A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD INITIATING PROCEEDINGS FOR THE
ANNEXATION OF TERRITORY TO THE CITY OF
BAKERSFIELD IDENTIFIED AS PROCEEDING NO. 795,
ANNEXATION NO. 284, IN ACCORDANCE WITH LAFCO
RESOLUTION MAKING DETERMINATION (KERN CITY
NO. 2).

WHEREAS, a proposal was submitted to the Local Agency
Commission of Kern County ("Commission") for the annexa-

WHEREAS, a duly noticed public hearing upon said proposal
held before the Commission on the llth day of January, 1983;

September 15, 1982; Application for Annexation dated September 20,
1982, was transmitted to LAFCO; the Certificate of Filing of the
Executive Officer of the Commission shows that the proposal was
filed by him on the 6th day of December, 1982.

5. The reasons for the proposed annexation as set
forth in the proposal thereof submitted to the Commission are
that the owners of the affected territory desire to receive, and
in some instances already are receiving, municipal services from
the City of Bakersfield and the City desires to receive tax
revenues for benefits given and to be given to the territory
proposed to be annexed.
6. BE IT FURTHER RESOLVED,

fixed as the time, date and place of hearing on the proposed
annexation where any owner of land within, or any registered
voter residing within, the said described territory may appear

such territory should not be annexed. Any owner of land within,
or any registered voter residing within, the described territory
may file a written protest against the annexation with the City
Clerk of the City of Bakersfield at 1501 Truxtun Avenue at any
time prior to the conclusion of the hearing on the proposed
annexation·
7. That the Negative Declaration as to this project
having previously been approved by LAFCO (the lead agency) is
hereby adopted and approved by the City of Bakersfield. The
project will not have a significant effect on the environment·
8. The land and improvements within the territory to
be annexed shall be liable for the general indebtedness of the
City existing at the time of annexation·
9. A certified copy of this Resolution shall forthwith
be transmitted to the Executive Director of LAFCO.

ANNEXATION NO. 284
A parcel of land situate in the County of Kern, State of California,
and being a portion of Section 3, To~mship 30 South, Range 27 East,
M.D.B. & M. and more particularly described as follows:
Beginning at the intersection of south line of the north 25 feet
of said Section S with the east line of the west 200 feet of said
Section 3;
Thence C1) S 89° 02' 81" E along the last named south line, 2021.71
feet, to intersect the extensien of the east right of way line
of Cherry Hills Drive, as said drive is shown on a map of Tract
No. 2560, recorded in Book 12 of Maps, pages 49 through 53,
records of said Kern County, said intersection being also a
point on the Corporate Boundary of the City of Bakersfield;
Thende (2) southerly and along the various courses of said Corporate
Boundary to a point on the west right of way line of Ashe Road;
as said Ashe Road is shown on a map of Tract No. 2562, recorded
in Book 14 of Maps, page 85, records of said Kern Count)', said
intersection also being distant as measured along the following
three courses, from the point of beginning;
Thence (3) departing' from said Corporate Boundary (assuming a bearing
of N 89° 021Sl" W for the north line of said Section 3) 7
N 9° S6' 06" E, SS6.62 feet~ along the last named west right
of way line to the beginning of a tangent curve, concave to
the west~ with a radius of S945 feet;
Thence (4) northerly along said curve mid along the last named west
right of way line through a central angle of 9° 18' 25" an arc
length of 965.69 feet, to the end point of said curve;
Thence f5) N 0° 37' 41l' E, 2075.56 feet, along the last named west
right of way line to the point of beginning;
Containing 262.70 acres, more or less.

Declaration prepared and adopted by the Local Agency Formation
Commission on December 28, 1982 for this project. The initial
Study consisting of an Environmental Assessment is on file
and may be inspected at the City of Bakersfield Planning
Department at City Hall, 1501 Truxtun Avenue, Bakersfield,
California.

The Environmental Assessment was reviewed and reported upon to this
· commission by its executive officer.. A copy of the assessment and report
may be obtained at the staff office of the commission at lll0 - 26th Street,
Bakersfield, California.
Pursuant to its Minute Item 12/28/82-4 the commission has found and
determined that the project will not have a significant effect on the
enviror~ent for the following reasons: (a) the project does not contemplate
the destruction of any natural, cultural, historical or scenic sights;
(b) the project will not Significantly contribute to, or be affected by any
pollution problem; (c) the project does not indicate a significant change
in land use or population centers.

The proposal is to annex approximately 263 acres of existing urban development to the
city. Since the propesal will not involve new development, it wil. 1 not have any new
environmental effect.

The annexation proposal is for a portion of an existing island of unincorporated
territory. It is located South of Stockdale Highway and East of Ashe Road. The
annexation area is residentially and recreationally oriented with a 1980 population
of 1,082..Many ef the residents are retired and elderly. The area includes 667
housing unitS, ten holes of the Kern City Golf Course (79 acres), including relate~
pro shop and restaurant, the Kern City Civic Association recreational and social
facilities (7.2 acres), and the Kern County Superintendent of Schools Administration
Center (10 acr~s)~ The latter includes 3.73 acres of undeveloped land in a landscaped,
park-like condition .which could be developed in the future. Private o~fice space is
estimated at 1,767 Square feet.
