The samples were collected and subsequently analyzed to provide an indication of the presence of petroleum hydrocarbons beneath a former waste-oil underground storage tank (UST) location. . This report includes a summary of the Site background~ soil sampling procedures and field observatiòns, and analytical testing results. Laboratory.reports and sample chain-of custody documentation are attached. SITE BACKGROUND BSK observed the removal of an approximately 4-foot diameter by 3-foot long (approximately 250- gallon capacity) waste-oil UST on May 28, 1998. The tank was located immediately east of the concrete slab of a covered vehicle/equipment maintenance bay at the northwest quadrant of the Site. Removal of the tank was authorized and observed by Mr. Howard Wines, Hazardous Material Specialist with the Bakersfield Fire Department (BFD), Office of Environmental Services (the UST regulatory oversight agency). The top and bonom of the UST were approximately 1.5 and 5.5 feet below ground sU!Ía~e (þg~), respectively. Np obvious evidence Qf$idespread leakage or spillage from the tank was observed in the UST excavation. ~ ~ ~ ! ~ Following removal of the UST and at the direction of Mr. Wines, BSK collected a soil sample at approximately 2 and 6 feet beneath the bonom of the tank bonom (i.e., approximately 7.5 and 11.5 feet bgs, respectively). The samples were collected from a hand auger boring advanced at the approximate center of the former tank location. The soil samples were analyzed by BSK Analytical Laboratories (BSK Labs) of Fresno, California (a California-certified laboratory) for hydrocarbon oil and grease (O&G) and for total lead. Analytical results indicated that the soil samples collected at 7.5 and 11.5 feet bgs contained O&G at 5,500 and 350 milligrams per kilogram (mg/kg), respectively; The sample collected at 7.5 feet bgs contained a total lead concentration of 16 mg/kg. You forwarded a copy of the report to Mr. Wines for his review. Based on the concenn-ation of O&G in the samples collected in May 1998, Mr. Wines directed that a sample be collected approximately 15 feet bgs at the fonner UST location and that the sample be analyzed for O&G to provide an indication whether the Site was suitable for regulatory closure. In a telecommunication with BSK, Mr. Wines approved BSK's proposed scope of work to collect soil samples from a hollow-stem auger boring at approximately 15, 20, and 25 feet bgs at the fonner UST location and to analyze the samples for O&G. 'Mr. Wines indicated that the boring could be backfilled with native soil or bentonite chips. Based on information obtained from the Kern County Water Agency's 1996 Report on Water Conditions dated February 1, 1997, the depth to groundwater in the Site vicinity is approximately 200 feet bgs. SAMPUNGPROCEDURES A BSK truck-mounted drill rig was used to drill and sample a vertical hollow~stem auger soil boring at the approximate center of the fonner UST location on August 19, 1998. A photo ionization detector (PID) was used during drilling activities to monitor drill cuttings and soil samples for preliminary indications of volatile organic compounds (VOCs). Soil samples were collected at 15,20, and 25 feet bgs in clean brass sample tubes utilizing a modified California split-spoon sampler. Sample tube ends were sealed with plastic caps and taped. Soil sample numbers were designated by soil boring number B-land the approximate depth below ground surface where the sample was collected. For example, the soil sample designated B-I-15 was collected 15 feet bgs from soil boring B-l. A label indicating the sample number, sample date, and other pertinent iIiformation was affixed to the sample tubes. Samples were n-ansported to the laboratory in an ice chest maintained at approximately 4 degrees -Celsius. -From collection to analysis; all sãmples were handled following standard chain-of-custody procedures. Steam-cleaned augers were used for the boring. Prior to use, the downhole sampler and sample tubes were cleaned with non-phosphate detergent and rinsed twice with water. The boring was backfilled with bentonite chips to approximately 3 feet bgs and with native soil from ground surface to approximately 3 feet bgs. Drill cuttings were left on Site at the boring location. FIELD OBSERVATIONS No pen-oleum hydrocarbon odors were detected in the samples. No obvious evidence of pen-oleum hydrocarbons was observed in drill cuttings. Soil stained by pen-oleum hydrocarbons was observed in sample B-I-15, but no pen-oleum hydrocarbon stains were observed in samples B-I-20 or B-I-25. The PID did not indicate the presence of VOCs in soil samples collected from the borings. The samples were analyzed for hydrocarbon 0&0 according to analytical method SM5520F. The attached laboratory report indicates that sample B-I-15 contained 0&0 at 14,000 mg/kg. Soil samples B-I-20 and B-I-25 did not contain 0&0 above the laboratory detection limit of 20 mg/kg. CONCLUSIONS