Phoenix UST Removal Page 1 Lutrel Services, Inc. e e SITE TANK REMOVAL REPORT 720 WILLIAMS STREET BAKERSFIELD I INTRODUCTION This report outlines the underground storage tank removal methods and results of Lutrel Services, Inc. (LSI) operations on the underground storage tank at 720 Williams Street in Bakersfield, California. The underground storage tank removal was authorized by Mr. Ernie Phoenix, Owner on March 3, 1995. II PURPOSE AND SCOPE The purpose of the underground storage tank removal was to eliminate the possibility of contaminating soil from the tank. LSI presented one scenario for removal, 1) Excavate, recycle and backfill. Scope of work for this remediation project involved the following: · Permits were purchased by Mr. Phoenix on January 13, 1995. . Excavation of the subject tank began on March 6, 1995. The tanks were rinsed, the rinsate removed and recycled, filled with 47 pounds of dry ice, loaded on a flatbed truck and transported as a non- hazardous material. Samples were not taken as RESNA Environmental had performed soil borings on Apri112, 1994 and found no contamination adjacent to or beneath the subject tank. Groundwater was not encountered during excavation. . Mr. Mark Turk of the City Fire Department was on site to witness the actual removal of the tanks. III BACKGROUND INFORMATION Information regarding the site location, site description, site geology and hydrogeology, and project history is presented in the following sections. a. Project Location The project site is located at 720 Williams Street in the City of Bakersfield, Kern County, California. The site is south of Edison Highway, bounded by Williams Street to the east and surrounded by light industrial businesses. The site is within southwest quarter of Section 23, Township 29 South, Range 28 East, M.D.B. & M. (See Map #1) Harry E. Phoenix UST Removal Page 1 Lutrel Services, Inc. e e b. Site Description The site is a level, paved, chain-link fence enclosed property. An office I shop building is located directly west of the UST. California Water Service is the company in charge of domestic water service. All sewage is discharged into the sewage system. The underground storage tank was located west of the office I shop building. (Map #2) The tank was constructed of steel, set below grade, was approximately five feet in diameter with the top at four feet in depth. (see Figure 1). IV SITE GEOLOGY AND HYDROLOGY The site is located within the San Joaquin Valley Great Valley geomorphic province of California. Near- surface site soils consist of sand, sandy silt, and silty clay which are Quaternary alluvial deposits of the Kern River, located approximately 3.5 miles northwest of the site. According to Kern County Water Agency Water Supply Report, 1993, groundwater is greater than 250 feet below grade with a gradient of approximately 0.01 foot per foot in a northeast direction. This shallow unconfmed aquifer recharges the deeper confined and semi-confined groundwater basin which provides the community and agricultural water supply for the southern valley. Average rainfall in the Bakersfield area is approximately six inches per year and does not contribute to the groundwater recharge by surface infIltration. Harry E. Phoenix UST Removal Page 2 Lutrel Services. Inc. e e V SITE HISTORY Information regarding the site history was obtained from owner of the property, Mr. Ernie Phoenix. The site was subdivided into light industrial parcels during the middle 1970s. The site was developed by the present owner and used as an office and shop doing business as Keenan Pipe Supply until recently when a new tenant moved in. The tank was used to store unleaded gasoline for company vehicles. It is unknown when the tank was taken out of service. VI PROJECT HISTORY The Bakersfield City Fire Department, in conjunction with Kern County Environmental Health Department is concerned that underground Storage Tanks have the potential to degrade water quality of the unconfined aquifer which underlies the city. Because the tanks commonly consist of organic hydrocarbon compounds, KCEHSD and the City Fire Department has required that the owners of property known to be equipped with these types of systems demonstrate that the tanks are replaced with double walled tanks with leak detection systems and that the soil beneath the system components has not been impacted by . organic constituents. a. Laboratory Analysis of Soil Samples Soil samples were taken by soil borings by RESNA Environmental and tested for BTEX by EPA Method 8020 and TPH-g by EPA Method 8015. Samples were taken at two (2) feet and six (6) feet below the dispenser. These samples were also analyzed for TPH-g by EPA Method 8015 and BTEX by EP A Method 8020. vn LSI SITE CHARACTERIZATION FINDINGS a. Soil ProfIle Subsurface soils in the area of the investigation generally consist of silty sands underlain by interbedded layers of poorly graded sand and silty clay to a maximum depth of 12 feet. Results of soil Sample Analysis Laboratory results of the soil samples tested for BTEX, and TPH-g were taken by RESNA but were not available for this report, however the Bakersfield City Fire Department, in a letter dated June 30, 1994 reviewed the Underground Tank Assessment and "based on analytical results of the soil samples collected, there appears to be no gasoline impacted soil adjacent to or beneath the UST." c. Extent of Soil Contamination Based on the results of the analytical testing of soil samples, petroleum hydrocarbons as gasoline were not present in the subsurface soils to a depth of at least 6 feet vm CONCLUSIONS On the basis of the findings, the following conclusions: · Soil profile at the site consists of silty sand, poorly graded sand, silty clay and gravelly sand to the maximum explored depth of 16 feet. No groundwater was encountered. IX REMEDIAL ACTION ALTERNATIVES KCEHSD requires that three remediation options be evaluated if significant levels of contamination are found. Remediation alternatives for soils containing gasoline include ex-situ and in-situ methods. Soil excavation (ex-situ treatment) is effective for most soils and petroleum hydrocarbons. Excavation is generally limited to depths of 25 feet and can be further limited by site development and site operations, however the extent of attainable cleanup is usually more predictable and more likely to be complete. Ex- situ remediation usually requires shorter time periods and is time-dependent on the type of surface treatment selected (i.e., recycling, bioremediation). Environmental impact and site disturbance can be substantial, including risk of chemical exposure and physical contact with chemicals. The