LUKEN Engine 7, and Patrol 7 were dispatched to a reported chemical smell on Fwy 99 south of Wilson. The reporting party was Cal Trans. They were on scene to dig up and repair a broken water supply pipe, which had leaked earlier in the AM, causing a vehicle accident in which BPD was involved (see Incident Number 13147). While digging up the pipe, they noticed a smell of solvent or other chemical coming from the dirt they were excavating. The pipe that they removed had several deformations, and other signs of chemical degradation to it. The location of the pipe was approximately 2' east of the southeast corner of the In and Out Auto Painting facility at 3415 Wilson Rd. Cal Trans manager Steve Mason had called their environmental control personnel, and Haz Mat 11 and Battalion 1 were called in. The scene was not immediately dangerous to life or health. Haz Mat 11 arrived on scene and took a sample of the dirt for analysis. CHP was advised of the situation due to their responsibility for State Highways. The scene was left in the control of Cal Trans. I was not able to find any other ID#s associated wid1 tlús business in Kern CO\lJ'lty. The EP AID Profile repon shows that they manifested 2 times in 1998. and 3 limes each in 1999 and 2000. There are no manifests in the Ha2net foc 2001 as of this date. The Shipment by W ute Code report shows the number of containers and gallons shipped on each of the eight manìfests. This calculates to the generation of abo\1.t 13.5 gallons of waste generated per month. The Haznet Enforcement Entíty Analysis report calculates the nLLmber of days between shipments of the same waste code, As the report shows, an but one of the shipmènt intervals appears withín the aUowable 180 days for a Small Quantity Generator (SQG) oc a ConditionaUy Exempt Small Quantity Gcnerator (CESQG). The 249 days between manifèst 98411928, sbipped 1/8/99 and manifest 99467605, shíp:ped 9/14/99, being the exception. This may indicate megal storage.