AND RECOMMENDATIONS Analytical results indicate that soil beneath the former UST location is impacted by hydrocarbon 0&0 to a depth of at least approximately 15 feet bgs. Based on analytical results of soil samples B-I-20 and B-I-25, however, it does not appear than soil below approximately 20 feet bgs at the former UST location is impacted by 0&0. Based on the depth to ground water in the Site vicinity, it does not appear that impacted soil is a threat to groundwater quality. BSK recommends that a copy of this report be submitted to the BFD. PROCEDURES AND OBSERVATIONS On May 28, 1998, BSK observed the removal of an approximately 4-foot diameter by 3-1'oot long (approximately 250-gallon capacity) waste-oil UST by Griffith Company personnel. The tank was located immediately east of the concrete slab of a covered vehicle/equipment maintenance bay at the n0l1hwest quadrant of the Site. Removal of the tank was authorized and observed by Mr. Howard Wines, Hazardous Material Specialist with the Bakersfield Fire Department (BFD), Office of Environmental Services (the UST regulatory oversight agency). The top and bottom of the UST was approximately 1.5 and 5.5 feet below ground surface (bgs), respectively. No obvious evidence of widespread leakage or spillage from the tank was observed in the UST excavation. Following the removal of the UST and at the direction of Mr. Wines, BSK collected soil samples at approximately 2 and 6 feet beneath the bottom of the tank bottom (i.e., approximately 7.5 and 11.5 feet bgs, respectively). Samples were collected from a hand auger boring advanced at the approximate center of the fonner tank location. Mr. Wines indicated that BSK did not need to submit a site plan indicating the UST location and sample location with sample analytical results. Samples were collected in 2- hy 6-inch stainless stcel tuhes using a drive sampler. No petroleum hydrocarbon stains were observed and no petroleum hydrocarbon odors were detected in boring cuttings or the samples. Sampling equipment was cleaned with a non-phosphate detergent and double-rinsed with water prior to each use. Samples were designated SS 1-7.5' and SS 1-11.5' (where SS 1 indicates the boring number and 7.5' and 11.5' indicate the depth in feet bgs where the sample was collected). A label indicating the sample number and other pe11inent information was affixed to the sample tubes. The samples were preserved in an ice chest maintained at approximately 4°C and transp0l1ed to BSK Analytical Laboratories in Fresno, California (a California-ce11ified laboratory) for analysis. From collection to analysis, the sample was handled following standard chain-of-custody procedures. Analytical methods, detection limits, and results are indicated on the attached laboratory reports. Analytical results indicate that samples SSI-7.5' and SSI-I1.5 contained O&G at 5,500 and 350 milligrams per kilogram (mglkg), respectively. Sample SSI-7.5 contained a total lead concentration of 16 mg/kg. SS 1-11.5 did not contain a total lead concentration above the laboratory detection limit. CONCLUSIONS AND RECOMMENDATIONS Laboratory reports indicate that neither sample contained total lead at a concentration which exceeded the Total Threshold Limit Concentration (TILC) for lead (1,000 mglkg) as indicated in CCR, Title 22, A11icle 11, Section 66699 (criteria with respect to hazardous waste). The concentration of total lead in the samples did not exceed ten times the Soluble Threshold Limit Concentration (STLC) for lead (5 mglkg), as indicated in the above-referenced CCR. Based on laboratory analytical results, it appears that soil beneath the former UST location is impacted by petroleum hydrocarbons. Field observations and analytical results do not indicate the lateral or ve11ical extent of impacted soil, nor do they indicate the type of petroleum hydrocarbons (i.e., diesel, motor oil) in soil. Pollution Control loans, thru the SBA, are intended to provide loan quarantees to eligible small businesses for the financing of planning, design, or installation of pollution prevention controls, which includes underground storage tank facilities. The vast majority of businesses are eligible for financial assistance from the SBA. The SBA defines an eligible small business as one that is independently owned and operated and not dominant in its field of operation. For those applicants that meet the SBA's credit eligibility standards, the agency can quaranty up to eighty percent (80%) ofloans of$100,000. Seventy five percent (75%) ofloans above $100,000. Lynn Knutson, Chief of Finance for the SBA says, "If customers apply immediately, and meet the requirements, funding is available". During the month of January, our office had six sites (14 tanks) which are now in compliance. This is a very big "first step". For those who have not yet upgraded, I would like to share some thoughts on why it is so important to act right away: 1. Licensed contractors are booking up fast, in some cases, up to three months in advance. Supplies (pumps, dispensers, leak detection equipment) may be scarce. The cost for upgrading or removing could go up as demand Increases. Assembly Bill 1491 will ban fuel deliveries after January 1999 to non-upgraded owners. 2. 3. 4. It is the responsibility of the Permittee to obtain permits which may be required by other regulatory agencies prior to beginning work (i.e., City Fire and Building Depanments). 2. Permittee must notify the Hazardous Materials Management Program at (805) 861-3636 two working days prior to tank removal or abandonment in place to arrange for required inspections(s). 3. Tank closure activities must be per Kern County Environmental Health and Fire Depanment approved methods as described in Handbook UT-30. 4, It is the contractor's responsibility to know and adhere to all applicable laws regarding the handling, transponation or treatment of hazardous materials. 5. The tank removal contractor must have a qualified company employee on site supetvising the tank removal. The employee must have tank removal experience prior to working unsupetvised. 6. If any contractors other than those listed on permit and permit application are to be utilized, prior approval must be granted by the specialist listed on the permit. Deviation from the submitted application is not allowed. 7. Soil Sampling: a. Tank size less than or equal to 1,000 gallons· a minimum of two samples must be retrieved from beneath the center of the tank at depths of approximately two feet and six feet. b. Tank size greater than 1,000 to 10,000 gallons· a minimum of four samples must be retrieved one·third of the way in from the ends of each tank at depths of approximately two feet and six feet. c. Tank size greater than 10,000 gallons· a minimum of six samples must be retrieved one·founh of the way in from the ends of each tank and beneath the center of each tank at depths of approximately two feet and six feet. 8. All soil samples retrieved from beneath gasoline (Ieaded/UnJeaded) tanks and appurtenances must be analyzed for benzene, toluene, xylene, and total petroleum hydrocarbons (for gasoline). b, All soil samples retrieved from beneath diesel tanks and appurtenances must be analyzed for total petroleum hydrocarbons (for diesel) and benzene. c. All soil samples retrieved from beneath waste oil tanks and appurtenances must be analyzed for total organic halides, lead, oil and grease. d. All soil samples retrieved from beneath crude oil tanks and appurtenances must be analyzed for oil and grease. e. All soil samples retrieved from beneath tanks and appurtenances that contain unknown substances must be analyzed for a full range of substances that may have been stored within the tank. '10. Purging/Inerting Conditions: a. Liquid shall be pumped from tank prior to purging such that less than 8 gallons of liquid remain in tank. (CSH&SC 41700) b. Tank shall be purged through vent pipe discharging at least 10 feet above ground level. (CSH&SC 41700) c. No emission shall result in odors detectable at or beyond property line. (Rule 419) d. No emission shall endanger the health, safety, comfort or repose of any person. (CSH&SC 41700) e. Vent lines shall remain attached to tank until the inspector arrives to authorize removal. RECOMMENDATIONS/GUIDELINES FOR REMOVAL OF UNDERGROUND STORAGE TANKS . This department is responsible for enforcing the Kern County Ordinance Code, Division 8 and state regulations pertaining to underground storage tanks. Representatives from this department respond to job sites during tank removals to ensure that the tanks are safe to remove/close and that the overall job performance is consistent with permit requirements, applicable laws and safety standards. The following guidelines are offered to clarify the interests and expectations for this department. 1. Job site safety is one of our primary concerns. Excavations are inherently dangerous. It is the contractor's responsibility to know and abide by CAL·QSHA regulations. The job foreman is responsible for the crew and any subcontractors on the job. As a general rule, workers are not permitted in improperly sloped excavations or when unsafe conditions exist in the hole. Tools and equipment are to be used only for their designed function. For example, backhoe buckets are never substituted for ládders. 2. Properly licensed contractors are assumed to understand the requirements of the permit issued. The job foreman is responsible for knowing and abiding by the conditions of the permit. Deviation from the permit conditions may result in a stop-work order. 3. Individual contractors will be held responsible for their post·removal papelWork. Tracking forms; hazardous waste manifests and analyses documentation are necessary for each site in order to close a case me or move it into mitigation. When contractors do not follow through on necessary paperwork, an unmanageable backJog of incomplete cases results.
