A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD APPROVING THE KERN COUNTY SOLID
WASTE MANAGEMENT PLAN.
WHEREAS, the Public Works Department of the County of
Kern has prepared a proposed Solid Waste Management Plan for Kern
County pursuant to Sections 66780 et seq., of the Government Code;
and
WHEREAS, Government Code Section 66780 requires the
County of Kern to submit the proposed County Solid Waste
Management Plan to each incorporated city in the County; and
WHEREAS, the Solid Waste Management Plan shall be
approved by a majority of the cities within the County which con-
tain a majority of ~he population of the incorporated area of the
County; and
WHEREAS, the County of Kern, through the Public Work
Department, is preparing a proposed Negative Declaration with
respect to the subject of this Resolution, consistent with State
of California EIR guidelines and Kern County EIR guidelines; and
WHEREAS, the proposed Kern County Solid Waste Management
Plan addresses:
Identification of Solid Wastes
(Section 17131 of the California Code
of Regulations, Title 14);
Storage and Collection of Solid Wastes
(Section 17132 and 17133 of the California
Code of Regulations, Title 14);
Disposal and Processing of Wastes
(Section 17134 of the California Code
of Regulations, Title 14);
4. Resource Recovery (Section 17135 of the
California Code of Regulations, Title 14);
5. Economic Feasibility (Section 17137 of the
California Code of Regulations, Title 14);
6. I,~plementation Schedule (Section 17139 of
the California Code of Regulations, Title 14);
7. Household Hazardous Wastes Program
(Government Code Section 66780.5(b));
8. Asbestos Wastes Program (Government Code
Section 66780.5(e));
and
WHEREAS, the City Clerk of this Council has caused notice
to be duly given of said public hearing in accordance with law and
the provisions of said Resolution; and
WHEREAS, copies of the proposed Solid Waste Management
Plan have been on file in the Office of the City Clerk available
for examination during regular business hours by any interested
person at all times since the date of giving said notice, and the
same were before the City Council and duly considered during the
course of said public hearing; and
WHEREAS, said public hearing having been duly conducted
during which the Kern County Solid Waste Management Plan was con-
sidered by this Council and was explained by a representative of
the Kern County Department of Public Works, those persons desiring
to be heard on said matters having been duly heard and evidence in
said matters having been duly submitted, and this Council having
concluded said public hearing and having determined that said
Solid Waste Management Plan should be approved.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Bakersfield as follows:
The facts herein recited are true and this
Council has jurisdiction to consider and approve
the matters therein mentioned.
This Council has reviewed said plan and hereby
specifically stipulates concurrence in the
following:
a. The objectives set forth in the plan;
The method and/or organization for
implementation of the program;
c. Procedures for financing the recommended
programs; and
d. The role identified in the plan for the
City of Bakersfield.

This Council does hereby approve said Kern County
Solid Waste Management Plan pursuant to Section
66780 of Government Code.
The City Clerk shall cause a copy of this Resolu-
tion to be sent to the Kern County Board of
Supervisors and the Kern County Public Works
Department for proper inclusion in the Solid
Waste Management Plan adopted by the Kern County
Board of Supervisors and submitted to the
California Waste Management Board.

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on October 12, 1988 , by
the following vote:
