A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF BAKERSFIEED REGARDING
A BUDGET POLICY FOR THE FUTURE
CLOSURE OF THE BAKERSFIELD SANITARY LANDFILL
WHEREAS, the City of' Bakersfield is required by State regulations to perform
the final capping and environmental closure of the former Bakersfield Sanitary Landfill
(project), and
WHEREAS, said project requires substantial capital funding, and
WHEREAS, the Budgst and Firlance Committee has considered various
methods of providing funding for the project, and
WHEREAS, the Committee recommends that funding be provided from the
Refuse Enterprise Fund, and
WHEREAS, the Committee further recommends a policy to reserve for said
project any savings generated in the Refuse Enterprise Fund, until it and any necessary
financing is fully funded, or until such policy is changed by future City Council
resolution,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Bakersfietd as forlows:
1. The above recitals are true and correct
The City Council adopts the foHow)ng policy regarding budgeting within the
Refuse Fund and encourages future City Councils to follow same:
Beginning with Fiscal Year 2000-01, savings generated within the Refuse
Enterprise Fund shall be transferred to the Landfill Closure Fund. The Refuse
Enterprise Fund shall continue to finance future increases in operating and other
expenses through rate adjustments if necessary, without application of monies
from the Landfill Closure Fund.

I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by
the City Council of the City of Bakersfield at a regular meeting thereof held on
