RESOLUTION ADOPTING THE COMMITMENT TO ADVERTISE FOR THE RECONSTRUCTION OF EASTBOUND WHITE LANE TO SOUTHBOUND STATE ROUTE 99 ON-RAMP WITHIN ONE YEAR OF FILING THE NOTICE OF COMPETION FOR CONSTRUCTION OF THE WHITE LANE AT STATE ROUTE 99 OVERCROSSlNG WIDENING AND INTERCHANGE IMPROVEMENT PROJECT. WHEREAS, on August 19, 2003, the City of Bakersfield issued to Granite Construction Company a notice to proceed with construction of the White Lane at State Route 99 Overcrossing Widening and interchange Improvements Project; and WHEREAS, during construction of proposed improvements on White Lane, it was discovered that some improvements could not be built to meet current Caltrans Standards without modifications to the eastbound to southbound on-ramp; and WHEREAS, it is Caltrans policy to reconstruct the entire on-ramp to meet current Caitrans Standards if the ramp is modified by an improvement project; and WHEREAS, the construction plans for White Lane at State Route 99 Overcrossing Widening and Interchange improvement Project did not modify or reconstruct any portion of the eastbound to southbound on-ramp; and WHEREAS, the City's Design Consultant, URS Corporation, prepared addenda to the plans for the reconstruction of the eastbound to southbound on-ramp which met current Caltrans Standards to be built as a contract change order by Granite Construction Company; and WHEREAS, the estimate by Granite Construction Company for the contract change order would exceed $1,750,000; and WHEREAS, the City desires to advertise the plans for the reconstruction of the southbound on-ramp to receive competitive bidding from general contractors; and WHEREAS, Caltrans has authorized an interim solution to correct the design issue without reconstructing the eastbound to southbound on-ramp for a period not to exceed one year; and WHEREAS, the current contract with Granite Construction Company includes landscaping which would be affected by the reconstruction of the southbound on-ramp; and WHEREAS, the City desires to construct the interim solution and complete the contract with Granite Construction Company and then advertise for the eastbound to southbound on-ramp project and construct landscape improvements on the west side of State Route 99 within one year. -Page 1 of 2 Pages - ORIGINAl NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Bakersfield as follows: The above recitals are true and correct and are incorporated herein by reference. The City of Bakersfield will advertise for the reconstruction of the eastbound White Lane to Southbound State Route 99 on-ramp within one year from filing the Notice of Completion for the White Lane at State Route 99 Overcrossing Widening and Intemhange Improvements Project. That a copy of this resolution be transmitted to Caltrans in conjunction with filing an amendment to the Cooperative Agreement and applications for Encroachment Permits. Council authorizes the Public Works Director to take action to implement this resolution including the submission of additional documentation to Caltrans as necessary. .......... 000 ..........
