This Remedial Action Report (RAR) has been prepared by Soils Engineering, Inc. (SEI) after
conducting the removal of oil-impacted soil from a former oil well drilling sump at the subject
site. The remedial action was conducted per an approved Remedial Action Workplan (RA W)
dated April 5, 2002, This RAR includes a description of the field work conducted, the analytical
results of analytical testing, a Plot Plan showing soil sample locations, copies of non-hazardous
waste manifests, and conclusions and recommendations for the site. See Plate 1 for Location
Map and Plate 2 for Plot Plan of the site.
SITE BACKGROUND
Soils Engineering, Inc. (SEI) has completed a Preliminary Endangerment Assessment (PEA) of a
potential elementary school site located on the eastside of Victor Street near the intersection with
Moraga Court in Bakersfield, CA. (site). This site is presently idle land, with one (1) oil well and
has been historically used for agricultural activities indicating the use of pesticides and herbicides
for approximately 60 years. The site has been idle for at least 5 years. Kyle Carter Homes is
currently developing the land around the site and will be responsible for the proposed remedial
action at the site,
To assess near surface soil conditions SEI collected a total of 49 on-site soil samples and 9 off-
site soil samples in accordance with an approved PEA Workplan dated June 11, 2001. The
majority of the soil samples were collected at depths of 0 to 3" and 2' to 2.5' at each on-site
sampling location. Composite on-site soil samples (Cl-3" to C8-3"), collected at a depth of 0 to
3-inches below ground surface (bgs.), were analyzed for organo-chlorine pesticides by EP A
Method 8081A. Each of the composite soil samples consisted of equal portions of three (3)
discrete sub-samples (C#A-3", C#B-3", and C#C-3") collected within Y2 acre of each other. Soil
samples CIA-2', CIC-2', C2A-2', C2B-2', C2C-2' were analyzed for organo-chlorinated

pesticides to evaluate pesticides at depth. The remaining portions of the C#B-3" soil samples
(CIB-3" to C8B-3") were analyzed for the full CAM 17 Metals by EP A Method 6010b and EP A
Method 7471 (mercury only). Three (3) soil samples (Fl to F-3) were collected for fecal
coliform analyses.
In addition soil samples (DI-3", DI-2', D2-3" and D2-2') were collected within a temporary
drainage basin south and west of the oil well at 0 to 3" and 2' to 2.5' with the 0 to 3" soil
samples analyzed for organo-chlorine pesticides by EPA Method 8081A, Total Recoverable
Petroleum Hydrocarbons (TRPH) by EPA Method 418.1, for volatle organics (BTEX) by EPA
Method 8020, for Polynuclear Aromatic Hydrocarbons (PAR's) by EPA Method 8310 and for
CAM 17 metals by EPA Method 6010b and EPA Method 7471 (mercury only). Soil samples
C8B-2' and DI-2' were analyzed for arsenic and lead, and arsenic and barium, respectively to
evaluate metals at depth. Nine (9) soil samples (PLI-4' to PL9-4') were collected along the oil
transfer pipeline at 50' intervals at a depth of 4' bgs. and analyzed for TRPH, BTEX and two (2)
for CAM 17 metals and PAR's. Trenching was conducted around the on-site oil well in all 4
compass directions approximately 50' out from the well and at a depth of 4' bgs,. A total of four
(4) soil samples collected from the trenches were analyzed for Total Recoverable Petroleum
Hydrocarbons (TRPH) by EPA Method 418.1, for volatle organics (BTEX) by EPA Method
8020, for PAR's by EP A Method 8310 and for CAM 17 metals by EP A Method 601 Ob and EP A
Method 7471 (mercury only), Two soil borings (B-1 and B-2) were drilled adjacent to the
existing oil well to a depth of 20' bgs.. Selected soil samples (6) were analyzed for TRPH,
BTEX, CAM 17 metals and two (2) for PAR's. Background discrete soil samples (BGI-3",
BG2-3", BG3-3" and BG5-3") collected off-site and 2 duplicates (C9-3" and BG4-3") were
analyzed for CAM 17 Metals by EPA Method 6010 and 7472 (mercury only) for quality
control/quality assurance (QA/QC) evaluation,
A soil gas survey was also conducted at the site to evaluate methane, H2S and volatile organics
(BTEX) in the subsurface soil gas. A total of 10 locations (SG 1 to SG-I0) evenly distributed
across the site were sampled at depths of 5' and 15' bgs. by HP Labs. Air samples were analyzed
for methane, H2S, BTEX and Total Petroleum Hydrocarbons (TPH) in an on-site mobile
laboratory. No soil gas concentrations of concern were detected,
The analytical results of the soil samples indicate only minor residual concentrations of 4,4'-
DDE and 4,4'-DDT in some of the 0 to 3" composite soil samples analyzed. None of the 2' to
2.5' bgs. soil samples analyzed for organo-chlorine pesticides had any reportable concentrations
above the practical quantification limits (PQL). The results of on-site metal analyses indicate
median concentrations within the range of background concentrations in soil. No significant
increase in metal concentrations at depth was observed in the soil samples analyzed at 2' to 2.5'
bgs.. Petroleum hydrocarbons and PAR's were detected in two (2) of the soil samples collected
within the oil well drilling sumps at elevated levels. The highest TRPH reported was 11000 in
sample SPI-E-8', along with 52 ppb ethylbenzene and various PAR's. Two (2) PAR's were

reported above the EPA's Preliminary Remediation goals (PRG's) with benzo(b)f1uoranthene at
0.077 ppm and dibenzo(a,h)anthracene at 0.384 ppm.
The highest concentrations of organo-chlorine pesticides reported in the soil samples on-site
along with PAR's, and volatile organics were determined to be chemicals of concern identified
for this site for the human health screening evaluation. The potential risk in soil to human
receptors at the site is presently above the recommended risk limit of 1 x 10-6 suggested by the
EP A due to the PAR's reported in the oil well drilling sump area, The hazard in the air is less
than the recommended level of concern (1.0) by the EP A. The highest lead concentration (13
mg/kg (ppm)) in the on-site soil samples was used in the Lead Risk Assessment Spreadsheet
(DTSC Lead Spread Verso 7.0) calculations, which indicated no significant risk to adults,
children or workers at this site from low concentrations of lead in the soil. See Table 1 & 2 of
the RAW for analytical results of soil and soil gas samples.
All metals were eliminated from the risk and hazard calculations based on the on-site mean
(average) concentrations of each metal being within the range of the background soil sample
concentrations ± 10% (an acceptable margin of error). In addition the on-site metal
concentrations were all within the range found in soil within the southern San Joaquin Valley
(Wilson, S.A.). See Table 2 of the RAW for on-site and background metal concentrations for
compansons.
SEI recommended that the drilling sump be removed with the oil-impacted soil
disposed/recycled off-site and soil samples be collected from the resulting excavation to confirm
the removal of the contaminated soil. The risk and hazard analysis for the PEA Report will then
be conducted utilizing the new analytical data. SEI prepared a Remedial Action W orkplan
(RAW) dated April 5, 2002, which was verbally approved by Howard Wines of the Bakersfield
Fire Department Office of Environmental Services.
FIELDWORK CONDUCTED
Excavation of Petroleum Hydrocarbon Impacted Soil
On May 30, 2002 sm supervised the removal of soil impacted with crude oil within the former
drilling sump area located approximately 25' south of the recently abandoned oil well. SEI
contracted MARC OR Environmental to conduct the soil removal, backfilling and soil disposal
aspects of this project. The majority of the top 4' of soil over the former oil well drilling sump
was unstained and was stockpiled separately and reused as fill material at the base of the
excavation. An excavator was utilized to remove the oil impacted soil from the excavation area.
A depth of 13' below ground surface (bgs) was initially reached in the center of the excavation
and was deepened to 15' bgs. after initial analytical results indicated minor residual TRPH
concentrations remained. The excavation depth at the west end of the sump was approximately
11' bgs.. In general excavation activities continued until no oil stained soil was visible on the

