A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD SUPPORTING "NO" ON MEASURE A
AND "YES" ON MEASURE C TO PERMIT THE
DEVELOPMENT OF A BAKERSFIELD AREA GARBAGE
DUMP.
WHEREAS, the Kern County Board of Supervisors have spent
more than five years and surveyed more than 1,000 square miles of
property before deciding on a 1200 acre site near Bena Road, east
of Bakersfield, for a new garbage dump; and
WHEREAS, the present dump serving Bakersfield residents
on China Grade Loop will be filled in less than 18 months; and
WHEREAS, Kern County is rapidly running out of places to
dump its garage; and
WHEREAS, the only opposition consists of a small group of
mostly out-of-county people who own land about two-miles from the
Bena site; and
WHEREAS, this opposition is willing to spend in excess of
$250,000 to defeat an issue vital to all Kern County residents
without offering viable alternatives; and
WHEREAS, there are landowners closer to the proposed site
who support and want a new garbage dump and site; and
WHEREAS, without the Bena garbage dump site, 36,000 tons
a month of Bakersfield residents' garbage will be dumped in the
communities of Arvin, Buttonwillow, Delano, Shafter-Wasco and
Taft, filling these dump sites sooner than planned; and
WHEREAS, if the opponents get their way, the land use at
the Bena site can never be changed without another countywide
election; this would create the terrible precedent of land zoning
by initiative; and
WHEREAS, local officials have done a good job of planning
for the garbage dump site, keeping foremost in mind tlhe needs of
all Kern County residents; and therefore,
NOW, THEREFORE, BE IT HEREBY RESOLVED, by the City Coun-
cil of the City of Bakersfield, that the Council fully supports
the development of a new garbage dump on Bena Road, east of
Bakersfield, and urges all voters to Vote No on Measure A and Yes
on Measure C.

passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on May 11, 1988 by
