California Dear Ms. West: This letter summarizes the effluent monitoring results for January through June 1999 for the discharge located at The Burlington Northern and Santa Fe Railway Company site at 1433 Union A venue, Bakersfield, California. The discharge is regulated by Industrial Wastewater Discharge (IWD) Permit No. 2-BK-0020. Pursuant to the IWD Permit, samples of the discharged water are collected for laboratory analyses on a semiannual basis and were collected on June 16, 1999. Additionally, headspace inside the temporary holding tank is monitored monthly for lower explosive limit (LEL). The monthly headspace monitoring results are summarized below and the semiannual analytical results are summarized in Table 1 (attached). The laboratory analysis report is attached and key points are summarized below: · The total volume of ground water discharged from December 9, 1998 through June 30, 1999 was 404 gallons. The total flow was reduced compared to previous quarters since the pump and air compressor operated intermittently during these months. · The average discharge per day was 2.0 gallons (0.000002 million gallons per day [mgd]), well below the permitted flow of 0.001 mgd. · The LEL in the headspace of the temporary holding tank was not detected each month. · As shown in Table 1, the monitoring parameters did not exceed the effluent limitations. During the next six months (July through December 1999), monthly monitoring of the headspace in the temporary holding tank will continue and the effluent will be sampled in December 1999.
