Huey, Hazardous Materials Coordinato~' J- SUBJECT: Dye Check of Sewer Effluent from the Clarifier Locate at Sams Auto Parts and Machine Shop On September 14, 1993, the City Wastewater Department investigated the wash rack located at 2020 South Union Avenue, Bakersfield, California. The wash rack clarifier was checked by adding a green dye to a continuous flow of water into the clarifier, The sewer system manhole located on Union Avenue just south of the property in question was used as an observation point and the dye did show up in the sewer system. lam satisfied that this washrack is connected to the sewer system, and therefore does not pose a significant threat of soil or groundwater contamination~ REH/ed cc: M. J~(.;..4Y~~ {,,-9 SITE ASSESSMENT AUTO PARTS PROPERTY 2020 SOUTH UNION AVEN -'~ ," .-- BAKERSFIELD, CALIFORNIA INTRODUCTION An environmental site assessment has been made of the Sam's Auto Parts property located at 2020 South Union Avenue in Bakersfield, California. It is located in the southern portion of the city about one-quarter mile north of the intersection of South Union Avenue and White Lane. The property consists of roughly 0.6 of an acre located in the southwest quarter of section 8, T.30S., :¡ 'í R.28E., M.D.B.& M., Kern County, California (see Figure 1). . ~; " The purpose of this investigation is to determine if past or present land use activiti~s might be potential sources of envi- ronmental liabilities or haz~~dous materials on the property. The report was requested prior to transfer of ownership of the property. The objectives of this report were to evaluate the present property condition, inspect the site for hazardous materials, and to provide a general environmental assessment of the property. A subsurface investigation, including soil sam- pling with chemical analyses, was not included in this investiga- tion. ¡¡-,' f I f 1 "~ '~ ",<~J' e e ~~ .-,:,,_. ......~_..~--'--". -- -~.. . ___._.... þ"o ._ __., ____~_ __ CONCLUSIONS Based on available data, it is concluded that: 1. Except for the minor oil stained areas discussed in the report, no surficial evidence of hazardous materials were~bse~ved on the property. Almost the oil stained areas were on asphalt or concrete. 2, Aerial photograph reconnaissance for the years 1937, 1956, 1975,' 1981, and 1990 revealed no evidence of haz- ardous materials on the property in the past. No obvi- ous evidence of hazardous materials or operations which might threaten the property were observed in the vicini- ty. . '. ..~ 3. The surrounding properties showed no obvious surface evidence of hazardous materials or other environmental concerns that might threaten the property. 4. Based on the site geology, the property would not be classified as an environmentally sensitive site. 5. Under the limitations expressed herein, the property does not appear to contain hazardous materials or sig- nificantly contaminated asphalt or soil that is not described in this report. LIMITATIONS This investigation was performed using the degree of care and skill ordinarily exercised, under similar circumstances, by reputable geologists practicing in this or similar localities. Some of the information contained herein is based on conversa- tions with the Mr. Ed Jones, the present property owner. It is assumed that the information provided is accurate. No other warranty, expressed or implied, is made to the conclusions included in this report. This report is issued with the understanding that it is the responsibility of the owner, or of his representatives, to ensure that the information contained herein is brought to the attention of the regulatory agencies, if required. The findings of this report are valid as of the present date. Changes in the conditions of the property can occur with the passage of time, whether they be due to natural processes or the ¡ 1 ,I works of man on this or adjacent properties. Huey, Hazardous Materials Coordinator SUBJECT: Preliminary (Phase I) Assessmentof Sam's Auto Parts & Machine Shop Inc Per your request I have. completed a preliminary assessment of the property previously occupied by Sam's Auto Parts and Machine Shop located at 2020 S. Union Avenue. A review of the regulatory files indicated that strong alkaline hot dip tanks, as well as cleaning solvents had been used to clean parts on the property. The south side of the building had also been used to store battery acid (sulfuric acid solution) and both new and scrapped batteries. Although the acid presents an acute risk while being stored the long term environmental risks would be from possible lead contamination resulting from the leaching of used battery acid into the soil. This property is also bordered on three sides, (North, East and South) by the City of Bakersfield Municipal Airport. The Airport property immediately adjacent to the North and East property line fence is the area that had previously been classified as a toxic pit at the Bakersfield Municipal Airport. This toxic pit has been rem ediated, and officially closed by the Regional Water Quality Control Soard. A physical inspection of the property was completed on 6-11-93. In this inspection the following observations were made. The building contains both floor tile and ceiling insulation which may contain asbestos. The back and' side lots of the property have recently been slurry coated! This makes any previous discoloration or distressed soil indications very difficult to observe. The paving on the north side, adjacent to the building did show evidence of cracking and pealing of this fresh black top slurry coat however. The