Mr. Underwood:
Soils Engineering, Inc. (SEI) has completed the removal and closure of one (I) 1250-gallon diesel
underground storage tank (UST) at 4001 Wible Rd. in Bakersfield, CA. (site) for the Fran Mar
Company. See Plate 1 for Location Map. The fonner diesel UST was located approximately 120'
west of Wible Road and 105' North of White Lane on the vacant lot as shown on the attached Plot
Plan (plate 2).
Background
This was the location ofa fonner Kern County Road Yard, which was active :&om the 1950's to the
1970's. No documentation was found indicating that anyfonner UST had been removed :&om the
site. On April 10, 2001'a I 250-gallon diesel UST was discovered during a Phase II Site Assessment
of the site by trenching in areas of metallic anomalies detected at the surface with a magnetometer.
The diesel UST uncovered may have been part of the County Yard or some other UST installed prior
to the 1950's. No other UST's were indicated at the site based on a geophysical studyofthe
subsurface conducted by Strata Geophysical Inc. on April 18 and 19, 2001.

Field Work Conducted
On April 19 , 200 I the UST was decontaminated (triple rinsed) with a high pressure steamc1eaner and
a degreaser. The rinsate was removed by a Foss Environmental vacuum truck. The rinsate was
disposed/recycled at DeMennolKerdoon's facility in Compton, CA. under a Non-Hazardous Waste
Manifest (see attached manifest). The UST was inerted with 20 pounds of dry ice prior to removal.
A lower explosion level (LEL) meter was utilized to, determine hydrocarbon vapors and oxygen
content prior to removal. The LEL levels and oxygen levels were at safe concentrations prior to
removal. The UST was removed on April 19 , 2001 under permit #BR-0275 (see attached) obtained
:&om the Bakersfield Fire Department Office of Environmental Services (BFDOES). A backhoe was
used to remove the UST, which was then placed on a truck, marked and transported to Sierra
Recycling for disposa]Jrecycling (see attached USTclosure certification).

Soil samples were collected from the backhoe bucket at approximate depths of 2' and 6' beneath the
bottom of the former UST location. The soil samples (T-2' and T-6') were sealed, labeled and
placed in iced storage. The soil samples were delivered by overnight delivery to Positive Lab Service
for analysis of Total Petroleum Hydrocarbons as diesel (TPHd), and for benzene, toluene,
ethylbenzene, and total xylenes (BTEX) by EPA Methods 8015m and 8021b, respectively
The excavation was backfilled with clean fill and compacted up to match existing grade.
FINDINGS
The analytical results of the soil samples are shown in the following Table 1 and indicate that no
TPHd or BTEX concentrations of concern 'were present in the 2 soil samples.

Conclusions & Recommendations
SEI concludes that the former UST uncovered at this site has not had any significant releases of
petroleum hydrocarbons into the surrounding soil.
Based on the above information SEI recommends the closure of this site with no additional
assessment or remedial action recommended at this site.
