HomeMy WebLinkAboutRES NO 33-88RESOLUTION NO. 33-88 A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD AMENDING RESOLUTION 208-87 ENCOURAGING THE DILIGENT PURSUIT OF IMPROVED AIR QUALITY FOR KERN COUNTY. WHEREAS, THE City of Bakersfield as a part of Kern County is within an area designated as a "non-attainment" areas by the Federal Environmental Protection Agency with respect to air quality; and WHEREAS, said non-attainment area designation is based on the exceedance of federal health based air quality standards for ozone, carbon monoxide and suspended particulates; and WHEREAS, said exceedance of standards jeopardizes the good health of residents of Kern County; and WHEREAS, air pollution also affects the productivity of agriculture; and WHEREAS, non-attainment of standards could affect the area's eligibility to participate in federal programs and receive federal funds; and WHEREAS, air pollution appears to be worsening rather than improving; and WHEREAS, clean air is a regional resource; and area; WHEREAS, poor air quality is a general blight on the NOW, THEREFORE BE IT RESOLVED that the City of Bakersfield advocates for cleaner air in this metropolitan area: First, powered vehicle energy source; by continuing its experimentation with a methanol fleet and pursuing use of this cleaner burning Second, by directing staff to work with the Environmental Protection Agency and Federal Legislators to require the utiliza- tion of cleaner burning fuel such as natural gas at the Elk Hills Naval Petroleum Reserve; Third, by supporting the increased use of natural gas in oil fields as recommended by the California Air Resources Board and as deemed feasible by the Public Utilities Commission; Fourth, by directing staff to draft letters to national, state and local legislators encouraging them to support clean air legislation, changes in off-set regulations, increased use of nat- ural gas in the oil fields and funding of an extensive study of air quality in Kern County; Fifth, by planning for economic development which would be beneficial to the air quality of the region as well as planning for the arrangement of land uses to help air quality; and Sixth, by encouraging all employers in Bakersfield to provide to their work forces information concerning alternative forms of transportation, e.g., use of Golden Empire Transit District bus service, car pools, van pools, or any other form of ride-sharing, and by encouraging all employers to consider subsi- dizing such services for their employees. BE IT FURTHER RESOLVED that the City of Bakersfield encourages the Board of Supervisors and the Air Pollution Control Board of Kern County to diligently pursue those measures which would improve air quality in Kern County and the South San Joaquin Valley. .......... o0o ..........
