Truxtun Avenue Bakersfield, CA. MI. Wines: TIns Remedial Action Report (Report) is submitted by Soils Engineering, Inc. (SEI) following the completion of field activities at the Sandstone Education Center located at 300 E. Truxtun Avenue in Bakersfield, CA. ( site). SEI supervised the removal of approximately 1000 tons of oil impacted soil beneath two (2) former brick-lined underground storage tanks (UST's) and associated brick-lined oil tunnels. This report describes the fieldwork conducted, analytical results of excavation soil samples, disposal manifests, a risk analysis with conclusions and recommendations for the site. BACKGROUND This is the location of the former Bakersfield Sandstone Brick Company, which operated ITom the early 1900's to the 1930's. They produced bricks at this location, which included numerous building structures, a sand pit, retort burners, kilns, a lime shed, an oil pump, an oil tank and brick storage areas. At the Kern County Main Library Sanborn Fire Insurance Maps for the years 1905, 1912 and 1949 were reviewed. The 1905 Sanborn Map shows the Bakersfield Sandstone Brick Co with the following: a main building with retorts, brick press and office area. Smaller buildings storing lime and cement. Northeast of main building is an area where a 600-gallon underground oil storage tank is shown along with a 10" diameter well approximately 52' deep. Two (2) kiln seats lie along the western border with Inyo S1. and one (1) is west of the main building. A tramway connects the brick retort with the kiln seat. The east side ofInyo Street was not mapped. The 1912 Sanborn Map is similar to 1905 with a larger warehouse in southwest comer of the site. Oil tunnels are now shown going ITom oil pump (where oil tank was) eastward and southward. Eastside of Inyo St. and west of Tulare St. is brick storage yard in northwestern portion and sand pit on eastern portion. Charter School Area, Sandstone Education Center File Number 99-9105 January 30, 2001 Page 2 An old building between the main Sandstone Homecenter Building and the office buildings to the north was demolished due to its unreinforced construction. During the removal of the foundation of this old building two (2) brick-lined UST's were uncovered along with brick-lined tunnels leading ITom the UST's to the east. The Bakersfield Fire Department (BFD) was notified of the presence of the UST's, but removal permits were not required. The BFD requested that they be informed on the results of the soil samples collected beneath the UST's and the extent of soil contamination, if present. On April 24 and 25, 2000 SEI supervised the removal of brick-lined Tank 1 (west) and Tank 2 (east) along with portions of the brick-lined tunnels. Tank 1 was approximately 12' deep with an 8' diameter, for an estimated capacity of 4,500 to 5,000 gallons. Tank 2 was similar in structure, but slightly smaller and had a concrete cap approximately 5' below ground surface (bgs.) within the tank. Hydrocarbon stained soil was evident starting approximately 3' bgs. sloping down to approximately 6' bgs. adjacent to Tank 1. Excavation activities and seven (7) soil borings were utilized to define the depth and lateral extent of hydrocarbon impacted soils in this area. Multiple soil samples were collected and analyzed for volatile organics and Total Recoverable Petroleum Hydrocarbons (TRPH). In addition soil sample T2S-11 was analyzed for fuel fingerprinting and sample TI-Pro was analyzed for CAM17 Metals, and Chromium 6 for profiling purposes. Petroleum stained soil was encountered in the majority of the soil borings starting ITom 5' to 7' bgs., except for borings B-5 and B-6 where minor staining started at 32' to 33' bgs.. Boring B-7 had no petroleum staining or odor to a depth of 40' bgs.. Below a depth of 35' bgs. the petroleum odor and staining (if present) decreased significantly. The analytical results of the selected soil samples analyzed ITom the soil borings are presented on Table 1. The analytical results indicate significant petroleum hydrocarbons are present ITom near surface to approximately 35' bgs. in the area of soil borings B-1, B-2, and B-4. The highest TRPH concentration reported was 40,000 ppm in soil sample T2S-11'. The highest benzene concentration was reported in soil sample T2-15' (0.0146 ppm) with the majority of the soil samples having no BTEX constituents reported. Soils samples TI-16'-BTM and TI-Pro had elevated detection limits of 0.530 and 0.370 ppm for benzene and were reported as none detected (ND). The fuel fingerprint analysis of soil sample T2S-11' indicates that the main contaminant is in a diesel range with gasoline and <:rude oil range hydrocarbons also reported. The chromatogram indicates that this contaminate is dosest to a bunker fuel or weathered crude oil. Metal concentrations were in the normal range jòr the soil sample TI-Pro. The soil is classified as a non-hazardous waste based on this analysis. Based on field observations and soil sample analytical results SEI concluded the following in the Site Characterization Report and Remedial Action Plan dated May 10, 2000: 1) Petroleum hydrocarbons are present in soil ITom near surface to approximately 35' feet bgs. in the areas of Tank 1, Tank 2 and the north and south tunnels. Lateral extent of this hydrocarbon impacted soil is approximately 15' west of Tank 1, 5' north of the north tunnel excavation, 30' south of Tank 2 and approximately 90' east of Tank 1. C/¡!arter School Area, Sandstone Education Center File Number 99·9105 January 30, 2001 Page 3 the petroleum hydrocarbon plume is approximately 110' in diameter east-west and approximately 5Ò' in diameter north-south to a depth of 35' bgs. which equals approximately 5600 cubic yards. 2) The highest benzene concentration reported in the soil samples was 14.6 parts per billion (ppb) at a depth of 15' in sample T2-15'. The majority of the soil samples had no BTEX constituents reported. 3) The petroleum hydrocarbon plume is apparently bunker fuel or a weathered crude oil, with the majority reported in the diesel fuel range in the fuel fingerprint. The highest TRPH result was 40,000 ppm at 11' in sample T2S-11'. It appears that the hydrocarbons were stopped by a Clay layer starting at a depth of approximately 32' to 33' in most of the borings. 4) No elevated concentrations of BTEX or metals were reported in the hydrocarbon impacted soil sample (T1-Pro) collected ftom the stockpiled soil, indicating that the hydrocarbon stained soil is at non-hazardous concentrations. 5) No significant petroleum hydrocarbons are present at borings B-3, B-5, B-6 or B-7 to the total depth of the borings (40' to 55' bgs.). 6) Depth to groundwater in this area as reported by the Kern County Water Agency is approximately 220' bgs. (October, 1998) or approximately 185' below the base of the hydrocarbon plume. 7) The nearest public drinking water well (California Water Service well #98-01) is over 1000' southeast (down-gradient) of the vadose plume area. Static water level at this well in March, 2000 was 221' bgs.. SEI recommended the remedial alternative natural attenuation for in-place hydrocarbon impacted soil beneath a depth of 12' bgs.. Contaminated soil above 12' bgs., would be removed and ret~ycled at an appropriated disposal facility and an asphalt or concrete cap would be placed over th~ remaining soil plume to prevent water infiltration and migration. In a letter dated June 9, 2000 the Bakersfield Fire Department Office of Environmental Services (BFDEHS) approved this remedial recommendation. The following describes the remedial action conducted at this site in accordance with the approved Remedial Action Plan (RAP) dated May 10, 2000. R]~MEDIAL ACTION ACTIVITIES E]ccavation and Disposal/Recycling of Petroleum Hydrocarbon Soil The top 12' of the petroleum hydrocarbon plume in the area of the two (2) former brick-lined UST's and tunnels was removed with a ftont loader and excavator during the period of June 25 to June 26, 2000. Approximately 1000 tons of the hydrocarbon impacted soil was removed and disposed/recycled at SoilRem Corporation in Bakersfield, CA. as non-hazardous waste on January 27 and 28, 2000. Non-hazardous waste manifests accompanied the loads of non-hazardous waste to SoilRem (see Appendix C for copies of manifests). C ,arter School Area, Sandstone Education Center File Number 99-9105 January 30, 2001 Page 4 p(~rimeter of the excavation at four (4) locations at depths of approximately 12' to further evaluate petroleum hydrocarbons left in-place. All of the soil samples were analyzed for TRPH. In addition soil sample TI-N-12' was analyzed for CAM 17 Metals and volatile organics (BTEX). The analytical results of the soil samples are shown on Table 1 along with historical analytical . re:sults for this site. TRPH concentrations ranged for <50 ppm (TI-S-12' and T2-SE-12') to 17,000 ppm (E-End-12'). No elevated metals or volatile organics were reported in soil sample TI-N-12'. See attached analytical reports for more detail (Appendix A). See Plate 2 for a Plot Plan with the approximate excavation area. The excavation was backfilled with