A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD AUTHORIZING THE REFUND OF
LANDFILL DISPOSAL CHARGES COLLECTED BY THE
CITY OF BAKERSFIELD TO FUND DISPOSAL COSTS.
WHEREAS, on or about August 1987, the City Council voted
to raise garbage fees for the fiscal year 1988-1989 from $7.25
per month to $10.68, for a seven month period from December to
June, due to the additional landfill gate fees adopted by the
Kern County Board of Supervisors; and
WHEREAS, the Kern County Board of Supervisors, following
voter rejection of Measure P, adopted land use fees to pay its
additional costs for operating landfills and billed such fees
directly to property owners; and
WHEREAS, the City Council desires a refund to the
residents that paid the increased taxes; and
WHEREAS, the costs associated with this rebate program
are estimated at twenty-thousand dollars ($20,000.00) available
through the Council Contingency Fund.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Bakersfield as follows:
1. The City will refund to City residential property
owners landfill disposal fees collected with the refuse service
charges by the County Tax Collector.
2. City staff is directed to verify payment of the
1988-89 property taxes, and institute the issuance of refunds
at the earliest possible date.
3. Twenty thousand dollars ($20,000.00) is appropriated
~rom the Council's Contingency Fund to pay all costs associated
~ith making such refunds.
