A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD SUPPORTING BALLOT PROPOSITION
TO ALLOW IMPOSITION OF ONE-HALF CENT SALES
TAX TO BE USED SOLELY FOR TRANSPORTATION
IMPROVEMENTS IN KERN COUNTY.
WHEREAS, it has
improvement needs in the

WHEREAS, the Kern County Board of Supervisors created the
Kern County Transportation Authority (the "Authority") to assist
in dealing with current and future local transportation mainte-
nance and improvement needs and to raise additional local revenues
to help meet these transportation needs; and
WHEREAS, the California Public Utilities Code authorizes
the Authority to adopt a retail transaction and use tax ordinance
applicable in the incorporated and unincorporated territory of
Kern County if the ordinance is adopted by a two-thirds vote of
the Authority and is subsequently approved by a majority of the
electors voting on the measure at a special election; and
WHEREAS, the Authority adopted its Ordinance No. 88-01
imposing a retail transaction and use tax of one-half percent
(0.5%) for a period of twenty years and the Kern County Board of
Supervisors has called a special election for March 7, 1989 to
determine if a majority of the electorate approve the enactment of
the ordinance; and
WHEREAS, the California State Transportation Commission
has adopted a policy which promises additional assistance to
counties that enact a retail transaction and use tax for transpor-
tation purposes; and
WHEREAS, the revenues to result from the half-cent sales
tax will be used in part to pay for a freeway system in the
Bakersfield Metropolitan Area, which system, shown in the draft
2010 General Plan and essential to orderly growth of such area,
was approved by thE, Council (Urban Development Committee Report
No. 5-88) on July 6, 1988.
WHEREAS, the Council of the City of Bakersfield on July
6, 1988, approved the Transportation Expenditure Plan, adopted by
the Authority and approved by the Kern County Board of Supervisors,
finding that such Plan reasonably addresses the transportation
needs of the Bakersfield Metropolitan Area.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield that the Council endorses and recommends voter
approval on March 7, 1989 of the proposed half-cent sales tax
proposition, Measure "A"; and
BE IT FURTHER RESOLVED by the Council of the City of
Bakersfield that the Council endorses the Expenditure Plan
adopted by the Authority for use of the sales tax revenues to be
generated.

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on February 15, 1989 , by