imported clean soil and compacted up to grade per SEI's geotechnical specifications. IUSK ASSESSMENT ANALYSIS Since petroleum hydrocarbons are being left in-place at this location SEI has prepared a risk assessment analysis to evaluate the potential risk and hazard to future site occupants (including school children) and to the groundwater beneath the site. With the depth of groundwater reported at 220' bgs., there is approximately 185' of soil buffer zone between the base of the hydrocarbon plume and the unconfined aquifer beneath the site. It is higWy unlikely that the petroleum hydrocarbon plume will ever migrate to the groundwater. The nearest drinking water well (California Water Service Station 98-01) to the plume area is over 1000' to the southeast (down-gradient) and completed in a zone hundreds of feet deeper than the base of the plume. The source of the petroleum hydrocarbon plume (former UST's and associated oil-tunnels) have been œmoved and will not continue to add to the hydrocarbon plume. A 12' buffer zone has been established between the top of the in-place hydrocarbon plume and the ground surface. A concrete patio is proposed for this area, which will serve as a cap over the hydrocarbon plume limiting water infiltration in this area. SoEI utilized the computer-modeling program RBCA Tool Kit for Chemical Releases version 1.2 (RBCA Tool Kit) produced by Groundwater Services, Inc. for the risk analysis at this site. The RBCA Tool Kit is based on the ASTM document PS-I04, Standard Provisional Guide for Risk- Based Correction Action. The RBCA Tool Kit consists of a series of Microsoft Excel spreadsheets that site-specific data is inputted into for each potential exposure pathway at the site for each constituents of concern (CaC's). I'otential Exposure Pathways Since there are no permanent structures directly over the soil plume, no contaminated surface soil and no surface water within !j.¡ mile of the site, the potential exposure pathways for the cac's were narrowed down to the following: I I I I I I I I I I I I ,I I I I I I I SOILS ENGINEERING, INC. C~rarter School Area, Sandstone Education Center File Number 99-9105 January 30,2001 Page 5 SOURCES AJlfected Subsurface Soil - EXPOSURE P ATHW A Y Leaching to Groundwater Volatilization to Surface Air Inhalation The Exposure Pathway Flowchart is attached in Appendix B and shows a graphic representation of the potential Exposure Pathways at this site. Affected Subsurface Soil The affected soils containing petroleum hydrocarbons are present :fÌ'om a depth of approximately 12' to 35' below ground surface (bgs.) in the area of the former brick UST's and beneath the former oil tunnels. Groundwater has been reported to be at a depth of approximately 220' bgs. beneath the site in reports prepared by the Kern County Water Agency. This leaves a non- impacted area of soil approximately 185' thick before the present petroleum hydrocarbon plume ever reaches the groundwater beneath the site. According to the soil borings conducted at the site the majority of the petroleum hydrocarbon impacted soils are Silty Sand, Sandy Silt and Silty Clay with low permeability. Intervals of more permeable sand and intervals of silts and clays are expected at greater depths. Petroleum hydrocarbons in low to moderately permeable soils are less likely to migrate unless a continual contaminate source is present or water infiltration occurs into the vadose plume. Since the source of the petroleum hydrocarbons (the UST's) has been removed no additional petroleum hydrocarbons are expected to enter this area. Since this area will be covered with concrete the amount of rainwater infiltration into the existing residual petroleum hydrocarbon plume will be very minor, further reducing the potential for the plume to nrigrate deeper. The nearest drinking water well (California Water Service Station 98-01) to the plume area is over 1000' to the southeast (down-gradient) and completed in a zone hundreds of fe4~t deeper than the base ofthe plume. So the threat to a nearby drinking water source appears to be extremely low. Constituents Of Concern The constituents of concern (COC) at this site are the volatile organics benzene, toluene, etJb.ylbenzene, and xylenes (BTEX), along with acetone and ispropylbenzene (cumene) reported in the subsurface soil samples collected at this site. The Polynuclear Aromatic Hydrocarbon (PAll) naphthalene was also included as a cac, since it was reported at 12 parts per million (ppm) in the soil sample TI-16'-BTM. Total petroleum hydrocarbons (TRPH, TPHd and