Unfortunately, nothing in the file addresses the contamination detected in the laboratory samples from the preliminary site assessment. The understanding between our agencies has been for KCEHSD to close those sites within' the City of Bakersfield where removal permits were obtained through KCEHSD, unless other arrangements are made on a case by case basis. If you would like to refer the closure of this case to our office, please notify Ralph Huey at the letterhead address. At that time the tank was transported to R.L.W. Equipment's yard at 2080 South Union. At the time of the removal, I requested information as to the future destination of the tank. I received a letter from you on October 10, .1989, stating that you were storing the tank and at that time you had no use planned for the tank. On November 8, 1989, I sent you a letter explaining the three options for the tank. I have not had any response from you on this matter. Please supply this department with one of the following items within 14 (fourteen) days from the date of this letter. 1. Tank disposal form from A.M.R. or another acceptable disposal facility. 2. If the tank is to be reused as an underground storage tank, written certification from Modern Tank that they will warranty the tank. 3. Proposa 1 for above ground usage and approval from the appropriate fire department for the intended use. Failure to supply this department with the requested information in a timely manner may result in legal action. Please contact me if you have any questions. The tanks have to be cleaned and transported to our plant by the Contractor. The tank will be visually inspected in and out as practical. Next the tank will have the primary tank air tested and then Secondary tank air tested. Folluwing this the inter- sticial space will be put under vacuum to further testing and left under vacuum till deliverèd. After convincing ourselves the tank is structually sound we turn to Exterior. All coating will be checked and repaired if needed. Areas around openings will especially be checked. After completion we will take Tank to new location and spark test prior to installation. If during any of these steps we feel there is a problem regarding the re-use of this tank we will not proceed. The removal permit was issued based on the application information that the tank would be disposed of at American Metal Recyclers, Ontariol California. The tank is currently being stored' at R.L.W. Equipment, 2080 So. Union Avenue, Bakersfield, California. Until the tank is properly disposed or an appropriate reuse is approved, no further closure action will be taken on this case. Soil Sampling Any deviation from sample locations and numbers or constituents to be sampled for which are described below and in Handbook #UT-30 must receive prior approval by the Environmental Health Services Department. a. (Tank size less than 1,000 gallons) - minimum of two samples must be retrieved beneath the center of each tank at depths of approximately two feet and six feet. 6. If any contractors or disposal facilities other than those listed on permit and permit application are to be utilized, prior approval must be granted by the specialist listed on the permit. 7. Soil sampling (piping area) a minimum of two samples must be retrieved at depths of approximately two feet and six feet for every linear feet of pipe run and also near the dispenser area(s). 8. Sample analysis a. All waste oil samples must be analyzed for total organic halides, oil and grease, and lead. 9. Tank removal contractor must have a qualified company employee on-site supervising the actual tank removal. 10. Copies of transportation manifests must be submitted to the Kern County Environmental Health Services Department within five days of waste disposal. 11. All applicable state laws for hazardous waste disposal, transportation, or treatment must be adhered to. The Kern County Environmental Health Services Department must be notified before moving and/or disposing of any contaminated soil. 12. Permittee is responsible for making sure that "tank disposition trackinl! record" issued with this permit is properly filled out and returned within 14 days of tank removal. 13. The tank will be visually inspected in and out as practical. Next the tank will have the primary tank air tested and then Secondary tank air tested. Foll~wing this the inter- sticial space will be put under vacuum to further testing and left under vacuum till deliverèd. After convincing ourselves the tank is structually sound we turn to Exterior. All coating will be checked and repaired if needed. Areas around openings will especially be checked. After completion we will take Tank to new location' and spark test prior to installation.