bottom or sidewalls of the excavation. Soil samples were collected on all four (4) sidewalls and
at two (2) locations along the base of the excavation. The soil samples were collected from the
bucket of the excavator within stainless steel tubes, sealed with Teflon-lined plastic caps, labeled
and placed into iced storage. An additional soil sample (NW ALL-9' -2) was collected from the
north wall of the excavation after an additional 2' of soil was removed from the north wall due to
a high initial analytical result in this area. A composite soil sample (Stockpile-I) was collected
from the overburden stockpile at 4 individual locations within the stockpile, American Analytics
analyzed the soil samples for TRPH by EPA Method 418.1 and BTEX by EPA Method 8020 in
an on-site mobile analytical laboratory. Selected soil samples were also analyzed by American
Analytics for PAR's by EPA Method 8310 in a stationary laboratory. American Analytics is a
State certified analytical laboratory. See Plate 3 for soil sample locations and the excavation
area.
Transportation & Disposal of Hydrocarbon Impacted Soil
The petroleum hydrocarbon-impacted soil was loaded into trucks and transported to
EnviroCycle's recycling facility in McKittrick, CA. under non-hazardous waste manifests. A
total of 278 tons of soil were transported and recycled at this facility. This included
approximately 100 tons of oil-impacted soil stockpiled on-site from the recent abandonment of
the adjacent oil well. See attached non-hazardous waste manifests in Appendix B.
Backfilling & Compaction of Excavation
On May 31, 2002 the excavation was backfilled and compacted with clean import material and
clean overburden stockpiled on-site up to match existing grade, Compaction tests were
conducted by SEI within the top 5' of the excavation to confinn that the excavation was
compacted to a minimum of 90% relative density. A copy of the compaction test results are
attached in Appendix B.
FINDINGS
Soil Sample Analytical Results
The analytical results of the soil samples are shown on the Table 1 and are summarized below.
The analytical results of the sidewall soil samples ranged from <5 ppm TRPH (SW ALL-8',
WWALL-7', and EWALL-7') to 190 ppm TRPH (NWALL-9'-2). The initial north wall of the
excavation was extended approximately 2' after the NW ALL-9' soil sample had a TRPH result
of 1400 ppm. The bottom soil samples had analytical results ranging from <5 ppm TRPH
(BTM-15' and BTM-W-ll') to 210 ppm TRPH (BTM-13'). The BTM-15' soil sample was
collected beneath the BTM 13' soil sample to show a decreasing trend in the TRPH levels at the
base of the excavation, The Stockpile-l composite soil sample had a TRPH concentration of 170
ppm. No BTEX or PAR's were reported in any of the soil samples analyzed. The complete
analytical reports are included in Appendix A.

CONCLUSIONS & RECOMMENDATIONS
The oil-impacted soil within the fonner oil well drilling sump has been successfully removed per
the approved RAW. Only very minor residual TRPH concentrations remain along the north
sidewall and at the base of the eastern portion of the excavation. No BTEX or PAR constituents
were reported in any of the soil samples collected and analyzed during this remedial action
indicating no elevated risk or hazard to future occupants.
SEI recommends that this site be closed and that no further environmental work be conducted at
this location.
The results of this remedial action should be incorporated into the final PEA Report for the
proposed school site.

Dear Mr. Carter:
This department has reviewed the Soil Sampling Report, dated July 12,2002,
prepared by Soils Engineering, Inc (SEI) for the stockpiled soil removal from the
former sewage treatment sump at the above referenced site.
We concur with SEI that the soil sample appears to be free of elevated
concentrations of petroleum hydrocarbons, volitile organics, metals and coliform
bacteria. We also concur with SEI that if this material is to be used as backfill
material, it should be mixed at a ratio of at least 1: 1 with clean fill material with
sufficient binder (silt or clay) in it and placed in non-residential areas. If this
material is to be used near the surface, it should be covered with asphalt or
concrete.

Dear Mr. Carter:
This is to inform you that this department has reviewed the result of the Remedial
Action Report dated June 19.2002 associated with the removal of the oil-impacted soil from
a former oil well drilling sump at the above referenced site.
Based upon the information provided. this department has determined that
appropriate response actions have been completed, that acceptable remediation practices
were implemented, and that, at this time, no further investigation, remedial or removal action
or monitoring is required at the above stated address.
Nothing in this determination shall constitute or be construed as a satisfaction or
release from liability for any conditions or claims arising as a result of past, current, or future
operations at this location. Nothing in this determination is intended or shall be construed to
limit the rights of any parties with respect to claims arising out of or relating to deposit or
disposal at any other location of substances removed from the site. Nothing in this
determination is intended or shall be construed to limit or preclude the Regional Water
Quality Control Board or any other agency from taking any further enforcement actions.
This letter does not relieve the property owner of any responsibilities mandated
under the California Health and Safety Code and California Water Code if existing,
additional, or previously unidentified contamination at the site causes or threatens to cause
pollution or nuisance or is found to pose a threat to public health or water quality. Changes
in land use may require further assessment and mitigation.
