A. Tanks:
I, The fuel tank to be installed at the Bakersfield Municipal Airport shall have a total
capacity of 12,000 gallons.
2. Steel tank openings shall be threaded except for detector tube.
3, The protected above-ground tank shall be furnished as a complete, factory
prefabricated unit, meeting UL-2085 requirements and the Uniform Fire Code
(UFC) Standard A-Il-F 1, latest edition,
4, Primary containment of not less than 3/16 inch steel capable of on-site pressure
testing for verification of primary tank integrity, An external protective shell shall
be 10 gage steel.
s. Insulation shall be 3 inch to 6 inch thick monolithic lightweight concrete or equal,
meeting the requirements ofUL-2085.
6. The secondary containment must have the capability of physical monitoring for
leaks from the primary containment, field pressure testable and containing a means
to remove liquid. Secondary containment may be inside or outside of the
thermal/physical protective material as submitted, tested and certified by UFC 79-7
for the tank manufacturer.
7, ' The exterior surface of the tank assembly shall be painted with one coat epoxy
primer and two coats of petroleum resistant epoxy coating. Color to be white.
8, The interior surface of the tank assembly shan be painted with two coats mil spec
M4556E epoxy coating for aviation fueling.
9, The entire tank assembly, including primary and secondary containment and
thermal/physical protective material, shall be warranted by the manufacturer for 30
years,
10. Primary containment shall be equipped with atmospheric and emergency vents.
II , All openings to primary and secondary containment shall be on top.
12, Tank assembly shall be equipped with Zone 4 seismic anchorage brackets, factory
tàbricated, which shall be attached to the concrete base slab and shall accept the
tank support to prevent horizontal movement.
13, When used for storage and dispensing of gasoline, tank shall be tested and
equipped with required fittings to meet CARB requirements,
14. Contents shall be identified and tank shall be labeled as required by the City Fire
Department.
15, Tanks requiring vapor recovery shall be equipped with two-point delivery systems.
B, Fill lines:
-I, _ Tank shall have low fill connection point with secondary containment.
2, Fill lines on tank shall be equipped with overfill shut-otfvalves. Valves shall be
designed to be operated on above-ground tanks, provide a positive shut-off and be
set at ninety percent (90%) of tank capacity,

C. Piping:
), All product piping shall be schedule 40 galvanized steel.
2. All exposed piping and electrical conduit shall be primed and painted with finish
coat matching color of above ground storage tank.
D. Dispensers:
I . The fuel tank shall be equipped with one submersible pump with floating suction
and one dispenser located at one end of the tank as approved by the General
Services Superintendent. The dispensers shall have a maximum flow rate of22
gpm,
2, Shear valves must be installed on lines under each pump, The dispensers shall meet
all applicable codes,
3, Fueling nozzle shall be 1" aviation overwing,
4, Hose reel shall be spring be spring rewind with)" x 50' aviation hose.
5, Static grounding reel shall be spring rewind with 50' plastic coated, non-kinking
cable.
E. Card Reader I Control Unit:
I , The fuel tank system shall be equipped with one card reader / control unit, located
at one end of the tank, as approved by the General Services Superintendent.
2, System shall be configured to control a minimum of two dispensers.
3, System shall be capable of accepting a multiple number of credit cards (i.e.
MasterCard, Visa, American Express, Discover, Oil Companies and Private cards
for local accounts),
4, The card reader I control unit shall be Applied Technology Model 1000 or equal.
F. Electrical:
I , All electrical shall conform with NEC latest edition Group 11, Class 1.
2, Manufacturer shall provide all required electrical requirements and diagrams to the
City, Electrical service to the concrete pad shall be done by City.
3, Emergency disconnect shall be installed approximately 25 feet from the tank by
City.
G, Telephone:
1, If required for the card reader / control unit, telephone service shall be supplied to
the concrete pad by others.
H, Concrete Pad:
. ) , City shall construct concrete pad for tank prior to delivery.
2, Manufacturer shall provide City with seismic calculations and concrete pad
requirements, including: dimensions; concrete strength; rebar size and layout; bolt
size, type and location; conduit for electrical/telephone size, type and location.

I, Permits:
1 , City of Bakersfield shall obtain the necessary permits from the City Fire
Department and Building Department.
2, Manufacturer/supplier shall obtain permit from the San Joaquin Valley Unified Air
Pollution Control District and others as required, except those listed above.
J, Testing:
3, Before tank is fueled, an air test must be performed per manufacturers
specifications.
4, Under no circumstances should test pressure on primary or secondary tank areas
exceed 5 PSI. Test must be witnessed by regulatory agency and by owner's
representative,
5. San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) testing
will be per requirements of Authority to Construct (A TC) issued by the Air
District,
6, All test result documentation to be submitted to owner or their representative prior
to final acceptance 'of tank assembly.
7. All pumping units shall be tested, calibrated and sealed by qualified individual. If
required by owner and/or regulating agency, Weights and Measures shall be
notified,
8. Manufacturer shall provide onsite startup assistance for tank, pumping system and
card reader / control unit.
K. Manufacturers:
I. The fuel tanks shall be 1 st Fueling Systems, Enviro- Vault, Convault, or approved
equal. The manufacturer listed is to provide function and minimum quality and is
not intended to be exclusive, Other manufacturer's making products meeting the
requirements, of equal or better quality, may be substituted in accordance with the
specifications,
L. Shipping:
I. Tank and dispensing system shall be shipped FOB to the Bakersfield Municipal
Airport and set on the concrete pad by the manufacturer/supplier.
M, Quoted Price:
1, Quoted price shall be for one 12,000 gallon above ground tank and dispensing unit
per these specifications, Freight/shipping, placement on concrete pad and obtaining
required permit(s) shall be included in the quoted price.

SUBJECT: BAKERSFIELD MUNICIPAL AIRPORT ABOVE GROUND FUEL FACILITY
After installation of the 12,000 gallon above ground fuel facility and prior to operation, City
employees will install guard posts per Uniform Fire Code Section 8001.9.3
