1.0 EXECUTIVE SUMMARY
On May 19, 1999, the former Pick Your Part Auto Wrecking under went
soil remediation. A total volume of 437 cubic yards of Total Petroleum
Hydrocarbons and Lead impacted soil was excavated and transported off-
site for disposal at a Class 1 facility. The impacted soil was removed from
four (4) areas at the subject site, which were primarily located in the Scrap
section of the facility. Area #1 was around the vehicle crusher, Area #2
was the former engine pile, Area #3 was in front of small storage sheds at
the rear yard, and Area #4 was adjacent to the concrete pad next to the
service building (see site map).
A total of thirteen confirmation soil samples were removed from the areas
of the initial excavation (Areas #1. #2, #3, and #4). Confirmation samples
S-7 in Area # 1 revealed Total Petroleum Hydrocarbons (TPHs) (18000
mg/kg), Total Lead (TILC) (198 mg/kg), and Soluble Lead (STLC) (15
mg/I). Confirmation sample S-12 in Area #3 revealed TPH (92000 mg/kg).
The test results of these samples are in excess of the clean-up criteria for
TPH and lead. Additional soil was excavated from the two areas but the
areas were not re-sampled.
2.0 INTRODUCTION
The former Pick Your Part Auto Wrecking facility is located at 2120 S.
Union Avenue, Bakersfield, California. Pick Your Part's primarily business
is the recycling of used autos and the retailing of parts. It was a self-
service operation, allowing customers to remove the parts they choose
from automobiles.
The facility consisted of a office/warehouse building, storage and service
sheds, used autos, parts, and other accessories. The site occupies
approximately 7.3 acres of flat land and is located in close proximity to
other auto recycling facilities.
2.1 Background
Pick Your Part occupied the former facility for the nine years. Prior to Pick
Your Part, the site was occupied by a truck repair and wrecking operation.
The truck repair facility was in operation from the early 1960's until Pick
Your Part occupancy around 1990. The facility is presently unoccupied.

2.2 Purpose and Objective
The purpose and objective of the investigation was to determine horizontal
and vertical extent of soil contamination in the affected areas of the scrap
section of the facility. Secondly, to confirm that the re-confirmation
sampling conducted on 4-4-2000, revealed that the additional soil
excavated around S-7 (in Area #1), and S-12 (in Area #3) was effective in
removing any remaining contaminated soil.
3.0 GEOLOGY AND HYDROGEOLOGY
The subject site is underlain by soil of recent Pliocene Age and alluvial
Deposits from the Kern River Alluvial Fan. The soil primarily sand, fine
sand, gravely silt, to silty clay. Groundwater depth is approximately two
hundred feet (200 ft.), with the direction of flow to the southeast.
Groundwater is unconfined to approximately eight hundred feet (800 ft.)
below surface grade.
4.0 FIELD INVESTIGATION
On April 4, 2000, a field investigation was conducted to determine vertical
and horizontal 'extent of soil contamination within the affected areas
(Area 1 and Area 3) at the subject site. The investigation consisted of the
placement of four (4) vadose soil borings in Areas #1 and #3. The total
depth of the borings was twenty-five feet (25 ft.) below surface grade. The
sampling was conducted with a cart mounted direct push Geoprobe
Model 5400 unit.
4.1 Soil Sampling
The soil borings were installed with a direct push (Geoprobe) sampling rig
beginning at five feet (5 ft.) below surface grade and at five feet intervals
thereafter. Samples were taken to a total depth of twenty-five feet (25 ft.)
below surface grade. The soil samples were collected utilizing a split
spoon sampler, containing brass liners. The undisturbed soil samples
were with drawn from the sampler in 1.5 inch brass liners, ends covered
with Teflon sheets, labeled, placed on ice and transported to a state
certified analytical laboratory for analysis via chain of custody forms. The
sampler was decontaminated between borings by cleaning with water and
Alconox soap, rinsed with tap water and then a final rinse with de-ionized
water. The samples were screened with Organic Vapor Analyzer Meter
FID for the presence of Volatile Aromatic Hydrocarbons. All OVA-FID
readings of soil samples were non-detect. The bore-holes were backfill
with bentonite grout to surface grade.

4.2 Soil Analysis
A total of twenty (20) samples were submitted to "BC Laboratories, Inc.",
Bakersfield, California for analysis. The samples were tested for the
presence of Total Petroleum Hydrocarbons (TPHs) by EPA Test Method
418.1 and TPH-diesel by CAL-EPA, DTSC Modified Test Method 8015.
Total Lead (TILC) by EPA Test Method -ºQJ(Land Soluble Lead (STLC)
Title 22 Wet Method (Extraction) and EPA Test Method 6010. en
All test methods were performed in accordance to EPA and CAL-EPA
applicable procedures and protocols.
5.0 RESULTS
TPH Results
The soil samples test results were all non-detect for Total Petroleum
Hydrocarbons (TPHs) and TPH diesel with the exception of samples # B-
9-5-00 (TPHs-3700 mg/kg); (TPH-diesel - 1200 mg/kg); B-10-5-00 (TPHs-
6300 mg/kg); (TPH-diesel - 69 mg/kg).
Total Lead and Soluble Lead
All samples tested were non-detect for soluble lead. All samples tested
were below clean up criteria for Total Lead. Samples 8-9-5-00, 8-9-20-00
and 8-10-5-00 revealed Total Lead results of 13 mg/kg; 5.7 mg/kg and
15 mg/kg, respectively. '
Four samples revealed the presence of Trace concentrations of Total
Lead. They were samples B-7 -5-00; B-8-5-00; B-9-10-00, B-10-15-00.
These samples revealed Total Lead concentration of 2.9 mg/kg; 3.1
mg/kg; 3.6 mg/kg and 2.6 mg/kg respectively.
6.0 CONCLUSION
On May 19, 1999 confirmation soil samples S-7 (in Area #1) and S-12 ( in
Area #3) revealed elevated concentrations of TPH and Soluble Lead in
excess of the clean-up criteria for the site. During remediation, additional
soil was excavated from these two areas but due to a miscommunication
between the on-site project manager and the Kern County Environmental
Health representative, the areas were not resampled. The source of the
elevated levels of TPH is believed to be asphaltic material once used as
backfill for those areas. During this round of sampling, the remaining
samples indicated low concentrations of Total Lead and all samples were
Non-Detect for Soluble Lead.

On April 4, 2000, a subsurface investigation was conducted to determine
the horizontal and vertical extent of soil contamination in Areas #1 and #3.
These were the areas which were not re-sampled during the May 19,1999
excavations and confirmation sampling.
Samples 8-9-500 and 8-10-500 (five foot level samples) revealed TPH
levels of (TPH: 3700 mg/kg TPH diesel 1200 mg/kg) and (TPH:
6300 mg/kg) respectively. These results exceeded the clean up criteria of
1000 mg/kg for TPH. As on the noted Chain of Custody form, the
elevated results are due to asphaltic materia~ encountered at the five foot
depth. All other samples of 8-9 and 8-10 were NO at depths of 10' to 25'.
All other test results reveal non-detect to low concentrations of TPH; TPH
diesel; total lead and soluble lead to depths of twenty-five (25 ft).
The contamination remaining in the affected areas appears to be minimal,
localized and does not appear to threaten the groundwater, environment
or public health.
It is recommended that no further action is required at this site.
