RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF BAKERSFIELD MAKING CERTAIN
FINDINGS REGARDING ECONOMIC DEVELOPMENT
ACTIVITIES AND AUTHORIZING PRE-APPLICATION
FOR AVAILABLE GRANT FUNDS
WHEREAS, the City is desirous of promoting further economic
development within metropolitan Bakersfield; and
WHEREAS, such development is directly related to the creation
of direct and indirect employment opportunities; and
WHEREAS, the City made a commitment to improvement in the
economic climate of Southeast Metropolitan Bakersfield through the
application for and Employment and Economic Incentive Act Program Area
("enterprise zone"); and
WHEREAS, the State of California Department of Commerce say a
need for improvement in the target area and designated a program area
("enterprise zone"); and
WHEREAS, the U.S. Department of Commerce - Economic
Development Administration is funded by Congress to assist in local
economic development efforts; and
WHEREAS, the U.S. Department of Commerce - Economic
Development Administration has informed the City of Bakersfield of the
availability of funds for infrastructure improvements on a matching
grant basis; and
WHEREAS, the funds are available on a competitive basis and
the initial step in that competitive process is the submission of a
pre-application in accordance with the guidelines established by the
U.S. Department of Commerce - Economic Development Administration; and
WHEREAS, the pre-application outlines only the concept of the
project and in no way obligates the City of Bakersfield to proceed
with the project; and
WHEREAS, the proposed improvements are consistent with the
needs as indicated in the Casa Loma Specific Plan;
NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
BAKERSFIELD as follows:
1) Economic Development Division Staff shall proceed with
the completion of the pre-application in accordance with the rules,
regulations and guidelines established by the U.S. Department of
Commerce - Economic Development Administration.
2) The City Manager of the City of Bakersfield is
authorized to execute the necessary documents in the pre-application
and submit the pre-application to the U.S. Department of Commerce -
Economic Development Administration.
