RESOLUTION OF THE COUNCIL OF THE
CITY OF BAKERSFIELD FOR PRELIMINARY
APPROVAL OF ENGINEER'S REPORT FOR
ASSESSMENT DISTRICT NO. 87-1

RESOLVED~ by the City Council of the City of Bakers-
County of Kern, California, that:
WHEREAS, on the ]7th day of June, 1987, said City Coun-
cil did adopt its Resolution of Intention No. 1028 to con-
struct improvements in said City, and did refer the proposed im-
provements to the Engineer of Work, being the officer having
charge and control of the construction of public improvements in
and for said City of the kind described therein and being a compe-
tent person employed by said City for that purpose, and did there-
in direct said Engineer of Work to make and file with the City
Clerk of said City, a report in writing all as therein more par-
ticularly described, under and pursuant to the Municipal Improve-
ment Act of 1913; and
WHEREAS, said Engineer of Work has made and filed with
the City Clerk of said City a report in writing as called for in
said Resolution of Intention and under and pursuant to said Act,

ENGINEER'S STATEMENT
PRELIMINARY APPROVAL FOR
CITY OF BAKERSFIELD ASSESSMENT DISTRICT NO.
JUNE 17, 1987
87-1
City Assessment District No. 87-1 was formed in response to a
petition on file with the City Clerk that was signed by the owners
of more than 60% of the assessment district land area. The petition
requested the City Council to initiate assessment district
proceedings to confirm an assessment for the purpose of financing
construction of an interceptor sewer to connect existing
"dry sewers" in the assessment district to the City's Buena Vista
Road Trunk Sewer.
Assessment District 87-1 is the most westerly developed area in the
city and is located south of the Stockdale Highway and north of the
Kern River, between Allen Road and Renfro Road. The assessment
district is proposed for financing City construction of the South
Jenkins Road to Buena Vista Road Sewer Project. The sewer project
includes the installation of twelve inch and eighteen inch diameter
gravity sewer pipelines within the assessment district area, the
construction of a pumping station and approximately 11,400 feet of
ten inch diameter pressure sewer main running from the district
easterly to Buena Vista Road. The total estimated cost of the
project is $1,392,635.23. A city contribution of $50,000 will
reduce the total amount to assessment to $1,342,635.23. The city
contribution will be. used to reduce the cost of the pipeline
installation and street paving work within the district.
The district is almost totally subdivided and 47% of the existing
lots are already built-out with single family homes. All existing
subdivisions were developed with dry line sewers in the streets and
on-lot sewage disposal systems. Each homeowner and subdivider has
accepted the development restriction requiring connection of a home
to a city sewer when it becomes available to within 0.5 miles of the
subdivision. This project will make city sewer service available to
all existing subdivisions in the district.
Each lot within the assessment district has been assessed a flat
charge of $1,013.87 for construction of the interceptor sewer. All
developed lots are assessed an additional $1,207.13 for the City
Connection Fees that would otherwise be paid in cash when each lot
is connected to the City's sewer system. The total amount assessed
to developed lots is $2,221.00. Nineteen (19) lots in Tract 4707,
Unit 1 will get direct sewer service from the new eighteen inch main
to be installed by the district. Those 19 lots are each assessed
$2,697.22, which includes the $1,013.87 interceptor sewer assessment
plus $1,683.35 for service from the eighteen inch main.
It is recommended that the City Council adopt several resolutions
that will prelimlnarily approve the assessment of $1,342,635.23 and
set a Protest Hearing before the Council for 7:00 P.M., July 29,
1987. Notices will then be mailed to all district property owners,
telling them the date of the hearing and the maximum amount proposed
to be assessed to the their property.
