Forrest and I drove to the site which is adjacent to Circus Liquors. Mr. Courtri~ht did not accompanv us. Mr. Harold White. owner of Circus Liquors and also of the former Bill's Casing Tong Services site accompanied us on our inspection. The former Bill's Casing Tong Services site is currently a glass shop. The shop was closed and no evidence of current waste discharge was found. A small concrete washpad was present about 50 feet south of the glass shop building but appeared to be abandoned. According to Mr. Harold White. three to four dry wells of about 10 inches in diameter an six to eight feet deep exist at the east end of the wash pad. He was present during the dry well construction. I did not observe any trace of the dry wells. No soil discoloration was found. Mr. Courtright of Bill's Casing Tong Services had informed me that Chevron 325 solvent had been used at the Airport Drive site. He did not recall the duration of solvent use or the Quantities of sol vent used at the si te. ~lr. Courtright had also indicated that dry wells were used for disposal of the solvent used for equipment cleaning. We ,obtained water samples from the on-si te well behind Circus Liquors for analyses for BTEX and total petroleum hydrocarbon (TPH- mineral spirits) bv Twining Laboratories. The well is located approximately 50 feet east of the washpad. Laboratory test results received from Twining are attached to this report and indicate that BTEX and TPH-mineral spirits were not present in the sample. No well data was available. 09/15~3. AN INSPECTION OF THE SITE REVEALED THAT A COU~TY ROAD HAD BEEN CONSTRUCTED OVER THE LOCATION OF THE DRYWELLS WITHIN THE LAST SIX MONTHS. KERN COUNTY 5 January 1989 Enclosed is an inspection report concerning the subject sites. The inspection report indicates that Chevron 325 solvent was previously discharged to land at the two sites. for a period of years. The report also notes that there is a current on-site waste discharge of steam cleaning wastes at the Wibel Road site. The report notes that Chevron 325 ~olvent is no longer discharged at either site. In oY'der to assess the impact of the current and previous discharges of waste at the two sites. additional information is needed. Prior to 21 February 1989. please provide the following information: 1. A chemical analysis of the steam cleaning waste stream at 4110 Wibel Road for BTEX. TPH (gas and diesel). and oil and grease; and an estimate of the daily and yearly volume of steam cleaning wastes discharged at the site. If stearn cleaning wastes are variable from day to day, representative samples should be collected on different days for laboratory analysis. Analyses must be conducted by a laboratory certified by the State Department of Health Services. Sampling methods must conform to EPA methodology. 2. A list of the chemical components of Chevron 325 solvent. 3. A reliable estimate of the volume of solvent previously discharged to land at both 4110 Wibel Road and 110 Airport based on your company's records. LOCATION & COUNTY: 4110 Wibel Road, Unit K and 110 Airport Drive, Bakersfield, Kern county CONTACT(S): Leroy Courtright, Manager INSPECTION DATE: 21 November 1988 INSPECTED BY: Lawrence Lowe ACCOMPANIED BY: Lilia Chavez, RWQCB: Forrest Harrison, Kern County Health Department OBSERVATIONS AND COMMENTS: An inspection on 21 November 1988 was conducted of Bill's Casing Tong Services in Bakersfield at two locations: 110 Airport Drive (operated from 1982 through 1985) and 4110 Wibel Road, Unit K (operated since 1986). The inspections were performed in response to an office of Emergency Services spill report concern- ing the disposal of Chevron 325 solvent at the two sites. 4110 Wibe1 Road, Unit K We drove to the site (across the street from SWAP-O-RAMA) and met with Leroy courtright, the manager of the facility. Mr. Courtright informed us that they service drilling equipment from the oil fields. We were curious as to what a "tong" was and Mr. Courtright explained that it is a hydraulic wrench. Mr. Courtright had informed me by telephone prior to the inspection that Chevron 325 solvent was used for a few months in 1986 at this site. During my inspection, I asked Mr. Courtright where the solvent was used and discharged. He showed me a concrete washpad where equipment was cleaned with solvent. The solvent waste was washed - e Bill's Casing Tong Services' (2) from the washpad into an on-site unlined ditch. At the time of my inspection I observed the ditch to be six inches wide and four inches deep, and extending about 40 feet downslope from the washpad. No cleaning of equipment was being performed during the inspection. I asked Mr. Courtright how they currently clean equipment. He indicated that equipment is now steam cleaned and the wastestream is allowed to run into the shallow ditch. No soil discoloration was found during the inspection. I inquired as to where nearby water wells were located. Mr. Harrison of the Health Department said that there are no nearby wells operating in the vicinity of the site. Water supplied to the area is from, distant wells operated by California Water Service. Data from the 1986 Department of Water Resources Groundwater Elevation Map for the area indicates unconfined groundwater occurs at a depth of 110 feet with a regional groundwater gradient to the southwest. Summary My inspection indicates that the existing facility at 4110 Wibel Road is a small-scale operation. Past discharge of Chevron 325 solvent, according to Mr. Courtright, occurred over a short "few months" time period and was disposed of to a shallow ditch. Mr. Courtright has indicated that there.. is no longer a sol vent discharge to land. Currently there is a steam cleaning wastestream discharged to land. Currently underlying groundwater in the vicinity of the facility is not used as a domestic water supply. 110 Airport Drive Lilia, Forrest and I drove to the site which is adjacent to Circus Liquors. John Clark, manager of the facility , informed me that well data indicates that the ground water table fluctuates from 159 to 195 feet below the ground surface and that his well is 238.4 feet deep. Laboratory test results received from Twining Laboratories are attached to this report and indicate that BTEX and TPH-mineral spirits were not present in the samples. Summary Disposal of Chevron 325 solvent to dry wells has been confirmed by Mr. Courtright. Details concerning the duration and volume of solvent discharged at the site have not been provided. Recommendations I recommend that the discharger provide us with the following information: 1) A chemical analysis of the current steam cleaning wastestream at 4110 Wibel Road for BTEX, TPH (gas and diesel), and oil and grease. 2) A chemical characterization of Chevron 325 solvent. 3) A reliable estimate of the volume of solvent discharged to land at both 4110 Wibel Road and 110 Airport Drive based on company records. ~~1t.æ-::o/ ~~ LAWRENCE M.