pavement in this area was sloped in a manner so as to carry drainage south off of the black top and away from the building. The soil just south of the black top surface on this side of the building did show a white discoloration, possible salt depositing or perhaps lead oxide. The North and East end of the property did show some soil erosion but nothing of any significance other than the property is immediately adjacent to a previous toxic pit site. The most significant observation made during the "walk through" was the presence of a clarifier on the East side of the building. This clarifier appears to have served as the wash rack for their parts cleaning operation and was most likely used in conjunction with the caustic hot tank operation as well as solvent tank cleaning of engine parts. One would expect the possibility of oil based contaminants, Benzene, Toluene, Ethylbenzene and Xylene (BTEX) , corrosive contaminants and metal contaminants to be associated with this parts cleaning operation. ~--- e -- ~-- e- ---- ...... --. Conclusion and Recommendations Before any consideration is given to the pos$ible purchase of this site I believe it is imperative that we identify where the effluent from the clarifier goes as well as the specific underground piping configuration of this device. Once that is determined and if the City is interested in pursuing the property further a Phase II Assessment would be recommended. The extended assessment should include soil samples in the area of the clarifier, depending upon the results of the clarifier effluent study. I would recommend these samples be tested for total petroleum hydrocarbon as oil and grease, BTEX, and a metals profile, Note: This could develop into a full blown site assessment and could probably be forced on the current property owner under existing environmental regulation. I would also recommend a minimum of two soil samples be obtained from under the black top at the one foot level, adjacent to the south end of the building and soil samples be obtained just south of the black top in this area at the six inch and two foot level and be tested for lead. BAKERSFIELD, CA 93307 ON SEPT. 27th THE FOLLOWING HAZARDOUS MATERIALS REGULATION VIOLATIONS WERE IDENTIFIED: 1) SEVERAL HAZARDOUS MATERIAL CONTAINERS NOT PROPERLY LABELED INCLUDING HOT TANKS, WASTE OIL, AND UNLABELED DRUMS ON NORTH SIDE OF PROPERTY: VIOLATION OF OSHA 1910,1200 (1) The chemical manufacturer, importer, or distributor shall ensure that each container of hazardous chemicals leaving the workplace is labeled, tag~ed or marked with the following information: (i) Identity of the hazardous chemical(s). (ii)Appropriate hazard warnings; and (iii)Name and address of the chemical manufacturer, importer, or other responsible party. (4) Except as provided in paragraphs (3) and (4) the employer shall ensure that each container of hazardous chemicals in the workplace is labeled, tagged, or marked with the following information: (i) Identity of the hazardous chemical(s) contained therein; and (ii)Appropriate hazard warnings. (5) The employer may use signs, placards, process sheets, batch tickets, operatin~ procedures, or other such written materials in lieu of affixing labels to individual stationary process containers, as long as the alternative method identifies the containers to which it e e is applicable and conveys the information required by paragraph (2) of this section to be on label, The written materials shall be readily accessible to the employees in their work area throughout each work shift. (7) The employer shall not remove of deface existing labels on incoming containers of hazardous chemicals, unless the container is immediately marked with the required information. (8) The employer shall ensure that labels or other forms of warnings are legible, in English, and prominently displayed on the container, or readily '~vailable in the work area throughout each work shift. Employers having employees who speak other languages may add the information in their language to the material presented, as long as the information is presented in English as well. 2) OPEN WASTE OIL CONTAINERS PRESENT: VIOLATION OF UFC 80.103(C) OK Defective containers which permit leakage or spillage shall be disposed of or repaired in accordance with recognized safe practices; no spilled material shall be allowed to accumulate on floors or shelves. 3) HOT TANK SOLUTIONS NOT INCLUDED IN YOUR INVENTORY VIOLATION OF CH. 6.96 CALIFORNIA HEALTH & SAFETY CODE 25509(A)(1-4) of The annual inventory form shall include, but shall not be limited to, information on all of the following which are handled in Quantities equal to or greater than the quantities specified in subdivision (a) of Section 25503.5: (1) A listing of the chemical name and common names of every hazardous substance or chemical product handled by the business. (2) The category of waste, including the general chemical and mineral composition of the waste listed by probable maximum and minimum concentrations, of every hazardous waste handled by the business. (3) A listing of the chemical name and common names of every other hazardous material or mixture containing a hazardous mat~rial handled by the business which is not otherwise listed pursuant to paragraph (1) or (2). (4) The maximum amount of each hazardous :0 e e material or mixture containing a hazardous material disclosed in paragraphs (1), (2), and (3) which is handled at anyone time by the business over the course of the year. 4) INADEQUATE HAZARDOUS MATERIALS TRAINING VIOLATION OF OSHA 1910,1200(H) (2) Training.
