A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD APPROVING RULES AND REGULATIONS
PRESCRIBE[) BY THE CHIEF OF POLICE TO IMPLE-
MENT AND ENFORCE CHAPTER 5.08 ("ALARM
SYSTEMS") OF THE BAKERSFIELD MUNICIPAL CODE
WHEREAS~ on December 15~ 1982, the Council of the City
of Bakersfield passed and adopted Ordinance No. 2793, New Series,
amending Chapter 5.08 of the Bakersfield Municipal Code entitled
"Alarm Systems"; and
WHEREAS, said ordinance becomes effective on January 14~
1983; and
WHEREAS, said ordinance requires that the rules and
regulations prescribed by the Chief of Police to implement and
enforce said ordinance be approved by resolution of the City
Council.
NOW, THEREFORE, BE IT FOUND AND RESOLVED by the Council
of the City of Bakersfield as follows:
1. The above recitals and findings, incorporated
herein~ are true and correct.
2. The rules and regulations prescribed by the Chief
of Police entitled "Supplemental Rules for Compliance with
Chapter 5.08 of Municipal Code: Alarm Systems", attached hereto,
marked "Exhibit A" and incorporated herein by reference are
hereby approved for implementation and enforcement.

SUPPLEMENTAL RULES FOR COMPLIANCE WITH CHAPTER 5.08
OF MUNZCIPAL CODE: ALARM SYSTEMS
Under the authority of the aforementioned chapter of the Municipal
Code, the Chief of Police hereby establishes certain rules and
regulations. (A) requirement for standby power supply, (B) sy}tems
allowed to connect directly to the Communications Center of the
police department, (C) investigation and method of transmittal of
alarms to the police Communications Center by any alarm company
operators or their agents, and (D) testing of alarm systems.

REQUIREMENT FOR STANDBY
POWER SUPPLY
The following are minimum guidelines which will be adhered
to by all alarm owners regarding the installing of alarm
systems in accordance with Municipal Code, Chapter 5.08:
1. Every alarm system located within the City of Bakersfield
will be equipped with a standby power supply sufficient
for at least four (4) hours operation in the event of a
power interruption.
GUIDELINES FOR ATTACHMENT OF BURGLARY ALARM SYSTEMS
WITHIN THE POLICE COMMUNICATIONS CENTER
FOR GOVERNMENTAL AGENCIES
The following are minimum guidelines which will be considered
before any governmental agency; i.e., local, county, state or
federal, will be authorized to bypass using a central station
and tie directly to the alarm panel in the Communications
Center:
il. Any vault or storage area of negotiable instruments;
2o Any office in which top security type records or files
are stored;
3. Any building, room or storage area in which valuables are
generally stored which, if known, would attract burglars,
etc., or any office, building or storage area in which
the type of activity which is conducted is of a top
security nature which might attract burglars, interlopers
or persons desiring to interfere with or pry into security
type files;
4. Any office, building or storage area to which it can be
proven to the satisfaction of the Chief of Police that a
direct tie-in alarm is essential to the security and which
is determined that using the central station could not
give adequate security;
5. Rooms, buildings and storage areas of a nonsecurity func-
tion which tends to attract general nuisance problems,
malicious mischief, burglaries and/or petty thefts will
not be considered for a direct tie-in alarm to the
Communications Center.
RULES AND REGULATIONS FOR ANY ALARM COMPANY
OPERATORS OR THEIR AGENTS
The following rules and regulations are hereby established to
be used as guidelines by any alarm company operators or their
agents.
l~ ROBBERY ALARMS: A robbery alarm as opposed to a burglar
alarmiis that type of alarm whichindicates that a perion,
through force or fear, is attempting to take valuables
from a person or business. A robbery alarm implies that
there is a danger to life as well as to property. In
every instance where a robbery alarm is received, the
police will be notified to respond immediately.
2., BURGLAR ALARMS: A burglar alarm is that type of alarm
which indicates forceful entry into a business or premises
for the purpose of plundering same in the absence of
owners, employees, etc. Employeesof any alarm company
operators or their agents responding to burglar alarms
shall not do so in a manner which would endanger the lives
or property of themselves or innocent persons and shall
use the utmost judgment to preclude ~njury to themselves
or innocent persons and damage to property. Employees
responding to burglar alarms are not, nor should these
rules and regulations imply that they are peace officers
or have peace officer power.
(a) When a burglar alarm is received, the alarm company
operator or his agent will attempt to determine,

where possible, either electronically, or by time
of day or by past exlDerience with that alarm, as
to whether the alarm is in all probability false
or real.
If the monitoring station has reasonable cause to
believe that the alarm is false, it will then dis-
patch its employees to determine what was the cause
of the false alarm and make necessary corrections
and will not report such alarms to the Communica-
tions Center of the police department.
If it is determined that the alarm is in all proba-
bility real, or they are unable to make a determina-
tion that it is in all probability false, they shall
i~ediately notify the Communications Center of the
police department which will immediately dispatch
police officers to the location.
If for some reason employees of a monitoring station
respond to an alarm believed to be false and find
that it was a legitimate alarm, they (1) immediately
notify the police; (2) make observations of vehicles,
persons, etc., which might be suspects, taking notes
of license numbers, descriptions, etc., to give to
the police upon their arrival. The alarm company
employees should not make any attempt to contact
said suspects if they are on the premises until the
arrival of the police.
3. INVESTIGATION OF ALARMS: If the police are dispatche~
on what was believed to be a legitimate burglary or
robbery alarm and after arrival and preliminary in-
spection determines that it was in all probability a
false alarm, the police officers will remain at the
scene of said alarm for a period of time not to exceed
thirty (30) minutes to await the arrival of the alarm,.
company operator's agent or the alarm owner or his
agent if they desire to respond.
.4~ TRANSMITTAL OF ALARMS: Every report of an alarm from
an ala~ company operator or his agent will include
the alarm system permit number assigned to the alarm
owner or user, type of alarm (i.e., robbery or burglary;
silent or audible).
TESTING OF ALARM S~!STEMS
When an alarm system is to be tested and such test could
cause the response of emergency personnel, the police
department will be notified prior to the test of the alarm
system.
These rules are subject to modification at any time and
modifications will take effect upon notification of said
modification to the owners and operators of the alarm
companies and will be subject to approval by resolution of
the City Council.
