A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD AMENDING RESOLUTIONS NO. 11-87,
23-87, AND 24-87 SETTING SALARIES AND RELATED
BENEFITS FOR OFFICERS AND EMPLOYEES OF THE
CITY OF BAKERSFIELD.
WHEREAS, iResolutions No. 11-87, 23-87 and 24-87 set
salaries and related benefits for officers and employees of the
City, the City desires to make amendment thereof.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield that effective January 6, 1988, the Salary
Schedule, a part of Resolutions No. 11-87, 23-87 and 24-87, is
hereby amended as follows:
1. Resolution 11-87 is hereby amended deleting the fol-
lowing class title from the White Collar Unit:

CLASS TITLE: CIVIL ENGINEER IV (STREETS)
CLASS CHARACTERISTICS:

Under general direction, performs adminis'trative and supervisory
work In organizing and directing the maintenance of streets, and of
sanitary and storm drain systems, including the responsibility for
planning, organizing and exercising general supervision over the work
of a large group of employees engaged in the streets division of the
Public Works Department; and performs other work as required.
EXAMPLES OF DUTIES:
Organizes and supervises street repair programs and storm and sanitary
sewer operations; exercises technical supervision over the operations
of the street maintenance section; inspects streets periodical ly and
maintains records; prepares work estimates; confers with other divl-
sion heads in the department on street maintenance problems; directs
the maintenance of surface and local subsurface storm drainage facil i-
ties; confers with engineering division on surface runoff; maintains
records, prepares reports; submits annual budgets for the division.
DESIRABLE HINIMUM ';UALIFICATIONS:
Training and Experience: Graduation from a recognized college with a
0agree in civil engineering and five years of progressively responsi-
ble experience in general public works operations and administration,
Including street construction and maintenance; or an equivalent combi-
nation of training and experience which provides the capabilities to
perform the descrfbed duties.
Knowledge, Abilities and SkiIls: Comprehensive knowledge of the prin-
ciples and practices of civil engineering. Comprehensive knowledge of
the principles and practfces of publfc works construction and mainte-
nance as applfed to the construction, malntenance, and repair of
streets, storm drainage, and sanitary sewer facilities. Ability to
plan, assign, and supervise the operations of a large public works
division; aPility To plan and coordinate long-range programs, estimate
costs, and requirements accurately, and draw up budgets; ability to
establish and maintain effective working relationships with employees
and the public. .

CLASS TITLE: SUPERVISOR I I (CRIME PREVENTION)
CLASS CHARACTERISTICS:

Under general supervision, respons hie fop school drug prevention
program and other school education and safety programs; expansion
of ex[stlng neighborhood watch programs and establishment of new
ones throughout the community, including scheduling and conducting
volunteer training programs conducting seminars, making public
speeches and maintaining a[ related statistical information.
EXAMPLES OF DUTIES:
Supervises sworn Police Off cers and civilian staff assigned to
Crime Prevention Unit; deve ops strategy for existing program
expansion, as wel I as estab ishing new neighborhood watch groups
by developing a network of volunteer program presenters; conducts
workshops, meetings, and seminars relating to crime prevent[on;
publishes periodical for feedback and information to involved
groups; solicits media assistance in promoting crime prevention
programs; gathers and reports all related statistical information;
coordinates plans arid activities with all involved police depart-
ment divisions; maneges city and state funds in the operation of
the Crime Prevention Unit; sets up and maintains crime statistics
for use by the Patrol and Investigations Divisions; ccordinates
and oversees of the various programs given regularly by staff,
reserves and volunteers, and'evaluates the results; develops state
grants to maintain present and expended programs for each year;
develops sponsors for various programs; maintains a training pro-
gram for law enforcement personnel reoard[ng public awareness of.
the Crime Prevention Unit. ~
DESIRABLE MINIMUM 0UALtFICATIONS:
Training and Experience: Graduation from high school or an equiva-
lent comeinaTion of 'training and experience which provides the
capabilities to perform the prescribed duties; education and/or
experience in the area of crime prevention which indicates a thor-
ough knowledge of cri'me prevention techn!ques and theory.
Knowledge, Abil Tries and Skills: Thorough knowledge of the commu-
nity aemcgrapnics; ac~iJ iTy To create a positive image To the public
as to the functions of the Police Department; public speaking abi-
lity, as well as the ability to Communicate effectively in
written form; basic understanding of police techniques and prac-
tices; ability to maintain effective working relationships with the
public, businesses and organizations in producing programs of all
types relating to crime prevention.
Ability to supervise and instruct law enforcement personnel.
