HomeMy WebLinkAboutRES NO 143-89RESOLUTION NO. 14B-89 RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE URBAN FORESTRY GRANT PROGRAM FOR TREE ACQUISITION FOR THE WESTCHESTER STREETSCAPE PROJECT. WHEREAS, the people of the State of California have enacted the California Wildlife, Coastal, and Park Land Conservation Act of 1988, which provides funds to the State of California and its political subdivisions for urban forestry programs; and WHEREAS, the State Department of Forestry and Fire Protection has been delegated the responsibility for the admini- stration of the program within the state, setting up necessary procedures governing application by local agencies and non-profit organizations under the program; and WHEREAS, said procedures established by the State Department of Forestry and Fire Protection require the applicant to certify by resolution the approval of application(s) before submission of said application(s) to the state; and WHEREAS, the city of Bakersfield, "City", wishes to assist in the development of a streetscape along "F" Street, south of Golden State Avenue and north of 24th Street for the purpose of beautification of the City of Bakersfield; and WHEREAS, the City wishes to enter into an agreement with the State of California to carry out a tree planting project; and WHEREAS, a maintenance district will be setup for ongo- ing maintenance of the project. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Bakersfield as follows: 1. The filing of an application for the Westchester Streetscape under the California Wildlife, Coastal, and Park Land Conservation Bond Act of 1988, state grant assistance for the above project(s) in hereby approved; and 2. Funds held by Westchester Village merchants and grant funds will be sufficient to operate and maintain the project(s); and said 3. Funds under the jurisdiction of Westchester Village merchants administered through the City of Bakersfield, are available to begin the project; and 4. City will expend grant funds prior to the estab- lished deadline for grant program; and 5. The installation of the trees will include a water sprinkler and electric outlet system for lighting and maintenance. The street scape project will brick existing crosswalks and install a brick pattern around the base of the trees planted along the "F" street traverse. As we are seeing our project coming closer to reality, it is time to take care of other details, including establishment of e maintenance district to cover the continuing care of the tree once they are planted. To that end, this organization is hereby requesting that a maintenance district be established for this purpose. The district borders (shown on an attached map) would be as follows.. ,South - 25rd Street East - "H" Street North - Golden State Highway West - Encina St., to Bay St., to 28th St., first alley to 50th St., follow parklng lot north to Go]den State. We have obtained from the Kern County Assessors Office a list of the property owners within these borders, and are ready to contact them to gat their required approvals.
