A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD REQUESTING THE BOARD OF SUPER-
VISORS OF THE COUNTY OF KERN TO ORDER THE
CONSOLIDATION OF THE NOMINATING MUNICIPAL
ELECTION FOR THE OFFICE OF MAYOR AND A
SPECIAiL MUNICIPAL ELECTION FOR THE PURPOSE
OF SUBMITTING TO THE ELECTORS OF THE CITY
AMENDMENTS TO THE CHARTER OF THE CITY OF
BAKERSFIELD WITH THE STATE OF CALIFORNIA
DIRECT PRIMARY ELECTION TO BE HELD ON JUNE
7, 1988 AND SETTING FORTH THE EXACT FORM OF
THE MEASURES TO BE VOTED UPON AT SUCH
SPECIAL MUNICIPAL ELECTION AS THE SAME ARE
TO APPEAR ON THE BALLOT.
WHEREAS, Section 23300 of the Elections Code of the State
of California provides that when two or more elections are called
to be held on the same day in territory that is, in part, the
same, they may be consolidated pursuant to Chapter 4~ Part 2 of
Division 14 (commencing with Section 23300) of the Elections Code,
upon the order of the governing bodies calling the election; and
WHEREAS, by Resolution No. 220 -87, the Council of the
City of Bakersfield has called a Nominating Municipal Election for
the Office of Mayor and a Special Election for the purpose of sub-
mitting to the electors of the City amendments to the Charter of
the City of Bakersfield, both to be held on Tuesday, June 7, 1988;
and
WHEREAS, the State of California Direct Primary Election
is called and set for said date in territory that is in part the
same as for the two City elections, to wit: in territory which
includes all territory within the City-limits of the City of
Bakersfield.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Bakersfield as follows:
1. That the Board of Supervisors of the County of Kern is
hereby requested to make an order, pursuant to Sections 23300 et
seq. of the Elections Code of the State of California, consolidat-
ing the City of Bakersfield Nominating Municipal Election for the
Office of Mayor and the Special Elections for the purpose of sub-
mitting to the electors of the City amendments to the Charter of
the City of Bakersfield with the State of California Direct
Primary Election to be held Tuesday, June 7, 1988.
2. That the form of the City of Bakersfield Special
Municipal Election, Measure "A", to be voted upon within the City
at said consolidated election, as the same are to appear on the
ballot, is as follows:
A. Measure "A" shall appear on the ballot as follows:
CITY OF BAKERSFIELD MEASURE "A"
Shall Section 3 of the Charter of the City of
Bakersfield be amended to add an eighth ward, to be
created by Mayor and councilpersons by altering
existing ward boundaries, the councilperson for which
will be selected at a special election; shall Section
14 of the Charter of the City of Bakersfield be
amended to refer to eight councilpersons and eight
wards, in conformance with the amendment to Section 3
and to delete provisions restricting Mayor's right to
vote on legislative matters to situations of tie votes
of the Council; shall Section 20 of the City Charter be
amended to provide that the Mayor shall promote the
City, be a full-time position of not less than 40 hours
per week, and receive an annual salary of forty-two
thousand dollars ($42,000.00) adjusted annually in refer-
ence to the Consumer Price Index; to provide that each
fiscal year the Council appropriate not less than twelve
thousand dollars ($12,000.00) for the general promotion
of the City, including reception and entertainment of
public guests, to provide that the Mayor be provided a
furnished office at City Hall and a vehicle for the con-
duct of his official duties, to specify that the Mayor
be provided a full-time secretary and an aide with a
furnished office whose position shall not be civil ser-
vice, whose salary shall be set by ordinance of the
Council, and who shall be selected by and serve at the
will of the Mayor; shall Section 33.3 of the City
Charter be amended to provide that six, rather than
five, votes of the Council are required for approval of
any resolution authorizing revenue bonds; and shall
Section 37.5 of the Charter of the City of Bakersfield
be amended to provide that the City Manager may be
removed by the affirmative votes of five, rather than
four, members of the Council.

3. That the County Clerk is requested to conduct the
elections and is requested to provide within the territory
affected by request for order of consolidation, the election pre-
cincts, polling places and voting booths, which shall., in every
case, be the same and there shall be only one set of election
officers in each of the precincts for said elections, that the
candidates for the Office of Mayor in said Nominating Municipal
Election for the Office of Mayor, and the amendment to the Charter
of the City of Bakersfield to be voted upon in said Special
Election, as set forth in Resolution No. 220-87 calling said elec-
tions, be set forth in each ballot to be used at said Municipal
Election insofar as the same is held within said territory
affected by said order of consolidation.
4. That ~said Board is further requested to cause to be
set forth said candidates and amendment, as provided, on all sam-
ple ballots relating to said City elections, and to mail to the
qualified electors within the City, said sample ballots and
voter's pamphlets relating to said elections, all in the time and
in the form required by law, and to provide absent voter ballots
for said elections for use by electors of the City of Bakersfield
who may be entitled thereto in the manner provided by law.
5. That 'the Board of Supervisors of the County of Kern
is hereby authorized to canvass, or cause to be canvassed, the
returns of said elections in said territory affected by the con-
solidation herein and to certify such canvass of the votes so cast
to the Council.
6. That 'the City Clerk is hereby directed to transmit
and file certified copies of this resolution with the Board of
Supervisors of Kern County and the County Clerk of Kern County.

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on November 18, 1987 , by
the following vote:
