A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD ENCOURAGING THE DILIGENT PURSUIT
OF IMPROVED AIR QUALITY FOR KERN COUNTY.
WHEREAS, the City of Bakersfield as a part of Kern County is
within an area designated as a "non-attainment" area by the
Federal Environmental Protection Agency with respect to air
quality;
and
WHEREAS, said non-attainment area designation is
exceedance of federal health based air quality standards
ozone, carbon monoxide and suspended particulates;
and
WHEREAS, said exceedance of standards jeopardizes the good
health of residents of Kern County;
and
WHEREAS, air pollution also affects the productivity of agr-
iculture;
and
WHEREAS, non-attainment of

NOW, THEREFORE BE IT RESOLVED that the City of Bakersfield
advocates for cleaner air in this metropolitan area:
First, by continuing its experimentation with a methanol pow-
ered vehicle fleet .and pursuing use of this cleaner burning
energy source:
Second, by directing staff to work with the Environmental
Protection Agency and Federal Legislators to require the utili-
zation of cleaner burning fuel such as natural gas at the Elk
Hills Naval Petroleum Reserve:
Third, by supporting the increased use of natural gas in oil
fields as recommended by the California Air Resources Board and
as deemed feasible by the Public Utilities Commission:
Fourth, by directing staff to draft letters to national,
state and local legislators encouraging them to support clean air
legislation, changes in off-set regulations, increased use of
natural gas in the oilfields and funding of an extensive study of
air quality in Kern County:
Fifth, by planning for economic development which would be
beneficial to the air quality of the region as well as planning
for the arrangement of land uses to help air quality.
BE IT FURTHER RESOLVED that the City of Bakersfield encour-
ages the Board of Supervisors and Air Pollution Control Board of
Kern County to diligently pursue those measures which would
improve air quality in Kern County and the South San Joaquin
Valley.
I HEREBY CERTIFY that the foregoing Resolution was passed and
adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on the 21st day of October, 1987, by the
following vote:
