It further requires that the "test method shall be third party certified, in accordance with section 2643(f), for the capability of detecting both vapor and liquid phase releases from the underground storage tgank system. The enhanced leak detection test method shall be capable of detecting a leak rate of at least 0.005 gph or less, with a probability of detection of at least 95% and a probability of false alarm no greater than 5%." Concept Tracer Tight® is a unique method of testing underground storage systems for tightness. A unique chemical called a tracer is added to the product stored in the tank. The tracer is an inert chemical that evaporates readily from the fuel. After tracer is added to the system, it is distributed between the vapor and liquid inside the tank. Use of the system carries the tracer throughout the piping. If any small leak exists in the system, the tracer is alIowed to escape from the system, either as a vapor or as a dissolved component of the liquid. Once outside the system, the dissolved tracer evaporates from the liquid and the tracer vapors begin to migrate away from the location of the leak in all directions. After an appropriate waiting period, the tracer vapors are detectable at least ten feet or more away from the leak in all directions. Samples of air collected from the soil within the radius of detection of the tracer reveal the leak as a presence of the tracer chemical. Because the tracer chemical is not normally found in the environment or in fuel products, the Tracer Tight® method is able to discriminate between previous contamination and current leakage. e e Method Description The process is described in the following steps: · Preparation · Probe Array Installation · Inoculation · Sample Collection · Sample Analysis · Reporting Preparation Upon arrival at the site, the Tracer crew reviews the tank information that has been made available and uses this information to plan the installation of the sampling probe array. If as built plans or site plans have not been made available the crew inspects all accessible portions of the system to learn as much as possible about the location of all UST system components. If the site is under remediation, soil vapor extraction systems, air sparging systems and bio-venting systems must be turned off during the test. Probe Array Installation Sampling probes consisting of %" schedule 40 PVC are installed within ten horizontal feet of all possible leak locations. In situations where tank pits and piping trenches do not contain engineered backfill (pea-gravel), the sampling probes are installed within five horizontal feet of all possible leak locations. Tank probes are installed along the outer long-side of each tank, generally at a depth within two feet of the tank bottom (or just above the water table if applicable). Additional probes may also be installed near appurtenances along the tank ridge, but these are not required, but highly recommended in order to assist in identifying the source of potential vapor leaks. Piping probes are placed along the product distribution, vapor recovery and vent piping trenches, generally at a depth of two feet below grade. Probes are installed by coring a hole in the pavement and inserting a sampling probe into the excavation zone of the tank or pipe using soft excavation techniques. The top of each probe is fitted with a PVC sampling cap that will be used later for soil vapor extraction. .. <.,- e e Inoculation Inoculation is the process of adding chemical tracer to product in the system to be tested. Product is inoculated with a predetermined amount of tracer, thoroughly mixed in the tank and transferred throughout the piping system. Systems that will receive more than one tank volume in deliveries during the first three days following the inoculation receive enough of the tracer to inoculate all of the fuel that will be received during that period. Sample Collection After the appropriate waiting period of seven to fourteen days after system inoculation, vapor samples are collected from all sampling probes. Additional vapor samples may be collected from sumps containing UST components and from the interstitial spaces of double walled components. Air blanks are also collected to confirm any possible detections of tracers. Sample Analysis Samples are analyzed using a laboratory grade gas chromatograph (GC). The GC is calibrated using an external gas standard. Samples are analyzed by direct injection into the GC. The results are evaluated by compar:ison to the analytical standard. Whenever tracer is detected in the subsurface samples, blanks are run to validate the tracer detection. This does not apply to large propane tanks, only propane exchange systems. Over the past two years this office has noted a dramatic increase in the propane exchange system in the city of Bakersfield. It