Dear Howard: Confirming our telephone conversation of last week, this letter is submitted per your request. During construction of a new canopy at the subject site, Kern Construction found contaminated soil during the digging of at least one new footing. The contamination is believed to have been associated with a much earlier release for which the site was remediated and received environmental closure in August 1994. In this regard, attached is a IITPHG Soil Sample Map" dated 12/93 indicating the sample locations and the hydrocarbon level. I have been advised by our remediation department that SECOR International has performed air monitoring and collected samples for the generated soil stockpiles and a full and detailed report has been submitted directly to you under separate cover. Wines III Hazardous Materials Specialist Bakersfield Fire Department Office of Environmental Services 1715 Chester Avenue Bakersfield, California 93301 RE: SOIL STOCKPILE SAMPLE ANALYTICAL RESULTS ARCO Service Station No. 5365 4010 Wible Road Bakersfield, California Dear Mr. Wines: SECOR International Incorporated (SECOR), on behalf of ARCO Products Company (ARCO), is pleased to present this letter report detailing the results of soil stockpile sampling at the above referenced site (Figure 1). SECOR performed air monitoring during excavation for new canopy footings and collected soil samples from the generated soil stockpiles. On November 4, 1998, Kern Construction excavated six new canopy footings in the area of the dispenser islands (Figure 2). The footings were excavated to a total depth of approximately 10 feet below ground surface (bgs), and had surface dimensions of 4 feet by 4 feet in diameter. SECOR performed air monitoring during the excavation using a Heath-Tech Flame Ionization Detector. Elevated concentrations of volatile organic compounds (VOCs) were detected during the excavation of the second canopy footing (Footing 2). Concentrations of VOCs measured during the excavation of the remaining five canopy footings (Footings 1,3,4,5, and 6) were either non-detectable or below 50 parts per million by volume (ppmv). Soil excavated from Hole 2 was stockpiled separately for sampling and analytical characterization. Air monitoring logs are included in Attachment A, SECOR collected five stockpile samples (SP-l through SP-5) from the generated soil stockpiles. Soil samples were submitted to State-certified Del Mar Analytical of Van Nuys, California for analyses of total petroleum hydrocarbons characterized as gas (TPHg), benzene, toluene, ethylbenzene, and total xylenes (BTEX), and methyl-tertiary-butyl ether (MTBE) by EPA Methods 8015M and 8020M, respectively. Varying concentrations of total petroleum hydrocarbons as gasoline (TPHg) were detected in each of the five samples. The highest concentration, 4,200 milligrams per kilogram (mg/kg), was detected in sample SP-l which originated from the second canopy footing (Footing 2). Lower concentrations of TPHg (1.8 to 250 mg/kg) were detected in the remaining four samples (SP-2 through SP-5). A low concentration of benzene (0.41 mg/kg) was detected in only of the five samples (SP-3). MTBE was not detected above laboratory reporting limits in any of the five samples. Wines III ARCO Station No. 5365 November 17, 1998 Page 2 The presence of petroleum hydrocarbon constituents was previously documented at the site during removal and replacement of the underground storage tanks (USTs), dispensers, and product piping in August 1993 (GTI, 1994). Elevated concentrations of TPHg were identified beneath dispensers at the middle and southern dispenser islands (Figure 3). A maximum TPHg concentration of 9,900 mg/kg was reported at the eastern end of the middle dispenser island, which correlates with elevated hydrocarbons identified during the excavation of the second canopy footing (Footing 2). On July 30, 1993, GTI completed three soil borings (B-1 through B-3) adjacent to the USTs to a depth of 25 feet bgs (Figure 4). No detectable concentrations of TPHg or benzene were identified in any of the soil samples. On May 19, 1994, GTI completed three angle borings (B-4 through B-6) to a depth of 45 linear feet beneath the middle and southern dispenser islands (Figure 4). Petroleum hydrocarbons were identified in only one sample beneath the western end of the southern dispenser island at 8 feet bgs (B6-8). Historical analytical results are presented in Attachment C. SUMMARY/CONCLUSIONS · No detectable concentrations of MTBE were reported for any of the five stockpile samples, and benzene was detected in only one soil stockpile sample (SP-3) at low concentrations, This suggests that hydrocarbons identified in the soil stockpiles generated from the canopy footing excavation are not from recent leaking/spillage, but related to prior and documented hydrocarbon impacted soil identified at the site; · As indicated from stockpile sampling and FID readings, the highest concentration of TPHg was associated with soil generated from the second canopy footing (Footing 2), which is consistent with elevated TPHg concentrations identified at the eastern end of the middle dispenser island during the upgrade of the dispensers and USTs in August 1993; · Previous site assessments by GTI delineated the lateral and vertical extent of hydrocarbons in soil adjacent to the dispenser islands and USTs; · Groundwater is located at approximately 100 feet below the site; and · All possible source areas (USTs, dispensers, and product lines) were removed and replaced in August 1993. In summary, hydrocarbons identified in soil samples collected from the canopy footing excavation stockpiles are most likely related to those previously identified beneath the dispenser islands during the UST removal and replacement in August 1993.