potential for damage to nearby structures and other site features can be high. Harry E. Phoenix UST Removal Page 4 Lutrel Services, Inc. e e In-situ methods include bioventing and bioremediation. In-situ methods generally are effective in permeable soil types (i.e., sand and sand silt mixtures) and are less limited by depth or by site development Site operations are usually only minimally interrupted by system installation and maintenance tasks. Extent of attainable cleanup often varies depending on soil types and type of contaminant and is generally not entirely complete. In-situ methods require long periods of time (sometimes on the order of several years) in comparison to ex-situ treatment. Long-term liabilities may result from incomplete reduction of contaminants. Costs associated with in-situ methods are generally less in comparison to ex -situ methods, especially when deep soil contamination is present. Harry E. Phoenix UST Removal Page 5 Lutrel Services, Inc. e e X EXCAVATION OF CONTAMINATED SOIL Since no contamination was found on the site, no remediation should be required. a. Suggested Action L.S.!. has backfilled. the excavation with the soil removed during excavation with the addition of 10 yards of sand to account for the tank volume. b. Findings Samples were analyzed and non-detect levels were reported at the tank. XI LSI CONCLUSIONS AND RECOMMENDATIONS c. Conclusions a. The gasoline contamination located beneath the tank has been reported as non-detect, resulting in clean closure. These levels are documented by TPH-g and BTEX analyses from samples at the bottom ofthe excavations in a report by RESNA dated May 11, 1994. Field observations and measurements, and laboratory analyses indicate that the site does not pose a present or reasonable threat to groundwater due to this report's findings of non-detect or extremely low contaminant concentrations. b. Recommendation As a result of the findings described in this report and the aforementioned letter from the Bakersfield Fire Department, we recommend that a clean closure declaration be granted by the KCEHSD and the Bakersfield Fire Department for the underground storage tank at 720 Williams Street, Bakersfield, California. To avoid any further regulatory action regarding the underground storage tank, you must obtain a permit to abandon the tank, from this office, within 10 days from receipt of this letter. The permit charge is $483.00 and will remain valid for 90 days after issuance. All contractor information is to be listed on the permit and must be approved prior to any work being performed. Please give this office at least 5 working days notice so that an inspector can be available on site during the abandonment and sampling activities. Union Ave. Bakersfield, CA 93307 Dear Mr. Becker: I have reviewed the Underground Tank Assessment dated May 11, 1994 for the Keenan Pipe Supply facility located at 720 Williams Street in Bakersfield. Based on the analytical results of the soil samples collected, there appears to be no gasoline impacted soil adjacent to or beneath the UST. This office agrees with RESNA's recommendation to abandon the UST in place using a concrete slurry. This will avoidt~e demolition of storage buildings and the possibility of undermining the shop building. In addition, the fuel dispenser must be removed and soil samples must be collected at 2' and 6' beneath the dispenser location and analyzed for TPHg and BTEX to assess the soil beneath the dispenser area. Please follow the procedures listed in Handbook UT-30 published by Kern County Environmental Health in cooperation with the Kern County Fire Department for abandonment in place. A copy of the pertinent section is included herewith. A permit for abandonment must also be obtained through this office before any work is to begin. Please give this office at least 5 working days notice so that an inspector can be available on site during the abandonment and sampling activities. (RESNA) of Bakersfield, California drilled one 15- foot soil boring adjacent to a 1,000 gallon gasoline underground storage tank (UST) at subject site (Plate 1 & 2). This assessment report contains the analytical results of a soil sample collected at a depth of lO-feet adjacent to the fill end of the UST and presents conclusions and recommendations for the site. BACKGROUND The 1,000 gallon UST has stored gasoline for use to fuel service vehicles at the facility. According to personnel at the site no records of spills or losses from the UST have occurred. The UST is located under some storage buildings and appears to be partially under the main shop building (east end of tank). FIELD PROCEDURES RESNA utilized a Mobile B-53 Hollow-stem auger drilling rig to advance a soil boring to a depth of 15-feet adjacent to the fIll end of the UST. This boring (B-1) was located to assess the extent of gasoline in the soil adjacent to and beneath the UST. A soil sample was collected at a depth of 10- feet using a California modified split-spoon sampler advanced 18-inches with a 140 pound hammer dropped repeatedly from 30-inches. The soil sample was retrieved from the sampler, capped with Teflon-lined plastic caps, labeled, and placed in a cooler with ice. A RESNA geologist described the soil sample using the Unified Soil Classification System. The soil sample was transported to '... - ", IICi/RJB/770135.32 e e .."..-..... ....~~.... Working to Restore Nature BC Laboratories for analyses of Total Petroleum Hydrocarbons as gasoline and for Benzene, Toluene, Ethylbenzene, and Xylenes. The soil boring was backfilled with non-impacted cuttings and capped with concrete. FINDINGS Analytical results indicated no gasoline constituents in the soil sample collected and analyzed from boring B-l. See enclosed laboratory reports and the chain of custody for the sample. No petroleum odor was detected in any of the soil samples or soil cuttings evolved from the boring. The soil encountered in the boring consisted of fine to medium grained sand with occasional silty sand lenses. CONCLUSIONS AND RECOMMENDATIONS Based on the analytical results the soil sample collected and analyzed and field observations of soil cuttings, there appears to be no gasoline impacted soil adjacent to or beneath the UST. RESNA recommends the abandonment of the UST by filling the UST with a 2-sack concrete slurry in place. This will avoid the demolition of storage buildings and the possibility of undennining the shop building. In addition-the fuel dispenser should be removed and a soil sample collected approximately 2-feet beneath the dispenser location and analyzed for TPHg and BTEX to assess the soil beneath the dispenser area.
