CONDITIONS AS FOLLOW:
1. It is the responsibility of the Permittee to obtain permits which may
be required by other regulatory agencies prior to beginning work.
2. Tank closure activities must be per Kern County Health and Fire
Department approved methods as described in Handbook UT-3d.
3. If any contractors other than those listed on permit and permit
application are to be utilized, prior approval must be granted by the
specialist listed on the permit.
4. Tank removal contractor must have a qualified company employee on-site
supervising the actual tank removal.
5. Any deviation from sample locations and numbers or constituents to be
sampled for which are described below and in Handbook #UT-30 must
receive prior approval by the Health Department.
a. a minimum of two samples must be retrieved beneath the center of
the waste oil tank's original location at depths of approximately
two feet and six feet.
6. a. All samples must be analyzed for benzene, toluene, xylene, total
petroleum hydrocarbons, total organic halides, oil and grease and
lead.
7. Copies of transportation manifests must be submitted to the Heal th
Department within five days of waste disposal.

10.
All applicable state laws for hazardous waste disposal, transportation,
or treatment must be adhered to. The Kern County Heal th Department
must be notified before moving and/or disposing of any contaminated
soil.
Permittee is responsible for making sure that "tank disposition
tracking record" issued with this permit is properly filled out and
returned within 14 days of tank removal.
Advise this office of the time and date of the proposed sampling with
24 hours advance notice.
Results must be submitted to this office within thre~ days of analysis
completion.

Dear Mr. Hartenberger:
Subsequent to our meeting on Friday, March 6, 1987, I have
reviewed the information I received from you regarding the
underground tanks that were, or are, located at the southwest
corner of Truxtun Avenue and "Q" Street.
As I understand, the two tanks were installed in late 1969 for
a Union 76 service station. The station operated for about nine
years and was then demolished. At this time the tanks were
supposed to have been removed. Attachment A shows the location
of the two tanks relative to the station and nearby roads.
Concerns by the Kern County Health Department and the City of
Bakersfield have arisen regarding possible contamination below
the tanks and whether or not the tanks were actually removed
when the station was demolished.
I am proposing the following site characterization plan to answer
the above questions. This plan would be completed in phases.
The sediments underlying the property are Quaternary fan deposits
which consist of clay, silt, sands, and gravels deposited principally
by the Kern River. The depth to the primary groundwater table
below the property was about 150 feet in the spring of 1986.
No known shallow groundwater (less than 20 feet below the surface)
exists below the property.

Phase I of my proposal consists of two test holes. Test Hole
No. 1 would be located in the center of the eastern tank, half
way between the fill tube and pump tube (see Attachment A). ,Test
Hole No. 2 would be located in a similar location on the western
tank. The test holes would be drilled vertically to a depth
of approximately 6 feet below the bottom grade of the tanks
(~15 feet).

Samples would be collected at 2 feet and 6 feet below the bottom
grade and the tanks in both test holes. Analyses of the samples
and drilling of the test holes will verify the removal of the
tanks and whether or not contamination has occurred. Samples
would be taken by split spoon sampler. Samples would be analyzed
by a State Certified laboratory. The flight auger would be stearn
cleaned between holes and sample equipment cleaned between samples.
Samples would be analyzed for B.T.X. and T.V.H.
If contamination was found below the tanks, a further study
(Phase II) would have to be undertaken which would furnish the
data needed to identify the lateral and vertical extent of soil
contamination and the degree of contamination.
Sampling and sample management of soil samples would be in accord
with the sampling, planning, methodology, and equipment, and
the sample processing, documentation, and custody procedures
specified by the Environmental Protection Agency.
All work on the project would be in cooperation with' the Kern
County Health Department and the City of Bakersfield.
The estimated cost for Phase I would be as follows:
