Knowledge, Abilities and Skills: Comprehensive knowledge of the prin- ciples and practices of civil engineering. Comprehensive knowledge of the principles and practices of public works construction and mainte- nance as applied to the construction, maintenance, and repair of streets, storm drainage, and sanitary sewer facilities. Ability to plan, assign, and supervise the operations of a large public works division; ability to plan and coordinate long-range programs, estimate costs, and requirements accurately, and draw up budgets; ability to establish and maintain effective working relationships with employees and the public.
