It is desirable for police officers to achieve a level of hazardous materials training equivalent to "First Responder Awareness". This training will equip officers, who may be first to arrive on scene, to identify a hazardous situation, limit exposures and communicate pertinent information to the operational responders. Following is a listing of hazardous materials training topics which will help to establish a first responder awareness among police officers. Types of hazards Recognition of a hazardous material Preliminary identification of a hazardous material - DOT and ~FPA placarding Routes of exposure and the consequences of exposure Limiting exposures - area isolation, incident command Communications responders requesting assistance (Fire's Haz Mat Team) from operational Evacuations - Do participating officers risk personal exposure? Liability Identify responsible parties who are financially responsible for cleanup and disposal. Once the City accepts a material, we have to pay for proper disposal. The costs are staggering, so do not accept custody of hazardous materials. W' 1: . . I ! HAZARDOUS MATERIALS INSPECTION ,- RECOMMENDATIONS: BAKERSFIELD POLICE DEPARTMENT GENERAL: 1. Establish a hazard communication plan which complies with the Cal OSHA requirements. Use the OSHA employer's guide for reference. The Hazardous Materials Division will provide assistance and review if desired. 2. Document that employees who work with or may be exposed to hazardous materials are trained regarding proper handling, personal protection and clean up procedures. It is important to cover the non-routine hazards which officers may encounter in the field. 3. Be certain that employees and officers understand that they should not accept unwanted hazardous materials from the public. The expense of disposal is prohibitive. If the police department can safely dispose of munitions and explosives, it is appropriate to accept these materials and to destroy them as soon as possible. Review the procedure for collection of these materials to make certain that officers are not in danger during transportation. A list of service stations which will accept used motor oil is attached. Refer other hazardous material disposal questions to the Hazardous Materials Division 326-3979. 4. If hazardous materials are confiscated, the owner of t~e material is responsible for the cost of disposal. If the responsible party cannot be determined, the State of California has an Emergency Reserve Account which may be able to fund dispogal. Information on use of this fund is attached. 5. Representatives of the Bakersfield Police and Fire Departments should meet to discuss the need for personal protective equipment for police officers in the event that they must conduct crowd control or evacuations due to the presence of a hazardous airborne contaminant. :;::::.. -' "... . - CRIME/PHOTO LABORATORY: 1. The reagents in the crime laboratory must be properly labeled when they are transferred to other than the original containers. 2. MSDS sheets must be maintained for the hazardous materials used and stored in the crime lab. 3. Both labs should make the effort to reduce the quantities of of .chemicals on site by using up the older materials "-._ .Those chemicals which cannot be used should be identified. Please send a list of waste materials to the Hazardous Materials Division and we will assist in developing disposal alternatives. 4. The eyewash station in the photo lab must be accessible for use in an emergency. If the eyewash unit takes up to much counter space, it should be replaced with a more streamline model such as a faucet mounted eyewash station. See information attached. 5. The reagent carboys in the photo lab must be labeled. 6. The reagents used for the black and white wet process should be evaluated using toxicological data to clarify the potential health hazards associated with their use and to determine the need for a fume hood or improved ventilation system. The Hazardous Materials Division is available to assist with this review. 7. Laboratory coats should be worn so that chemicals do are not absorbed into workers clothing. Based on this information regarding the chemical composition of the mace, it is unlawful to dispose of outdated cylinders by dispensing them on the range.