has also been noted, with great concern, that many of these installations are a clear violation of the UFC (Uniform Fire Code) and represent a danger to public health and safety. Accordingly, procedures for storage of propane cylinders awaiting use, resale or exchange, have been adopted through BMC (Bakersfield Municipal Code) and adoption of the 2001 UFC. The procedures are as follows: Storage outside of building for propane cylinders (1,000 pounds or less) awaiting use, re-sale, or part of a cylinder exchange point shall be located at least 10 feet from any doorways or openings in a building frequented by the public, or property line that can be built upon, and 20 feet from any automotive service station fuel dispenser. (Note distance from doorways increases when cylinders are over 1,000 pounds cumulatively.) Cylinders in storage shall be located in a manner which minimizes exposure to excessive temperature rise, physical damage or tampering (Section 8212, California Fire Code, 2001 Edition). Investigation to determine the presence and extent of the fuel oxygenate methyl tertiary butyl ether (MTBE) has not been conducted. By our letter dated 3 September 2002, we informed Sun Valley Oil Company that it would be necessary to perform additional site assessment. We requested that a work plan to define the vertical and lateral extent of MTBE in soil be submitted by 3 December 2002. We understand that Fleet Card Fuels purchased the subject site when they purchased the gasoline division of Sun Valley Oil Company. We discussed the case with you by telephone on 30 April 2003. You requested copies of our correspondence to Sun Valley Oil Company and we provided the copies. As of the dat~ of this letter, we have not recei~ed further communication fro~ you and you have not submitted the work plan for additional site assessment. The work plan is overdue. Contact us by 21 October 2003 to discuss your situation. The subject site is in close proximity to California Water Service Company well station No. 75, currently inactive due to the detection of MTBE above California Drinking Water Maximum Contaminant Levels. We requested additional investigation to determine whether the subject site is a source of the MTBE detected in this community water supply well. As the responsible party or their representative, you must implement corrective action in a timely manner. By our letter dated 3 September 2002, we informed you that it would be necessary for you to perform additional site assessment. We requested that you submit a work plan to define the vertical and lateral extent MTBE in soil by 3 December 2002. As of the date of this letter, we have not received the work plan. (EnecoTech) and correspondence concerning the project. The'site is approximately 4.5 miles south of the Kern River. The (unlined) East Branch Canal borders the site on the south. Depth to regional groundwater is approximately 180 to 200 feet based on regional maps included in Improvement District No.4 2001 Report On Water Conditions dated 1 February 2002 and published by the Kern County Water Agency, Bakersfield. The site was developed by the present owner, Sun Valley Oil Company, as a mini-'mart and retail fueling facility during the 1960s. The site utilizes two 10,000-galfon gasoline USTs and one 10,000-gallon diesel UST, six gasoline dispensers, two diesel dispensers, and associated piping. Eight soil samples were collected from beneath the product lines and dispensers during December 1994 during UST relining and product line replacement. The results of sample analysis indicated that a release had occurred. California Environmental Protection Agency r;:, "<:1 Recycled Paper ? . Mf~ Duke Askew e -2- . 3 September 2002 Further investigation was conducted by EnecoTech during March and April 1995. Nine soil borings were drilled and sampled. This investigation demonstrated that gasoline constituents were present in soils to a depth of approximately 70 feet bgs and that impacted soil extended laterally to the' south end of the UST area and dispenser islands. The lateral extent to the north and west remained undefined. Total Petroleum Hydrocarbons as gasoline (TPH -g) and benzene were detected in soil samples at concentrations up to 24,000 and 340 milligrams per kilogram (mglkg). Toluene, ethylbenzene, and xylenes were also detected. Total petroleum hydrocarbons as diesel (TPH-d) was not detected in the soil boring drilled near the diesel dispensers. The highest concentra40ns of gasoline constituents were detected in borings drilled in the northwest portion of the site, .including the northern two dispenser islands and surrounding area. EnecoTech posits that an ellipsoidal area 70 feet by 60 feet underlain by soil with concentrations of 10,000 mglkg or greater is present beneath the site. The investigation is documented by EnecoTech's Site Assessment Report dated 7 June 1995. EnecoTech prepared Work Plan For Soil Assessment dated 30 January 1996 to determine the la~ral extent of impacted soils to the north and west of the site. The work plan was not implemented. By a letter dated 5 August 1999, the CBFD determined that appropriate response actions had been completed, and that no additional investigation or remedial action was necessary. The CBFD referred the case to our agency for regulatory oversight by a letter dated 21 June 2002. The referral was made because the cased was inadvertently closed without analysis for MTBE and because California Water Service Company's (CWSC) well station #75 is less than 1,000 feet east of the site. Comments Based on previous investigation, a release from the former UST system has degraded soil and threatens the beneficial uses of groundwater. A relatively large mass of gasoline-range petroleum hydrocarbons remains in subsurface soils to a depth of approximately 70 feet bgs. The lateral extent of impacted soils in undefined to the north and west. Previous investigation did not determine the concentration and extent of the fuel oxygenate MTBE. Four CWSC (municipal water supply) wells are within 2,500 feet of the site. The closest CWSC wells are station No. 75, approximately 4000 feet east of the site, and station No. 133, approximately 1,800 feet east-southeast of the site. MTBE has been detected at concentrations of 1.4 to 5~2 micrograms per liter (µgIL) in samples collected from well station #75 during three monitoring events conducted during 1999 and 2000. The California Drinking Water Secondary Maximum Contaminant Level for MTBE is 5 µgIL. Your site is a potential source of the MTBE detected in station No. 75. It will be necessary for you to determine the vertical extent of MTBE in soils beneath the site. Prior to 3 December 2002, please submit a work plan to assess the vertical extent of MTBE in soils beneath the former USTs. At least two soil borings should be proposed. The full vertical extent of soils impacted by MTBE should be demonstrated by the analysis of two consecutive samples lacking field evidence of petroleum hydrocarbons ai:1d fuel oxygenates. This will necessitate investigation below the known extent of impacted soils (70 feet bgs). The content of the work plan should comply with the enclosed Tri-Regional Board Staff Recommendations for Preliminary Evaluation and Investigation of Underground Storage Tank Sites and Appendix A-Reports Tri-Regional Board Staff Recommendations for Preliminary Evaluation and Investigation of Underground Storage Tank Sites. The work plan should include a time schedule to implement the plan and submit reports. Soil samples collected during the investigation should be analyzed for TPH-g by EPA Method 8015M, benzene, toluene, ethylbenzene and xylenes (BTEX) and MTBE by EPA Method 8021 or 8260, the lead scavengers 1,2-dichloroethane (l,2-DCA) and ethylene dibromide (EDB), and the fuel oxygenates MTBE, tertiary amyl methyl ether (TAME), di-isopropyl ether (DIPE), ethyl tertiary butyl ether (ETBE), and tertiary butyl alcohol (TBA) by EP A Method 8260. Selected soils· samples should also be analyzed for total lead. The enhanced leak detection test method shall be capable of detecting a leak rate of at least 0.005 gph, with a probability of detection of at least 95% and a probability of false alarm no greater than 5%. 3) Owners and operators subject to the requirements of this section shall have a program of enhanced leak detection reviewed and approved by the local agency within 6 months following notification by the board. The enhanced leak detection shall be implemented no later than 18 months following receipt of notification from the board and repeated every 36 months thereafter. 4) Owners and operators of underground storage tanks subject to the requirements of this section must notify the local agency at least 48 hours prior to conducting the enhanced leak detection test unless this notification requirements s waived by the local agency. 5) Owners and operators of underground storage tanks subject to the requirements of this section shall submit a copy of the enhanced leak detection test report to the board and the local agency within 60 days of completion of the test. '" ~.. e e 6) Owners or Operators of a UST system shall have the system fitted with under-dispenser containment, or an approved under- dispenser spill containment or control system according to the following schedule: a) At the time of installation for systems installed after January 1,2000. b) By July 1,2001, for systems installed after July 1, 1987 that are located within 1,000 feet of a public drinking water well, as identified pursuant to the state Geographic Information System mapping database. This well is within 1000 feet of the underground storage tanks (U.S.T.'s) located at the above referenced site. MTBE was not tested for at the time of the original leak investigation in 1995. The case was subsequently closed on August 5, 1999 without further assessment perfonned for MTBE in particular. Your facility has been identified as not having secondary containment on at least one of your underground storage tank components and as such falls under section 2637.