Union Avenue, Bakersfield, California. The facility consists of an office building, storage and service sheds, used autos, parts and other auto accessories, The site occupies 7.3 acres of flat land and is located in close proximity to other auto recycling establishments, Pick Your Part's primary business is the recycling of used autos and the retailing of parts, It is a self service operation which means customers remove the parts they choose from the automobiles, Pick Your Part has occupied the facility for the past four years, Prior to Pick Your Part, the site was home to a truck repair and wrecking establishment. The truck repair facility was in operation from the early 1960's until Pick Your Part took possession around 1990. In February of 1994, the Kern County Environmental Health Services Department inspected the facility and noticed soil staining in the scrap area of the facility, After that inspection, Pick Your Part was asked to perform a more detailed characterization of the potential nature and extent of the contamination at the facility, Contamination Clean-Up of California, Inc, has been retained by Pick Your Part to perform the characterization of the property, In February / March of 1994 a proposed subsurface investigation of soil contamination was approved by Mr. Terry Gray of Bakersfield Environmental Health Services Department. In April of 1994 a subsurface investigation of soil contamination was conducted in the scrap / impound section of the facility. In May of 1994, A subsurface investigation was conducted in the retail section of the facility. 2.0 Purpose and Objective The purpose and objective of this repon is to summarize the findings of the subsurface investigations of April 20, 1994 and May 1994, 3.0 Field Investigation The subsurface investigation of soil contamination consisted of advancing 48 vadose boring soil samples, at various depths, throughout the Pick Your Part facility, The site was divided into three (3) distinct sections The sections were (I) the scrap area section; (2) the impound area section; and (3) the retail area section, The number of samples advanced in each section were 17, 13, and 18 respectively, Page :2 3./ Sampling Procedures Samples were collected in the following manner: A tractor with an auger attachment was used to drill sample borings to the desired depth, The sample boring was cleared and the sample was collected by utilizing a hammer attached sampler containing a brass liner, The undisturbed soil samples were withdrawn from the sampling auger in two (2) inch brass liners. The ends were covered with Teflon tape, capped, sealed with tape, labeled and placed on blue ice, The auger was decontaminated between each sampling by washing it in a detergent (TPS) solution, rinsed . and given a final rinse with de-ionized water, The samples \\cre transported to a State Certified Laboratory, via a chain of custody form, for analysis, 3.2 Analysis The samples were tested for Total Petroleum Hydrocarbons(TPH) by EP A Method 4] 8.], volatile organics by EP A Method 8010/ 8020, gas / diesel by EP A Method 80] 5, total lead by EPA Method 7420, and for soluble lead by the Title 22 CA:-'1 Wet Method, 4.0 Geology and Hydrogeology The sediment of the surrounding area is of recent Pliocene Age and alluvial deposits from the Kern River Alluvial Fan. Groundwater depth is approximately 200 feet, with flow to the southeast. The majority of the samples in those areas revealed ND (non-detect) levels for the contaminants tested. Some of the samples did reveal some concentrations of the contaminants tested for; however, those levels are considered environmentally insignificant by regulatory agencies and would require no further action. 6.2 Scrap Section The scrap section of the Pick Your Part facility did reveal significant levels of contamination. As the Table on the prior pages shows, the main contaminants of concern are TPH (Total Petroleum Hydrocarbons) and, lead. All other contaminants were either non-detect or contained insignificant levels of contamination. The TPH levels ranged from a low of26 to a high of3,OOO ppm. The average TPH level was approximately 934 ppm. TPH contamination is, as expected, cOl)centrated around the motor pile area and the crusher area. The TPH contamination seems to be limited to the upper 3 feet of soil in those respected areas. Total lead levels range from non-detect to 1260 ppm. The average being approximately 444 ppm. Several of the samples revealed significant total lead concentrations. These samples were not run because past experience indicates that these samples will be above the 5 ppm soluble Page 7 threshold limit. This soil will be handled according to the presumed lead contamination. Having conceded these samples as above the STLC lead levels, their three foot (3 ft.) counterpart samples were tested to verify the depth of the lead contamination. The results are shown in Section 5.1 of this Report. Based on the sample results, it appears that the lead contamination in the soil is limited to the upper three (3) to four (4) feet of soil.
