A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD OPPOSING IMPLEMENTATION OF GATE
(TIPPING) FEES TO FINANCE SOLID WASTE LAND-
FILL OPERATIONS.
WHEREAS, the Board of Supervisors of the County of Kern
on January 18, 198~3 referred to the Council a proposed Amendment
No. 7 to the County's Solid Waste Management Plan, under Govern-
ment Code Section 66780.5(d), proposing imposition of solid waste
management program service charges and collection of such charges
on the tax roll to fund solid waste disposal facilities; and
WHEREAS, the single alternative suggested
to such service charges to be collected with taxes

WHEREAS, the Council of the City o~ Bakersfield is not in
a position to determine whether any and all other alternatives to
the proposed service charges have been fully considered; and
WHEREAS, the imposition of gate (tipping) fees would
involve substantial administrative costs and, by providing an
incentive for illegal dumping to avoid such fees, may have signif-
ican~ adverse environmental impacts.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Bakersfield that if the Board of Supervisors of the County of
Kern determines it is necessary to impose a service charge or fee
for the operation of the County solid waste disposal facilities,
the City of Bakersfield opposes imposition of gate (tipping) fees
for such purpose.

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on March 16, 1988 , by