(1) of the California Code of Regulations, Title 23, Division 3, Chapter 16; As an alternative, the owner or operator may submit a proposal and workplan for enhanced leak detection to the local agency, by July 1, 2002; complete the program of enhanced leak detection by December 31, 2002; and replace the secondary containment system with a system that can be tested in accordance with this section by July 1, 2005. The local agency shall review the proposed program of enhanced leak detection within 45 days of submittal or re-submittal." INC. · INTRODUCTION This report contains information pertinent to thé successful operation of the cathodic protection system located at Téxaco Food Marl 726 Uníon Avenue, Bakersfield, California, including present and historical data, system specifications, survey procedures and recommended maintenance program. BACKGROUND The impressed current cathodic protection system installed at this facility in 1994 consists of the following items: · Four 3-inch diameter x 60-inch long graphite anodes installed in one lO-inch diameter x 40-foot deep cathodic protection well. The well is backfilled with petroleum coke breeze and vented to the surface via pve piping. A traffic-rated road-box is placed over the anode well. The anode5 are connected to the rectifier by a header cable. · One Good-All rectifier rated at 50 volts and 12 Amperes (DC). · Miscellaneous electrical fittings and cathode header cable. SURVEY PROCEDURES The following procedures were followed during the armual survey: · The rectifier was inspected and the operating voltage and amperage were noted. · Structure-to-soil potentials were measured with a digital voltmeter connected between the structure and a saturated copper-copper sulfate reference electrodé in contad with the earth. Test point locations are listed on the attached data sheets. · During the above procedure the tap settings on the rectifier were adjusted as needed to ensure that sufficient protective current is being applied to the underground metallic structures at this facility. Rectifier output (DC volts and amperes) and potential measurement data for each test location are shown on the enclosed data sheets. CONCLUSIONS AND RECOMMENDATIONS Based upon our visual inspection and the data obtained during the survey, Corrosion- Electrical Services, Inc., concludes the following: · The cathodic protection system is operating as designed and the underground tanks and associated piping are receiving adequate proteçtive current. · Corrosion-Electrical Services, Inc., recoIDJ11et1ds that the rectifier data (volts and amps) be recorded weekly on the attached Rectifier Data Sheet and mailed or faxed to CorrosiQn-Electrical Services, Inc., on a quarterly basis. Current Unifonn Fire Code and guidelines, set forth by the Bakersfield Fire Department, Office of Environmental Services does allow for unsupervised dispensing under the following conditions. These conditions are as follows: Unsupervised dispensing is allowed when the owner or operator provides, and is accountable for daily site visits, regular equipment inspection and maintenance, including any unauthorized release or spills, posted instructions for the safe operation of dispensing equipment, and posted telephone numbers for the owner or operator. Signs prohibiting smoking, prohibiting dispensing into unapproved containers and requiring vehicles engines to be stopped during fueling shall be conspicuously posted within site of each dispenser. In addition, a sign shall be posted in a conspicuous location reading: In case of spill or release: 1. Use Emergency Pump Shut-off 2. Report the accident 3. Fire Department telephone number 4. Facility address During the hours of operation, stations having unsupervised dispensing shall be provided with a fire alann transmitting device. A telephone not requiring a coin to operate is acceptable. The fuel leak detection system must have a remote or phone modem to insure off site monitoring during hours of unsupervised dispensing. During hours of darkness, sufficient ~~y~ ~ ~~ .¥OP uØbOPe y~ A ~~" · e lighting must be maintained so that all signs associated with fueling operation are conspicuous and readable. A 5 gallon container of an absorbent material used for spills must be made available to the public during hours of unsupervised dispensing. A fire extinguisher with a minimum 2 A 20 BC rating, must be located on dispenser island during hours of unsupervised dispensing. In addition to the above requirements, the following infonnation is required: 1. Emergency Response Procedures 2. Employee Procedures 3. Sample fonns, (see attachment) shows all the necessary infonnation which must be provided to the City of Bakersfield, Office of Environmental Services. You may use any fonnat you wish, provided that all the infonnation requested is supplied. OPERATOR GUIDELINES EMERGENCY RESPONSE PROCEDURES CARDLOCK OR UNSUPERVISED DISPENSING Daily Inspection: 1. Check for small spills 2. Place absorbent on the spill immediately 3. Clean up absorbent within one hour 4. Check for hoses lying on the ground 5. Look for other tripping hazards and remove 6. Ensure fire extinguishers are in place and inspect daily 7. Check quantity of absorbent material daily Spill: 1. Detennine the source of spill or release 2. Stop the flow of product 3. Hit emergency shut-off valve 4. Stabilize the area 5. Extinguish any smoking material 6. Locate nearest fire extinguisher 7. Use absorbent or spill pack to keep any product out of water source or sewers 8. Isolate the hazard area-deny entry to non-emergency personnel. - . Containment: 1. Contain the spill totally with a spill pack and/or absorbent 2. Never use water 3. Iflarger than can be immediately contained, go to step #4 4. Contact the local fire department. 9-1-l. 5. Notify company management personnel Fire: 1. Gasoline fire extinguishers located on dispenser islands 2. Remove Pin 3. Point to the bottom of the flame and squeeze handle 4. Call fire department even if fire is put out. (9-1-1) 5. Isolate and deny entry, except for emergency personnel 6. Notify company management personnel Earthquake Response: 1. Make sure gasoline inventories are secure 2. If there are any signs of structural damage to the control room or island canopy, keep everyone away from the danger area. If danger is imminent, shut down facility operations until it has been deemed safe to continue. CARDLOCK/UNSUPERVISED DISPENSING EMPLOYEE TRAINING GUIDELINES Employee Training: 3. General The Maintenance Supervisor/Health & Safety Director or designated person will train all new employees on the safe handling of hazardous materials, proper emergency response coordination, and the use of emergency response equipment and supplies. Additionally, the manager will coordinate refresher training programs for all employees on an annual basis. 4. Procedures for Safe Handling of Hazardous Materials a. Employees will be informed of the health and safety hazards involved with the handling of gasoline and diesel. b. Employees will be careful not to spill gasoline or diesel onto themselves or on the ground. c. Employees will not smoke, light matches, cause sparks, or take action which could ignite flammable liquids or vapors. 5. Procedures for Emergency Response Coordinator a. Employees will be familiar with the emergency response procedure outlined in company emergency response plan. . . b. c. Employees will know the location and operation of electrical shut-off switches dispenser shut-off valves. Employees will know the location of how and when to use dry chemical fire extinguishers that are located on the premIses. Employees will know the location of the nearest storm drain(s) and the location of absorbent materials to be used to prevent spills reaching the storm drain(s). Employees will be familiar with the kinds of emergency situations, which will warrant immediate evacuation of the premIses. d. e. 1. Any gasoline, diesel or other type of fire. 2. Any spill, leak or vapor leak that has the potential for igniting or exploding. 3. Any spill or leak when employees or customers notice gasoline vapors or spills. Employee Training Records: The manager or Health and Safety Supervisor will be responsible for documenting and retaining the types and dates of the "training"for at least 5 years. By this letter, you are hereby notified that you have thirty (30) days, November 11,2000, to conform to the guidelines set forth. Identify how frequently the monitoring equipment is tested/checked for operational status. Indicate each piece of equipment separately. 4) Identify how often the tank(s) are monitored on site (i.e. daily, continuously). Describe the training needed to provide to the operator(s) of the underground storage tank for the proper operation of both the tank system and the monitoring equipment. 5) All equipment used in implementing the monitoring program shall be installed, calibrated, operated and maintained in accordance with manufacturers instructions, including routine maintenance and service checks. 8) You must develop a reporting fonnat/log that incorporates the following infonnation: f) Verification of Equipment Testing g) Reporting/Recording when Alann is Indicated h) Maintenance Perfonned These reports/logs must be submitted to the Bakersfield Fire Department on a annual basis.
