it is necessary that the inventory be reported on new
forms. Please use the attached inventory form to report any
hazardous materials which are stored in quanti ties equal to 55
gallons (li.quid), 200 cubic feet (gas) or 500 pounds (solid).
Designate those previously reported as updates.
I will contact you in March to schedule a site inspection. I
need to verify chemical storage locations and determine if it will
be necessary to update the facility diagrams. At that time I will
also conduct a general hazardous materials risk audit. Any
observations or recommendations regarding possible methods of risk
reduction in the handling or storage of hazardous materials will
then be made to the department.
Once the revisions are complete, please sign the stamped area
on the front of the printout. Please return the updated plan to
Bakersfield Fire, Hazardous Materials Division 2130 G Street by
March 15, 1991. If you have any questions, please call me at 326-
3979.
