A RESOLUTION OF THE COUNCIL OF THE CITY
OF BAKERSFIELD OPPOSING MEASURE "P" ON
THE NOVEMBER 8, 1988 BALLOT.
WHEREAS, the Board of Supervisors of the Ceunty of Kern
has placed Measure "P" on the ballot for the November 8, 1988
election, which adw[sory measure proposes that gate fees be used
to finance construction and operation of Kern County sanitary
landfills ("dumps")~; and
WHEREAS, additional costs involved in collecting and mon-
itoring gate fees have been reasonably estimated to exceed two
million dollars per year and additional indirect costs, costs
passed along to residents in fees for services provided by busi-
nesses themselves paying gate fees, have been reasonably estimated
as two million dollars per year; and
WHEREAS, to offset gate fees City residential rates for
garbage service will[ increase 47%, an additional amount of $42.00
per residence the first year, and rates charged by other cities
in Kern County will likewise be increased; and
WHEREAS, gate fees have previously been tried in this
County and, as a result of an epidemic of illegal dumping, were
quickly abandoned; and
WHEREAS, gate fees will greatly increase the costs to all
agencies in keeping the County clean, and property owners will be
legally and financially responsible for the costs of cleaning up
rubbish and other materials illegally dumped on their properties;
and
WHEREAS, the city councils of eleven cities in Kern
County, including this Council, have previously taken positions in
opposition to gate fees; and
WHEREAS, tlne gate fee approach to landfill financing is
too expensive, inefficient, and inequitable and will generate
unnecessary bureaucracy, illegal dumping and pollution of our
environment.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Bakersfield that it opposes Measure "P" on the November 8th
election ballot and encourages the voters of the City of
Bakersfield, as well as all other voters of Kern County, to vote
"No" on Measure "P".

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on September 28, 1988 , by
the following vote:
