RE: REVISED SITE CHARACTERIZATION PROPOSAL FOR 1200 UNION AVENUE, BAKERSFIELD,
CALIFORNIA.
Dear Mr. Beaver:
A revised site characterization proposal was submitted to this department
on September 22, 1986 and reviewed. Representatives from this department met
with Jeff Palmer of Krazan and Associates and discussed the proposal.
The following was addressed.
1. Sample locations.
Jeff Palmer gave his rational for the sample locations, and was told
that the locations in the area of the waste oil tank and east of
it might be unnecessary,
2. The rational for sampling depths.
Field screening of soil samples were discussed. Mr. Palmer said
that a field detector co~ld be used to screen the samples that will
be analyzed, but the other samples would be retrieved and stored,
Approval was given to begin implementing the proposed plan. Mr. Palmer
was advised of the departments expectations and was given an outline for the
Site Characterization/Mitigation Proposals.
A Site Characterization with Mitigation Proposals must be submitted to this
department within 60 days after receipt of soil results. A Site Characterization
Mitigation outline is enclosed.

Toluene, the Xylenes, and Total Purgeable Hydrocarbon tests.

Should results from the B.C. Laboratories sample (obtained at six feet
below tank bottom depth of test hole number three) reflect the edge of a
contåmination plume, our proposed scheme of borings should help to identify
such potential.
The results of our field and laboratory investigation will be presented in a
report which will include a site plan showing exploratory soil boring and sample
locations. It is anticipated that the field portion of this investigation will
require one day. The finished report should be available approximately three
weeks after we have finished our field investigation and laboratory analysis.

Dear Mr. Beaver,
In accordance with the request of Amy Green of the Kern County Health
Department, we are providing this addendum to, clarify certain areas of our
proposal.
During a meeting with the Kern County Health Department on September
23, 1986, specific points of our proposal were discussed with Amy Green.
Clarification of these points are presented as follows:
1. The specific area under investigation will be limited to the
southwestern end of the 8,000 gallon tank which was removed.
2. It is proposed that a single boring will be placed to an approximate
depth of 30 feet directly through the area where B.C. Labora tories test
hole number three was located. This will help to identify the vertical
extent of contamination.

3. An additional boring will be placed approximately seven feet northeast
of test hole number three's location adjacent to the tank bankfill. This
boring will help to determine lateral migration of petroleum
consti tuents.
4. A third boring is proposed to be placed approximately five to seven
feet south of test hole number three; adjacent to the tank bankfill to
also help delineate lateral movement.

Submitted herewih are the soil contamination results and loggings we p~rformed
on the removal of a 8,000 gallon and a 6,000 gallon gasoline tank, a 150 gallon
waste oil tank ahd all associated product lines at 1200 Union Avenue,
Bakersfield on July 7, 1986.
Sampling for analysis of contamination was done at 2' and 6' below tanks and
product lines. Each sample was put in a glass container and taken to
B. C. Laboratories, Inc., 3016 Union Avenue for testing.
As shown on the test results a small amount of contamination is present in
Test Hole #3 at 6' and at Test Hole #5 which is where the waste oil tank was
located. According to the Kern County Water Agency's, 1984 Water Supply
Report, the water table in this area is approximately 250'.
If it is required we will return to the site and determine the depths of
contamination in both test holes and also the lateral spread of contamination.
The soil logs, a drawing showing the location of the tanks and product lines,
and test results for contamination are attached.

After review of the field and laboratory data, one remedial action
alternative was considered for this project site. The alternative selected was

It is understood, from information provided to this office regarding the
proposed use of the project site, that the area in which the isolated pocket of
low level contamination was. observed will most likely be located beneath a
paved parklng area. Addltionally, samples obtained above and below this isolated
area yielded non-detected results.
These facts along with the depth to ground water below the site, make
it feasible to leave the contaminated soil in place. This alternative would
results in a very low capital cost and disruption to business, and would provide
a low risk to ground water. Long term financial liability with this option would
be low due to the existence to the contaminated soil below the site for a period
of several hundred years until biological degradation had occurred.

RECOMMENDA nONS
Based on the levels of contamination in the soil and the depth to ground
water below the site, it is not believed that the contamination at this site is of
a sufficient threat to ground water resources to warrant further investigation,
excavation and/or disposal. Although the No Action alternative is not without
disadvantages, it is felt that this solution would be the most appropriate for
this particular site.

Hnu photoionization detector capable of detecting very low levels
of volatile organic hydrocarbons. Additionally, auger cuttings were

SOILS PROFILE AND SUBSURFACE CONDITIONS
A total of three exploratory soil borings were advanced to a maximum
depth of 30 feet at the project site. Sur face soils consisted of a fine to medium
grained sandy silt to an approximate depth of 2 feet. Below the 2 foot strata to
an approximate depth of 30 feet, a fine to medium grained sand was
encountered. The exploratory soil boring was terminated at 30 feet. For more
detailed information regarding the subsoils at the project site, please refer to
the logs of borings in Appendix A of this report.
Ground Water Conditions
Ground water was not encountered 111 any of our exploratory soils
borings at depths drilled. Review of Kern County Water Agency map titled
"Depth to Ground Water, Unconfined and Equivalent WelIs Used for Control,
Spring, 1985" indicates that the ground water table below the project site is

In order to investigate these potentials, the following methods were
employed:

1. A single boring was advanced to a depth of 30 feet directly'
into the area of a previous sample which showed contamination.
This boring was used to determine the vertical extent of
contamination.
2. A second boring was advanced to a depth of 20 feet,
approximately 7 feet northeast of the first boring. This boring was
placed into the native soil adjacent to the backfill to determine if
lateral migration of contaminants had occurred.
3. A third boring was advanced to a depth of 20 feet,
approximately 1 ° feet southwest of the first boring. This boring
was also used to determine the lateral migration of contaminants.
4. Soils samples were obtained from the primary boring at 5 foot
intervals with sampling commencing at 15 feet. Sampling did not
occur in the upper 15 feet since this was backfill material and the
original tank bottoms were located at approximately 15 feet below
existing grade.

In accordance wit h our proposal and àddendums dated September 19 &:
26, 1986, we have completed the site characterization investigation for the
above-referenced project site.
This investigation was requested by' the Kern County Environmental
Health Department in a letter addressed to Mosesian Development dated August
6, 1986.
It is understood that three tanks were removed from the project site on
July 7, 1986. At the time of the tank removal, Bakersfield Construction
Inspection sampled soils at various locations beneath the product lines and
underground fuel storage tanks.
Analysis of the soils for Benzene, Toluene, Xylenes and Total Volatile
Hydrocarbons yielded low levels of these constituents in one sample below the
8,000 gallon gasoline tank which was removed.
The purpose of this report is to summarize the findings of our addi-tional
site investigation and discuss possible remedial actions.
SCOPE AND METHODOLOGY
The scope of this site char~cterization investigation was to determine if
more extensive contamination had occurred than that observed in preliminary

Conditions as Follows:
1, Permittee must obtain a Fire Department permit Drior to
initiating abandonment action.
2. Abandonment must be per approved methods as described in permit
application and Fire Department Handout.
3. All procedures used lIust be in accordance wi th requirelllents
of Standards and Guidel ines developed for implementation of
Kern County Ordinance Code #G-3941. A copy of these
requirements are enclosed with this permit.
4. A minimum of four soil samples at depths of approximately 2' and
6', and one-third from the end of each tank over 5000 gallons
capaci ty aus t be obtained. I f tanks are under 5000 gallons
capacity, a minimulI of two soil samples at depths of
approximately 2' and 6' beneath the center of each tank must be
retrieved. Every 15 linear feet of pipe run must also be
sampled at 2' and 6' depths.

Subject: Soils Report and Logs on the Complete Removal of Two (2) Gasoline
Tanks, One (I) Waste Oil Tank and All Associated Product Lines
Gentlemen:
Submitted herewih are the soil contamination results and loggings we performed
on the removal of a 8,000 gallon and a 6,000 gallon gasoline tank,: a 150 gallon
waste oil tank and all associated product lines at 1200 Union Avenue,
Bakersfield on July 7, 1986.
Sampling for analysis of contamination was done at 2' and 6' below tanks and
product lines. Each sample was put in a glass container and taken to
B. C. Laboratories, Inc., 3016 Union Avenue for testing.
As shown on the test results a small amount of contamination is present in
Test Hole #3 at 6' and at Test Hole #5 which is where the waste oil tank was
located. According to the Kern County Water Agency's, 1984 Water Supply
Report, the water table in this area is approximately 250'.
If it is required we will return to the site and determine the depths of
contamination in both test holes and also the lateral spread of contamination.
The soil logs, a drawing showing the location of the tanks and product lines,
and tést results for contamination are attached.

The best estimate of the age of the tanks which were removed is 20 to l¡.0
years. It, is understood the' tanks contained gasoline and waste oil. Further
information suggests the tanks have not been in use for about 10 years.

SOIL SAMPLING &: FIELD INVESTIGATION
,
The following is an outline of the proposed field investigation to be done
in this phase:
1. Exploratory soil borings wou~d be placed in the center of each area
where previous results indicated soil contamination. _---_
2. One boring would be advanced in the center of each tank
excavation to a depth of approximately 35 feet. Samples would be
obtained from this boring at 5 foot intervals, utilizing a ring-lined
barrel sampler (ASTM D3550-8l¡.). The boring would be logged in
accordance with the Unified Soil Classification System.
3. Selected samples from the boring would be analyzed for Benzene,
Toluene and the Xylenes in accordance with EPA test method 8020.
4. Drilling returns would be barreled and stockpiled on site and the
boring would be left open pending results of chemical analysis. The
exploratory boring would be backfilled with a cement/betonite
slurry after it had been determined that this would not interfere
with any anticipated remedial program. The drilling returns would
be designated abased on the results of the chemical analysis.

Dear Mr. Beaver,
It is understood that you have recently abandoned 3 underground storage
tanks and associated product piping at the In and Out Market located at 1200
Union A venue in Bakersfield, California. Soil sampling and chemical analysis was
conducted by Bakersfield Construction Inspection (BCI) of Bakersfield,
California. The results of that testing appears to indicated the presence of
gasoline constituents below the south west end of the 8,000 gallon underground
storage tank. The report additionally indicates petrolem consistituents detected
below the waste oil tank. The level of the gasoline constituents detected were
relatively low. However, the concentration of Benzene (2.66 ppm) detected
exceeded the informally adapted action level of 0.7 ppm Benzene in soil.
Based on this background information the following Site Characterization
Proposal has been developed.

We have received several letters and phone calls from Ms. Green
regarding the field investigation on the above site.
The directions, i.e., "we should test in the area just next,
adjacent, ~, etc.", are not clear. With such vague
instructions, we might not test in the right 3 areas Ms. Green
intended. This will only result in additional expense to
Mosesian Development Corporation and for this reason we need
more explicit directions before further testing. We don't
want another Glenville to happen.
I want you to provide us with more exact locations you wish to

SOIL SAMPLING & FIELD INVESTIGATION
The following is an outline of the proposed field investigation to be done
in this phase:
1. Exploratory sol1 borings would be placed in the center of each area
where previous results indicated solI contamination.
2. One boring would be advanced in, the center of each tank
excavation to a depth of approximately 35 feet. Samples would be
obtained from this boring at five foot intervals, utlllzing a
ring-lined barrel sampler (ASTM 03550-84). The boring would be
logged in accordance with the Unified 5011 Classification System.
3. Two secondary borings would be advanced radially adjacent to the
boring placed in the area of primary concern. These borings would
be advanced to. an approximate depth of 30 feet. Samples would be
obtained at five foot intervals, commencing at a depth of 10 feet
below existing grade. Specific locations of the secondary borings
would be determined in the field upon review of subsurface
conditions and solI type from our primary soil boring. Please refer
to the attached map for proposed boring locations.

It is understood that you have recently abandoned 3 underground storage
tanks and associated product piping at the In and Out Market located at 1200,
Union A venue in Bakersfield, California. Soil sampling and chemical analysis was
conducted by Bakersfield Construction Inspection (BCI) of Bakersfield,
California. The results of that testing appears to indicate the presence of
gasoline constituents below the south west end of the 8,000 gallon underground
storage tank. The report additionally indicates petroleum constituents detected
below the waste oil tank. The level of the gasoline constituents detected were
relatively low. However, the concentration of Benzene (2.66 ppm) detected
exceeded the informally adapted action level of 0.7 ppm Benzene in soil.
Based on this background information the following Site Characterization

MDC_understands that Mr. Alderete no longer_opposes~the street
vacations or the project. Furthermore, the proposed improvements
to the transportation system will mitigate any negative impact on
the system due to the project. The economic stimulation to the
adjacent properties from the development of the Welfare Center
should have a positive impact on property values and currently
meets the approved plan development.
The Planning Commission found the street vacations consistent
with the General Plan and approved the street vacations as
requested on September 4, 1986.
Comment' No. 15:
Our comments concern the adequacy of the investigation of the
prior use on the industrial properties where the project will be
built. We have the opinion that the prior use of the properties
should come under close examination in these areas: (Richard
Casagrande, Kern Co. Health Dept., letter dated August 11, 1986.)
1. Prior methods of hazardous materials management.
2. Prior methods of hazardous waste disposal.
3. Whether or not underground tanks exists on-site and have
been properly abandoned.
Response No. 15:
Neither MDC, its architects, its engineers or the City of
Bakersfield are aware of the existence of any hazardous materials
whicQ will impact the project. Existing gasoline tanks will be
removed in accordance with applicable laws. MDC will consult
with the County Health Department regarding possible further
investigation and suggested methods. If suspected evidence of
toxic material are found on project site, the applicant shall
notify appropriate agencies and further investigation will be
made.

MDC's traffic engineers estimate an increase of between 3,000 to
4,000 vehicle trips per day due to the project, based on informa-
tion provided by the Kern County Welfare Department. The pro-
posed public improvements will facilitate the 6,000 vehicle trips
figure estimated by the county traffic study.
Comment No.9:
The street closures of Alpine and Butte (and Sonora) Streets will
have a probable impact on existing traffic levels, which will
compound with the additional traffic generated by the project.

Although the closure of only two streets was referred to in
part of the environmental submittal, all related maps and other
documentation in the submittal referred to the closure of four
streets. The street closure of Sonora will not divert any exist-
ing or future traffic to another street. The applicant's engi-
neers have concluded that the proposed measures will adequately
mitigate any traffic impact caused by the project.

The Kern County Traffic Impact Study states the intersection of
California Avenue and Union Avenue is currently at or approaching
an unstable flow. Introduction of the additional traffic will put
it into an unstable jammed flow. The primary concern to the

tion at a major intersection that might hamper essential service
responses. It is not clear whether such concerns have yet been
addressed by Caltrans or by the City of Bakersfield Engineering

The City of Bakersfield, as lead agency, circulated to'resp6nslbl~'-
persons and agencies a Notice of preparation of a proposed
Negative Declaration for the above project on July 7, 1986. The
30-day public review period ended August 11, 1986.
The applicant and the city have prepared the following responses
to comments:
Comment No.1:
The house at 317 Butte was the one-time home of Jim Baker, grand-
son of Col. Thomas Baker, founder of Bakersfield. The house is
in good condition and should be preserved. The house at 325
Butte is a typical building of the bungalow era. This should be
preserved. The ditch that ran to the west of the 317 Butte prop-
erty line and the rear dumping area should be inspected for arti-
facts. (Christopher D. Brewer, letter dated July 30, 1986.)
Response No.1:
The applicant, Mosesian Development Corporation, (MDC) is willing
to donate the houses at 317 or 325 Butte to any responsible and
appropriate group able to carry out their preservation. Storage
of the buildings on-site may be possible provided it does not
interfere with MDC's obligations to its general contractor or
sub-contractors, the County of Kern, or those tenants who have
the right to use portions of the site during construction. -MDC
is willing to allow inspection of the houses by the Kern County
Museum. An opportunity to inspect the former ditch will be
offered to responsible individuals or organizations. If sus-
pected evidence of historical artifacts are found on-site during
construction or upon final development, the applicant will notify
, responsible agencies and request an investigation.