TPHc) concentrations reported in the soil samples collected at the site were not included in this risk analysis in accordance with ASTM E 1739 - 95 Standard Guide for Risk-Based Correction A(;tion Applied at Petroleum Release Sites (section 6.4.3). The highest reported concentrations of the cac's :fÌ'om the soil samples analyzed :fÌ'om the excavation and soil borings were inputted into the risk analysis calculations. The maximum concentration for each cac are presented in the RHCA Tool Kit Source Media Constituents of Concern (COC's) spreadsheet included in Appendix B. CII!arter School Area, Sandstone Education Center File Number 99-9105 January 30, 2001 Page 6 Rñsk & Hazard Modeling & Calculations After inputting the site-specific data (COC concentrations, soil characteristics, groundwater de:pth, plume dimensions, etc.) into the RBCA Tool Kit program the risk and hazard for each potential pathway at a residential site (or school site) was calculated. For a residential site an ac:ceptable individual COC risk is 1 x 10-6 and a cumulative COC risk of 1 x 10-6. For a residential si1te an acceptable hazard quotient and hazard index is 1.0. Two different RBCA Tool Kit Soil to Groundwater Leaching transport modeling options were evaluated at this site. The first transport modeling utilized the ASTM model with soil attenuation and first order biodecay (with default values). The second transport model utilized the ASTM model with only soil attenuation. The risk analysis utilizing biodecay shows that the vadose plume never reaches the groundwater and therefore the cumulative risk and the total hazard to the groundwater beneath the site is so small that it is not calculated (NC) in the Tier 2 Baseline Risk Summary Table. Not utilizing the biodecay factor the cumulative risk to the groundwater beneath the site is an acceptable 2.1 x 10.9 and the total hazard index is an acceptable 0.00063. So utilizing either ASTM transport model it appears that this vadose plume can be left in-place without an elevated risk or hazard to the groundwater beneath the site. The calculated individual and cumulative COC risk and hazard quotients and hazard index for each pathway at the site are shown on the Tier 2 Baseline Risk Summary Table. Since 2 different transport models were evaluated, the resulting two (2) Tier 2 Baseline Risk Summary Tables are attached as Table 2 (without biodecay) and Table 3 (with biodecay). Other tables and graphics from the RBCA Tool Kit are included in Appendix B (without biodecay). The Outdoor Air Exposure Pathway had acceptable risks and acceptable hazards for both transport models. The Indoor Air Exposure Pathway was not evaluated since no permanent structures are present over the plume area. As stated above, the Groundwater Exposure Pathway had acceptable risk and hazards calculated utilizing both ASTM transport models. The Surface 'Nater Exposure Pathway and the Soil Exposure Pathways were not evaluated since no surface water or contaminated surface soil is present at or nearby the plume area. Site-Specific Target Levels Utilizing the RBCA Tool Kit site-specific cleanup levels can be calculated. According to the Soil (12' to 35') Site-Specific Target Levels (SSTL) attached in Appendix B and presented as Table 3, the groundwater beneath the site may be threatened when average benzene concentrations are >7 ppm, toluene is >750 ppm, ethylbenzene is >630 ppm, xylenes are >500 ppm, naphthalene is >620 JPpm, acetone is >950 ppm and ispropylbenzene (cumene) is >9.1 ppm in the soil plume. The maximum concentration reported on each of these COC's is less than these concentrations. The SSTL's for the COC's are not exceeded in any of the soil samples. Charter School Area, Sandstone Education Center File Number 99-9105 January 30,2001 Page 7 DISCUSSION No elevated risk or hazard according to the RBCA Tool Kit calculations are present at this site. The cumulative risk for all pathways (air and groundwater) is 4.6 x 10-9 and the cumulative hazard index for all pathways is 0.00095, both acceptable values for a residential site « 1 x 10-6 and <1.0, respectively). According to the RBCA Tool Kit calculations there is no elevated threat to on-site occupants or to the groundwater beneath the site. RECOMMENDATIONS SEI recommends the implementation of the natural attenuation remedial alternative suggested in the Remedial Action Plan (RAP). dated May 10, 2000, with the placement of an asphalt or concrete cap over the in-place petroleum hydrocarbon plume. The concrete cap is scheduled to be constructed during the next few months.
