A RESOLUTION OF THE COUNCIL OF THE CITY
OF BAKERSFIELD ESTABLISHING A PERMIT
CONSOLIDATION ZONE

California is a world leader in environmental and regulatory
standards and has a compelling interest in providing a competitive
business environment, and environmental protection and
competitiveness can both be substantially enhanced with improved
efficiency of government agency permit process.
Permit Consolidation Zones work in harmony with provisions of the
Calilbrnia Environmental Quality Act (CEQA), for further
improving environmental protection and permit processes under
"Califomia's Permit Consolidation Zone Pilot Program", and in
accordance with Public Resources Code Section 10400 et seq.,
environmental permits of multiple participating agencies are
condensed into a single Facility Compliance Plan that the agencies
approve through a centrally coordinated and expedited review
process.
The City of Bakersfield has extensive new development underway,
city agencies promote environmental protection and business-
friendly policies.
Permit Consolidation Zone designation by the City of Bakersfield
will provide the business community a more convenient access to
the environmental agencies which hold regular meetings to
coordinate regional policy eflbrts.
The City of Bakersfield desires to be designated a Permit
Consolidation Zone and the environmental agencies with jurisdiction
in the City of Bakersfield agree to participate in a Permit
Consolidation Zone.
NOW, THEREFORE, BE IT RESOLVED that the City of Bakersfield proudly seeks
to be designated a Permit Consolidation Zone and unequivocally
commits to work together with all other environmental agencies to
ensure the optimal success of this program for the betterment of the
City of Bakersfield and the State of California.
I HEREBY CERTIFY that the foregoing Resolution was passed and adopted, by the
Council of the City of Bakersfield at a regular meeting thereof held
on Wednesday, November 19, 1997, by the following vote:
